WADS C-LEVEL UPGRADE

REQUIREMENT DESCRIPTION

Western Air Defense Sector (WADS) C-Level Conference Room Upgrade At Building 852 - McChord Field, Washington

1. Project Scope

This document defines the requirements for the contractor to furnish equipment, install, configure, program and test a new multimedia system and VTC for the C-Level Conference Room.

1.1. Specifications

Furnish, install, configure, program and test a new multimedia/VTC upgrade for the C-Level Conference Room that shall consist of:

· One (1) 3-bay credenza cabinet which is equipped with a rack, doors and trim finish kit (finish kit should match color of lecterns). The credenza should be able to hold all necessary multimedia/VTC equipment to include room for a desktop computer

· Two (2) 24x7 rated 98” monitors mounted on extra-large flat tilting wall mounts at the front of the room. The monitors will be commercial grade with 400 NIT brightness and come without Bluetooth or Wifi capability

· Two (2) 24x7 rated 4K 50” monitors mounted on articulating arms; One (1) monitor installed per column so that people sitting behind the columns can view the same content as the front screens unobstructed. The monitors will be commercial grade with 550 NIT brightness and come without Bluetooth or Wifi capability

· Two (2) 10.1” touch panel (Joint Interoperability Test Command (JITC) approved) installed on each lectern in the front of the room and a new processor to control all A/V devices in the C-Level conference room from the touch panels

· One (1) AV over IP PTZ camera with a 20x zoom. The camera should be capable of 1080p/60 and have USB3.0 (for Web Meeting integration) and HDMI outputs

· Two (2) LED room availability signs mounted outside the doors which light as red or green (switchable from the touch panel at the lectern in the room) and are etched with the room’s name

· Audio Reinforcement will consist of audio Digital Signal Processing (DSP) with 128x128 network capable audio channels and sixteen (16) Acoustic Echo Cancellation (AEC) channels and licensed for 32x32 channels of Dante Audio. The DSP will be connected via a network switch to a 4-channel audio amplifier with 500W power per channel. The amplifier will drive twelve (12) 8” two-way in-ceiling speakers

· Two (2) microphones for the lecterns (If the current ones are not supported) will be a 12” cardioid patter gooseneck microphone. The output from the podium microphone will be configured as a vocal lift for the users in the back of the room who cannot hear the speaker

· A video conferencing solution that can support dual classification functionality. Two (2) TAA-compliant codecs should share the same aforementioned PTZ camera. The video should utilize both displays at the front of the room, one for distant end video and one for in-room video

· Several 4” speakers should surround the room and be strategically placed to cover the area with white noise so that nothing can be heard inside C-level from outside the room. The speakers should be daisy chained and connect back to the aforementioned amplifier. You should be able to turn the white noise on/off and volume up/down using the lectern’s control panel

· Two (2) additional LED status signs should be placed near the “in-use” signs signaling if the room is being used for an Unclassified or Classified briefing. These signs should be able to easily switch from one to the other using the lectern touch panel

· Three (3) ceiling microphones in the front of the room to pick up speakers’ voice when moving away from the lectern and use with the VTCs

4. General Requirements Cabling and Associated Equipment General Requirements. This project consists of the installation of new multimedia/VTC equipment in the C-Level conference room. The contract shall consist of the furnishing, installation, configuration, programming and testing of all applicable hardware/software/cabling according to the standards listed above.

The video inputs to the system shall consist of: one (1) HDMI for a user laptop, two (2) HDMI room PC connections to allow for dual screen output for GVS or Web Meeting functionality, one (1) HDMI connection for a Government Furnished Equipment (GFE) Blue-Ray player. The video inputs shall be extended by a shielded twisted pair HDMI transmitter and receiver supporting up to 4K content. The HDMI inputs shall be integrated into the credenza. Each HDMI connection will be provided a dongle that supports USB-C, mini display port and DisplayPort. The dongle shall be affixed to the HDMI cable with a security ring. Room PC connection shall be a digital HDMI/USB-C or Displayport connection (unless otherwise required) and will be auto-switching with the lectern HDMI connection. All audio/video inputs should be able to be routed to any outputs utilizing only the touch panel at the lectern.

All software licenses required shall be perpetual and be provided under this contract. All source code for any programming shall be burned to disk and given to WADS PM.

