About this file
This document is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center (AFLCMC) for the Resolute Sentry (RS) software development program. The RFI seeks capabilities information from potential contractors to support the transition and development of a remote sensing and autonomy software project for Air Force systems. Key requirements include expertise in agile software development, DevSecOps, Model-Based Systems Engineering, software integration across different security classifications, and Special Access Program (SAP) support.
The RFI targets contractors capable of supporting software development milestones, including delivering a Minimum Viable Product (MVP) version 4.5 within one year of contract award and a Minimum Viable Capability Release (MVCR) version 5.5 by the end of FY27. Respondents must provide detailed information about their technical capabilities, SAP support capabilities, approach to program support, and management/staffing. Submissions are due by 4:00 PM EDT on 20 June 2025, with responses accepted at unclassified, CUI, or classified levels up to TS/SCI. The RFI emphasizes that this is a market research effort and does not guarantee future contract opportunities.

1. Introduction
The Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance, Reconnaissance (ISR) & Special Operations Forces (SOF) Directorate (AFLCMC/WI), is conducting market research to identify potential contractors capable of supporting the transition and continued development of the Resolute Sentry (RS) program. RS is an approved Transformational Capabilities Office (AFRL/RST) FY2021 WARTECH Vanguard Prospect program transferring from AFRL’s Sensors Directorate (AFRL/RY) and Information Directorate (AFRL/RI). This RFI is intended to gather information from qualified vendors regarding their capabilities and solutions related to the software development, integration, test, and fielding of the RS software, including support for its modernization and operational sustainment. This RFI is for informational purposes only and is not a Request for Proposal (RFP). Responding to this RFI does not guarantee an invitation to participate in a future RFP.
2. Purpose of this RFI
The purpose of this RFI is to:
• Identify potential contractors with experience in agile software development, integration, test, and fielding of complex software systems, particularly in the ISR domain.
o If you have current experience with RS, please identify the contract number and whether it is still active.
• Gather information on contractor capabilities related to Special Access Program (SAP) support, including facilities and personnel.
• Assess contractor expertise in migrating and managing software repositories, digital models, and simulations across different security classifications and networks.
• Understand contractor experience with Model-Based Systems Engineering (MBSE) and adherence to open standards and cybersecurity policies.
• Evaluate contractor approaches to DevSecOps, continuous integration/continuous delivery (CI/CD), and agile software development methodologies.
3. Background
Resolute Sentry is a remote sensing and autonomy software project for Air Force systems.
In FY26, the Air Force Research Laboratory/Multi-domain sensing autonomy division (AFRL/RYA) will deliver the first instantiation (v4.0) of RS, platform-agile, modular, autonomy-based software and associated Technical Data Package (TDP), code history, Cameo Model, AFSIM scenarios, and unit test software to AFLCMC/WING to facilitate future platform instantiations across various mission sets. Within one year of FY26 execution contract award and funding obligation WING will implement the first instantiation, Minimum Viable Product (MVP), (v4.5) of software to enable an ACC identified fielding partner’s surface mission. By the end of FY27, WING will have the Minimum Viable Capability Release (MVCR), v5.5, operational on a threshold system.
Software development and delivery will utilize an Agile DevSecOps approach.
AFLCMC/WI ISR/SOF desires both CUI and TS cloud development environments that include a project management tool, code repository, artifact management tool, SysML digital modeling tool, communication tool, and AFSIM. In addition, AFLCMC/WI ISR/SOF is seeking CUI, TS, and SAP software integration labs with the ability to run complex AFSIM scenarios, as well as complex SysML evaluation. The lab servers must be capable of GPU based algorithm training. Reference attachment A for examples of tools desired in the development environments
