Statement of Requirements
BACKGROUND OF PROPOSED ACQUISITION:
The Material Measurement Laboratory’s Chemical Sciences Division Optical Measurements group has multiple ongoing projects that involve high resolution laser spectroscopy of atmospheric gases, such as water, carbon dioxide, carbon monoxide, and methane. The group typically employs cavity ringdown spectroscopy and photoacoustic spectroscopy in order to produce high quality spectral data products. In order to advance the measurement goals of the group, NIST requires two sets of high reflectivity mirrors to construct the optical cavity.
DESCRIPTION/PURPOSE OF ITEM/SERVICE TO BE ACQUIRED:
The Contractor shall provide two sets of high reflectivity mirrors with the following Minimum technical specifications:
Set 1:
High reflectivity coating centered at 1630 nm with nominally 10 ppm transmission (+-2 ppm tolerance is acceptable).
Absorption and scattering losses less than 10 ppm Opposite side coated with anti-reflective coating, with reflectivity less than 0.1% at target wavelength
Set 2:
High reflectivity coating centered at 1630 nm with nominally 30 ppm transmission Absorption and scattering losses less than 10 ppm Opposite side coated with anti-reflective coating, with reflectivity less than 0.1% at target wavelength
For both sets of mirrors, the substates should be 1” diameter fused silica or BK7.
Each set should consist of six (6) plano-convex substrates with a 1 meter radius-of curvature on the curved surface, and four (4) wedged plano-convex substrates with 1 meter radius-of-curvature on the curved surface.
Each set should consist of ten (10) finished mirrors of the above specifications, for a total of twenty (20) finished mirrors.
Acceptance/Inspection: Final acceptance by the Government will be given after successful delivery, and demonstration of item specifications.
Delivery Date: The delivery date shall be within eight (8) weeks from date of award.
Place of Delivery: NIST Gaithersburg MD 20899
Packaging/Marking: Standard packaging/marketing is acceptable for this procurement requirement.
I. GENERAL INFORMATION
Safety: The Contractor employee shall be responsible for knowing and complying with commercial installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements.
The Contractor shall provide the name and citizenship information of employees for on-site visits to the NIST Technical Point of Contact (TPOC) prior to arrival. The TPOC will submit the name(s) and citizenship information
Commented [GDE(1]: Change to minimum
Commented [GDE(2]: Should it be set not batch to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID (which in most cases can be a valid driver's license), proof of insurance and current registration must be presented to the NIST Security Office.
