1.0 PURPOSE
This effort shall consist of repair of various facility lightning protection systems which were damaged or destroyed by Hurricane Irma. This effort shall also include the repair overhead communication line, as well as various facility electrical system repairs which were necessitated by Hurricane Irma.

2.0 SCOPE
2.1 Repair lightning protection systems (LPS) and provide UL Master Label Certifications of Inspection for the following buildings/facilities.
2.1.1.1 Repair two copper cable fasteners as minimum.
2.1.2 193, Fuel System Maintenance Dock (Repair)
2.1.2.1 Repair five cooper cable fasteners as minimum.

2.3 Vicinity of Munition Facilities – Replace 4 damaged 35’ wood and concrete utility poles. All new utility poles shall be concrete. Maximum distance between poles shall be 200 lineal feet. Replace broken guy wires, utility hardware and add new guy wires, anchor assemblies with guy wire guards, pole identification numbers and grounding.
New utility pole installation shall be design to withstand wind load in accordance with
Florida Building Code latest edition. Re-attach approximately 900 lineal feet overhead communication cable to each utility pole. Clear the communication cable aerial path

Protection--Rev 3 - 22Aug2018 (005).doc Page 3 of 24 approximately 1200 lineal feet and communication hand-hole area by removing tree debris, cutting trees, tree branches, limbs and/or pruning trees to minimum clearance of 20 feet on each side of the communication cable route from ground surface up to 35 feet height. Clear all areas 10 feet around the communication hand hole cover edge.
2.4 Repair electrical systems in the following facilities:
2.4.1 218, Fire Training Facility.
2.4.1.1 Re-align approximately 4 floodlights mounted on the control facility exterior structure.
2.4.2 248, Munition Shop
2.4.2.1 Re-align two directional antennas on steel post attached to the facility structure.
Coordinate with base civil engineer the antennas orientation.
2.4.3 248, Sanitary Sewer Pump Station (Northeast of Building 248)
2.4.3.1 Repair instrument rack and disconnect switch.
2.4.3.2 Repair conduits of secondary power, load and pump controls.
2.4.4 287 (near to the northwest) and 265 (near to northeast)
2.4.4.1 Munitions Exterior Security Lights System: Replace 2 instrument rack structure and concrete pads, 2 – three phase fused disconnect means, 2 –lighting control panels with associated conduits and wires. Instrument rack structure shall be galvanized steels.
Concrete pad area shall be 2 feet x 4 feet. Conduits shall be rigid galvanized steel.
Apply a protective coating to all metals parts in contact with ground and concrete.
Disconnect means and control panel enclosures shall be NEMA 4X. Provide surge protection devices and engraved laminated label in disconnect means and/or control panels. Photo control devices shall be twist lock type. Provide outdoor GFI receptacles.

2.4.6.1 Replace 10 – 400Watt high pressure sodium area lighting fixtures. Match existing fixture salient characteristics. Light fixture description: rectangular-shaped, bronze color, integrally ballasted and side-mounted fixture types. Light fixtures operates @ 208
Vac, 60 hz.
2.4.6.2 Replace 1 – 30 feet square aluminum pole and 1- concrete base. Refer to figure 1 for as-built drawing on light pole and concrete base installation. Apply a liberal coating of silicone grease to all bolts and light fixture moving parts. Reconnect to existing electric circuits. Match existing color finish. Provide new sod in all disturbed areas.

