About this file
This Request for Proposals document outlines a competitive procurement for coastal camera monitoring services in Texas. The District seeks a qualified vendor to provide comprehensive coastal camera monitoring services, including automated coastal intelligence capabilities, under a Master Service Agreement with task order-based deployment. Services requested encompass procurement of installation rights, camera installation and maintenance, real-time and archived data delivery, and ongoing technical support. The scope includes both initial setup and long-term operational support for coastal monitoring infrastructure. The RFP establishes evaluation criteria for vendor qualifications, technical capabilities, pricing competitiveness, and service delivery commitments, with specific attention to the vendor's experience with coastal environments and data management systems.
The procurement structure allows for flexible task order-based deployment, enabling the District to scale services according to operational needs while maintaining continuity through a master service agreement framework. Vendors must demonstrate technical expertise in automated coastal intelligence systems, camera technology, data storage and retrieval capabilities, and field maintenance operations. The contract term and renewal options, pricing structures, and specific funding allocations should be detailed within the full RFP documentation. Interested vendors are expected to submit comprehensive proposals addressing technical specifications, implementation timelines, staffing qualifications, and cost proposals that detail both initial installation and ongoing maintenance and support services.

I. Introduction and Purpose of Solicitation
The Gulf Coast Protection District ("District" or "GCPD") is seeking competitive proposals to establish a contract for coastal camera monitoring services.
GCPD is a special-purpose district created by the 87th Texas Legislature in 2021. The District serves as the non-Federal sponsor for major elements of the Coastal Texas Project and the Sabine Pass to Galveston Bay Coastal Storm Risk Management Project. The District works to deliver large-scale storm surge protection and coastal restoration across approximately 5,220 square miles in five counties (Harris, Galveston, Chambers, Jefferson, and Orange).
As part of its coastal management responsibilities, GCPD seeks to establish a real-time coastal camera monitoring network along the upper Texas coast from High Island to San Luis Pass. This network will support shoreline change quantification, beach quantity monitoring, construction management, operations and maintenance planning, and data-driven research in coordination with the U.S. Army Corps of Engineers ("USACE"), the Texas General Land Office ("GLO"), Texas A&M University ("TAMU"), and other project partners.
GCPD intends to procure a Master Service Agreement ("MSA") with one qualified vendor, under which camera installations and data services will be authorized by individual task orders approved by the Board of Directors (the "Board"). The initial task order will include a twelve (12)-month demonstration camera provided at no charge to the District, allowing evaluation of the service prior to expansion. GCPD commits to no specific level of work beyond the demonstration period.
To be considered for award, Respondents must submit a comprehensive response that includes all required information and documentation as outlined in this Solicitation.
II. No Guarantee of Volume, Usage, or Compensation
The District does not guarantee any minimum volume, usage, or compensation to be paid to any Contractor under any contract resulting from this Solicitation. All District contracts are subject to appropriations, the availability of funds, and termination for convenience. IV. Scope of Services
A. Overview The District seeks a qualified vendor to provide coastal camera monitoring services — including automated coastal intelligence capabilities — under a Master Service Agreement with task order-based deployment.
Services shall include procurement of installation rights, camera installation and maintenance, real-time and archived data delivery, and ongoing technical support. The District is particularly interested in vendors who can offer both high-definition video infrastructure and automated, computer vision-based analytical capabilities to deliver quantitative coastal data outputs beyond imagery alone.
B. Demonstration Period (Initial Task Order) As a condition of the MSA, the selected Respondent shall provide one (1) demonstration camera at a GCPD-designated coastal location at no cost to the District for a period of twelve (12) months from the date of installation. The demonstration period allows the District to evaluate service quality, data outputs, and operational compatibility before authorizing expansion task orders. At the conclusion of the demonstration period, the District will determine whether to issue additional task orders.
C. Subsequent Task Orders Upon satisfactory completion of the demonstration period, and at the Board's discretion, the District anticipates issuing task orders for additional camera installations. Initial expansion is estimated at ten (10) to twenty (20) cameras, with potential for further additions in support of construction monitoring and long-term O&M activities along the upper Texas coast from High Island to San Luis Pass. Task orders shall specify camera location(s), installation schedule, data deliverables, and compensation.
D. Vendor Responsibilities The selected Respondent shall be responsible for, including but not limited to:
• Securing all necessary access rights, easements, and permits required to install cameras at GCPD-designated locations along the upper Texas coast
• Providing, installing, operating, and maintaining all camera hardware and supporting infrastructure, including off-grid installation capability for remote coastal locations where required
• Delivering real-time and archived imagery and data through a secure, cloud-based web-accessible platform available to GCPD staff and designated partners (USACE, GLO, TAMU)
• Providing automated quantitative data outputs including, but not limited to: shoreline position and change metrics; beach width and volumetric estimates; wave height, direction, and speed measurements; nearshore bathymetry tracking; beach attendance and crowd density monitoring;
environmental monitoring; and predictive coastal modeling
• Ensuring data accuracy and consistency, and cooperating with GCPD, ERDC/USACE, and GLO validation efforts
• Providing technical support and responding to service issues within timeframes specified in each Task Order
• Notifying GCPD promptly of any hardware failure, data outage, or service interruption
• Complying with all applicable federal, state, and local laws, regulations, and permitting requirements
E. District Responsibilities The District shall be responsible for, including but not limited to:
• Identifying and communicating camera installation locations to the selected Respondent
• Facilitating coordination with USACE, GLO, TAMU, and other project partners as needed
1150 Gemini St, Suite 4150, Houston, TX 77058 Page 7 of 17
• Issuing written task orders approved by the Board prior to commencement of any compensable services
• Providing timely review and acceptance of deliverables
• Making payment for authorized services in accordance with the terms of the MSA and applicable
