About this file
This is a Requirements Document for two O-band optical amplifiers issued by the National Institute of Standards and Technology (NIST) Quantum Information Group. The solicitation (AMDTCRQ2500815-2) is a small business set-aside seeking amplifiers with specific technical requirements: capability to amplify wavelengths 1260-1360 nm, at least 20 dB small-signal gain, noise figure no higher than 6.0 dB, ability to amplify signals as low as -50 dBm, and compatibility with SMF-28 FC/APC fibers. The amplifiers will be used in quantum networking research and network testbed experiments in Gaithersburg, MD and the Washington DC region.
Key procurement details include a firm-fixed-price purchase order, delivery within 9 weeks of order placement to NIST's Gaithersburg campus, 12-month commercial warranty, and 100% payment upon receipt and acceptance. The solicitation follows Lowest Price Technically Acceptable (LPTA) evaluation criteria, with responses due by 4/7/2025. Vendors must provide a complete price quote, include shipping costs, meet all technical specifications, and have an active SAM.gov registration. The estimated small business size standard is 600 employees, with the NAICS code 335999 for miscellaneous electrical equipment manufacturing.

NIST Requirements Document Title: O-band amplifier with low noise and high sensitivity.
I. Introduction/Background:
The NIST Quantum Information Group performs research and maintains expertise in fundamental mathematics, physics, and measurement science necessary to enable the exploitation of quantum phenomena for information processing tasks. The NIST Quantum Information Group, in collaboration with NIST and outside scientists, applies such expertise to the understanding, characterization, and measurement of quantum information processing systems; develops analytical and software tools, as well as experimental demonstrations, testbeds, and related services. As part of this mission, the NIST Quantum Information Group is planning to develop new schemes and protocols for quantum networking and is planning to perform experiments to test these protocols on the NIST campus quantum network testbed in Gaithersburg, MD (NG-QNet), and on a Washington regional quantum network testbed (DC-QNet) in the Washington DC region.
Purpose:
The goal of our research is to develop a measurement and testbed infrastructure to research and develop quantum network protocols over DC-QNet. As part of this work, NIST is studying transmission of optical data in the O-band wavelength. The purpose of this requirement is to obtain two (2) O-band optical amplifiers with very low noise and the capability to amplify small (-50 dBm) amplitude signals, in accordance with the minimum specifications identified below. The subject amplifier shall be used in the laboratory, with the devices being installed at nodes (i.e., laboratories) of a deployed, “in the field,” fiber network.
II. Minimum Requirements:
The system shall meet, or exceed, the salient characteristics identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide a Firm Fixed Price Quotation for the following CLINS.
CLIN 0001
Quantity (2) – O-band optical amplifiers meeting or exceeding the following specifications:
• Each amplifier will be capable of amplifying the wavelength range 1260 nm – 1360 nm or broader. The ‘3dB bandwidth’ range shall be 1270nm – 1290nm or broader.
• Each amplifier shall provide at least 20 dB small-signal gain (at -30 dB input power).
• Each amplifier shall have a Noise Figure (NF) no higher than 6.0 dB (at -30 dBm input power and 20 dB gain).
• Each amplifier shall be capable of distinguishably amplifying signals as low at -50 dBm in power. Vendor shall provide measurement proof of amplification capability.
• Input and output of the amplifier shall be compatible with SMF-28 FC/APC fibers (SMF: Single Mode Fiber. FC: Fiber Connector, APC: Angled Physical Contact)
• Each unit shall have RS232 communications for control and data/signal interfacing
• 12 months commercial warranty against defects and workmanship
• Gain Ripple, if applicable, shall be stated.
• Polarization Dependent Gain (PDG), if applicable, shall be stated.
III. Onsite Installation:
N/A. No installation shall be required from the contractor.
IV. Training
N/A.
V. Delivery:
Delivery shall be FOB DESTINATION and shall occur within the vendor’s standard commercial lead time.
Delivery shall be FOB destination and shall occur within 9 weeks of placing of order.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 220 Gaithersburg, MD 20899-1640
VI. Inspection and Acceptance:
NIST will inspect delivered products within 10 business days after delivery to ensure that they conform to the requirements identified in this Requirements document If all performance testing, as described below, is approved and all other requirements are met and the equipment is operational, the product shall be accepted.
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The scope of general inspection shall include:
Structural, mechanical, and electrical evaluation of product An operational evaluation of the amplifier system Evaluation of the system’s performance and software interfacing
A visual inspection of the system will be performed by the NIST technical Subject Matter Expert (SME) to identify defects or any form of indication that the system was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the system due to defects and/or nonconformance.
The vendor is responsible for latent defects discovered any time after final inspection.
However, the extent of its liability shall be prorated over the useful life of the system.
The place of acceptance shall be:
100 Bureau Drive Building 222, Room A215 Gaithersburg, MD 20899
Ownership (title) of the O-band amplifier shall transfer to NIST upon acceptance.
VII. Travel
N/A
VIII. Warranty
The contractor shall warrant the entire system in accordance with the contractor’s commercial warranty terms (Twelve months warranty against defects and workmanship from date of shipment on all products delivered in accordance with the terms in FAR 52.212-4.)
IX. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the NIST SME and Contracting Officer
(CO) of a fully delivered system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been complete
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