The contractor shall provide all personnel, equipment, parts, material, tools and any other items necessary to perform the installation, configuration, programming, and testing of all installed multimedia/VTC equipment. All services shall be provided and installed in accordance with the above standards and references. All cable termination shall be labeled IAW EIA ANSI/TIA/EIA-606B. All grounding and bonding requirements shall be accomplished IAW ANSI/TIA/EIA 607 and NFPA 70. Coordination of “Work by Others” shall encompass coordination with 225th Support Squadron Project Management and SCOV work center personnel as these work centers shall coordinate and support in the performance within the facility.

All work shall meet specifications for cable, components and installation. All contractor provided equipment and parts to complete the installation criteria shall be new.

The Contractor shall provide written documentation of all tests and the results thereof to the Western Air Defense Sector Project Management and Quality Assurance POCs, along with installation drawings showing cable interconnections and equipment racks with associated equipment in Visio format.

All wall penetrations shall be restored to support the required fire ratings outlined in NFPA-70 and ANSI/TIA/EIA-569B. Any installation of spare conduit shall have a polyethylene pull rope that extends through the conduit/duct and coiled three feet into the cable tray (or above the false ceiling) on one end and two feet into a wall or flush mounted outlet box when, uncoiled, shall be provided in each duct opening and shall be secured. End grommets shall be provided on all duct ends.

5. Installation Testing Once the installation is completed, the contractor shall conduct basic testing with WADS PM and QA personnel to ensure that the solution was successfully implemented within the environment according to WADS’s success criteria.

6. Deliverables Deliverable # 1 (Installation Plan): The contractor shall provide an Installation Plan. The Installation Plan shall include a technical solution, reference/ identification of standard installation practices, list of materials, drawings/sketches and any other pertinent items required to fulfill the government’s requirement. The contractor shall update the Installation Plan based on Government questions and directions.

Deliverable # 2 (Progress Reports): The Contractor shall provide daily verbal and/or written Progress Reports.

Deliverable # 3 (Test Results/Reports): The contractor shall provide test results (WADS’s success criteria: PASS/FAIL) to the WADS Project Manager immediately upon completion of the installation and testing. Test Results shall be submitted in electronic format.

Deliverable # 4 (Drawings): Electronic drawings shall be provided in Microsoft Visio. The contractor shall provide: an interconnection diagram of C-Level Conference room showing all cabling installed, and elevated equipment racks detailing the equipment installed in the credenza and/or lectern.

7. Acceptance Criteria Acceptance for all deliverables shall be based upon all previously mentioned standards and criteria.

Also, the installation will be required to pass an acceptance inspection by the WADS Quality Assurance Office prior to the contractor/installers leaving the premises on the last day. The contractor shall be required to fix any discrepancies found by the inspection team.

8. Government Furnished Resources One (1) provided Blu-Ray player to test the HDMI connection with the monitors Two (2) lecterns

9. Facilities, Supplies and Services The government will provide water, electricity, restrooms and limited telephone access for local calls. Outside commercial long distance telephone services shall be absorbed by the contractor.

11. Hours of Work The contractor shall perform all work during normal working hours (typically 0800 to 1630), Monday through Friday excluding holidays and unit family days

12. Period of Performance Completion date: On or before contract Period of Performance

13. Security and Privacy There are no security clearance requirements for contractors performing this effort. Additionally, installation team members may be required to provide their full name, social security account number, date of birth and driver’s license number from the state of issue. Contracted personnel shall, at all times, have in their possession a photo identification issued by their organization(s). Personnel information is required for background checks due to the anti-terrorism/force protection initiatives currently in place at this federal location.

14. Warranties The contractor shall provide a twelve (12) month warranty at a minimum on all contractor provided equipment and installation (parts and labor), at no additional charge to the Government. This warranty shall start from date of acceptance of the completed project and shall run a consecutive 12 months (reference FAR 52.246-21).

The warranty shall provide for systems repair, workmanship and equipment provided and installed as described within the contract. The contractor’s support shall include all Original Equipment Manufacturer (OEM) equipment as noted/provided by the OEM that occur during the course of the warranty period and at no additional cost to the government. The contractor shall provide written operational procedures for the system and any required information to support warranty services prior to cutover. This information shall include, but is not limited to, written confirmation of the warranty period, contact information/procedures for technical support & phone numbers, troubleshooting assistance information, and contractor/vendor replacement of faulty equipment.

15. COVID-19 Precautions While performing installation activities within WADS in the C-Level conference room the contractors shall abide by all WADS policies regarding COVID-19 precautions. This may include but not be limited to: mask wearing, showing proof of vaccinations, showing proof of a negative COVID-19 test, and a quarantine period if the member contracts COVID-19. All costs incurred due to COVID-19 precautions shall not be the responsibility of WADS.
