About this file
This statement of work document outlines requirements for a high accuracy wavemeter procurement. The National Institute of Standards and Technology requires a fiber-coupled, highly accurate wavemeter to enable precision optical interferometry measurements. The wavemeter must operate from 632nm to 1560nm with 50MHz accuracy at 1550nm and 10MHz repeatability. It must include a wavelength reference, stabilization capability for a tunable laser, and 500Hz measurement rate. Delivery of one wavemeter is required FOB destination to NIST within 10 weeks of award. Inspection and acceptance will occur within 10 business days of receipt, with the wavemeter warrantied for a minimum of one year after acceptance. Payment of 100% will be made net 30 days after acceptance.

STATEMENT OF WORK/REQUIREMENTS DOCUMENT
Title: High Accuracy Wavemeter Requesting Lab: 684.07
I. BACKGROUND INFORMATION
To provide a highly accurate wavelength reference for precision optical interferometry by the Mass & Force Group, Quantum Measurement Division, NIST, a fiber-coupled, highly accurate wavemeter is required. The wavemeter will be used to enable measurements of acceleration, force, and sound pressure using optical cavity sensors and other laser interferometers. In order to provide the necessary accuracy, the optical frequency accuracy should be ≤ 50 MHz at a laser wavelength of 1550 nm and the optical frequency repeatability should be ≤ 10 MHz at a laser wavelength of 1550 nm. The wavemeter should operate over the wavelength range of at least 632 nm to 1560 nm. The wavemeter system should include a wavelength reference source, either internally or externally, to enable the specified accuracy. Furthermore, the wavemeter system should include the ability the stabilize a tunable laser to the wavemeter. Therefore, the wavemeter system should include a laser feedback (PID) capability and a measurement rate of at least 500 Hz.
II. SCOPE
The Contractor shall deliver a quantity of one (1) High Accuracy Wavemeter, inclusive of FOB Destination delivery, and warranty.
III. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

IV. DELIVERY TERMS
Delivery shall be F.O.B Destination or equivalent Incoterms such as delivered duties paid (DDP) and take place at a time mutually agreed upon by the Government and Contractor. This delivery shall be scheduled as soon as possible but shall occur No Later Than (NLT) 10 weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
National Institute of Standards and Technology 100 Bureau Drive, building 301, Shipping and Receiving Gaithersburg, MD 20899-0001
V. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Inspection and Acceptance will occur within ten (10) business days after receipt of the High Accuracy Wavemeter at NIST. The subject matter expert (SME) will test the system to determine if the minimum system technical requirements are met.
A visual inspection of the systems will be performed to identify surface defects or any form of indication that the systems were damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the systems due to defects and/or nonconformance.
The Contractor shall be responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the system.
Ownership (title) of the High Accuracy Wavemeter shall transfer to NIST upon acceptance The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications identified in the most recent operations and maintenance manual for each piece of equipment; and meet all NIST specifications as applicable.
VI. WARRANTY
The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the Narrow Linewidth Laser by the Government.
VII. PAYMENT SCHEDULE
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the SME of the equipment.
2. The Government anticipates inspection will occur upon:
