About this file

This is a Request for Proposals (RFP) issued by the Confederated Tribes of Siletz Indians (CTSI) for a Remedial Investigation/Feasibility Study (RI/FS) and Corrective Action Plan (CAP) for the Upper Mill Property in Toledo, Oregon. The project seeks qualified environmental professionals to conduct comprehensive site assessments of a former industrial property, including soil, groundwater, and surface water sampling. A mandatory site walk is scheduled for April 10, 2025, with attendance required for proposal submission. Key dates include the RFP issuance on March 6, 2025, proposal due date of May 2, 2025, proposal evaluation completion by May 16, 2025, award notification on May 28, 2025, and project kickoff meeting on June 10, 2025.

The property, located in Lincoln County, Oregon, has potential environmental contamination risks from historical industrial activities including fueling, vehicle maintenance, and former lumber mill operations. The scope requires developing a Quality Assurance Project Plan (QAPP), Sampling and Analysis Plan (SAP), conducting a remedial investigation, evaluating remediation alternatives, and creating a corrective action plan. The selected consultant must engage stakeholders, coordinate with regulatory agencies like the Oregon Department of Environmental Quality (ODEQ) and EPA, and address potential environmental issues such as petroleum contamination, potential PCB-containing transformers, and site-specific drainage and fill material concerns. The Phase I Environmental Site Assessment will be provided only to consultants attending the mandatory site walk.

Request for Proposals (RFP) Remedial Investigation/Feasibility Study and Corrective Action Plan

Upper Mill Property, Toledo, Oregon

Project Overview: The Confederated Tribes of Siletz Indians (CTSI) invites qualified environmental professionals (QEPs) to submit proposals for a Remedial Investigation/Feasibility Study (RI/FS) and Corrective Action Plan (CAP) for the Upper Mill Property in Toledo, Oregon. Upper Mill Site: Previously used for warehousing and equipment storage, with an RCRA-designated wood waste landfill (closed). It is the upslope portions of Lincoln County, Oregon Map Taxlots 11-10-21-00-00800-00 and 11-10-20-00-01100-00.

Overview of Potential Environmental Issues: A Phase I Environmental Site Assessment (ESA) (available to consultants who attend the mandatory site walk), outlines contamination risks at the Subject Property, currently leased for vehicle and parts storage. Historical industrial activities, including fueling, vehicle maintenance, and former lumber mill operations, may have impacted soil and groundwater. Past spills, a diesel AST fire, and former USTs raise concerns about petroleum contamination, while site drainage features and unknown fill material present additional risks. Stressed vegetation, waste piles, and possible dumping further indicate potential environmental impacts. Pole-mounted transformers may require testing for polychlorinated biphenyls (PCBs).

Scope of Work Summary: The selected consultant will be responsible for: 1) Conducting site assessments, including soil, groundwater, and surface water sampling. 2) Developing a Quality Assurance Project Plan (QAPP) and Sampling and Analysis Plan (SAP). 3) Preparing a Remedial Investigation (RI) and Feasibility Study (FS) to evaluate remediation alternatives. 4) Developing a Corrective Action Plan (CAP) that outlines site-specific cleanup methods and estimated costs. 5) Engaging stakeholders, including community members and regulatory agencies, to ensure compliance with environmental justice and public outreach requirements. 6) Coordinating with regulatory agencies, including the Oregon Department of Environmental Quality (ODEQ) and EPA, to ensure all work aligns with applicable guidelines.

Mandatory Site Visit: A mandatory pre-bid site walk will be held to ensure all bidders fully understand the project scope and site conditions. Attendance is required for proposal submission. Interested firms must RSVP to confirm attendance by March 28, 2025, to CharlesG@ctsi.nsn.us and AnnL@STDC.us. RSVPs are mandatory for this event, and we reiterate that no access to the site will be granted without prior registration. We encourage early RSVPs to secure a spot, as this may be a competitive process, and access may be limited.

During the site visit, attendees will receive an overview of the project, a guided tour, and a discussion of identified Recognized Environmental Conditions (RECs). The Phase I Environmental Site Assessment (ESA) Report will be provided only to those who attend the site walk. Only groups who are on the RSVP list will be given site access.