2.4.7 342, Traffic Check House
2.4.7.1 Replace 1 – 400Watt high pressure sodium floodlight fixtures Match existing fixture salient characteristics. Light fixture description: rectangular-shaped, dark bronze color, integrally ballasted and integral slipfitter types. Light fixtures operates @ 208 Vac, 60 hz.
2.4.7.2 Replace 1 – 30 feet square aluminum pole and any required hardware. Coordinate existing base bolt pattern with new light poles base. Prepare all existing anchor bolts and apply a liberal coating of silicone grease to all bolts and light fixture moving parts.
2.4.8 353, Security Police
2.4.8.1 Replace 1 – 400 Watt high pressure sodium lighting fixtures. Match existing fixture salient characteristics. Light fixture description: rectangular-shaped, bronze color, integrally ballasted and side-mounted fixture types. Light fixtures operates @ 208 Vac, 60 hz.
2.4.8.2 Replace 1 – 35 feet square aluminum pole and 1- concrete base. Match existing color finish and reconnect to existing electric circuits. Refer to paragraph 2.5.6.2 for light pole and concrete base as-built drawing and installation. Prepare all new anchor bolts and apply a liberal coating of silicone grease to all bolts and light fixture moving parts.
Provide new sod in all disturbed areas.
2.4.9 395, Softball Field – Re-align approximately 48 pole mounted floodlights on 50’ poles.
Provide computer generated photometric plan calculations for the area to identify the light fixtures optimum aiming points. Provide a copy of the native program file and light fixtures photometric on a CD media.
2.4.10 471, Base Chapel
2.4.10.1 Replace 1 – 35Watt high pressure sodium wall pack light fixture (east side).
2.4.11 726, Equipment Storage
2.4.11.1 Re-attach the structural support for Fire alarm/wireless Mesh Antenna to the facility exterior wall.
2.4.11.2 Replace 1 – 3 inch diameter @ 20 feet long galvanize steel post to mount two directional antennas.

2.4.12.1 Repair bracket for 1 - 400 Watt high pressure sodium floodlight fixture on 30’ pole.
2.4.13 874, Florida Air National Guard (FANG)
2.4.13.1 Replace 1 - 400 Watt high pressure sodium floodlight fixture on facility exterior wall.
2.4.14 879, A/SE Storage Facility.
2.4.14.1 Re-align two directional antennas on steel post attached to the facility structure.
Coordinate with base civil engineer the antennas orientation.
2.4.15 920, BX Smart
2.4.15.1 Replace 2 - 400 Watt high pressure sodium floodlight fixture on 30’ pole.
2.4.15.2 Replace 1 – 30 feet square aluminum pole and any required hardware. Coordinate existing base bolt pattern with new light poles base. Prepare all existing anchor bolts and apply grease coats in all bolts. Match existing color finish. Reconnect to existing electric circuits.
2.4.15.3 Replace 1 – 150 Watt high pressure sodium wall pack light fixture (northwest corner).
2.4.16 4192 and 4193 (Canopy)
2.4.16.1 Repair 30 units – 2’x4’ suspended (ceiling) lighting fixtures outdoor rated on 20’ height ceiling.
2.4.17 877, Florida Air National Guard (FANG) Complex
2.4.17.1 Repair 17 units – 400 Watt high pressure sodium area light fixtures on 30’ poles
(security lights).
2.4.17.2 Repair 2 units – 1000 watt high pressure sodium flood light fixtures wall mounted at 25 feet height on building 877.
2.4.17.3 Repair 2 units – 150 watt high pressure sodium wall pack fixture on building 877.
2.4.17.4 Repair 1 unit - stop light fixture support pipes structure mounted on building 877 roof.
2.4.17.5 Repair 10 units – 150 watt high pressure sodium 6 inches downlights around building
877 exterior perimeter.
2.4.17.6 Provide 1 – 1’X4’ light fixture cover for outdoor rated fixture on building 877 west side.
2.4.18 4031 and 4049 Airfield (Apron Lights, poles 1 to 11)
2.4.19 Repair 31 units – 1,000 Watt high pressure sodium floodlight fixtures, NEMA 5x1 on 95’ poles. Poles are located along Fightline Road from pole number 4 to 11. Replace two set of three phase wiring riser on pole 5 and 11. Replace all necessary hardware including

Apply a liberal coating of silicone grease to all bolts and light fixture moving parts.
2.4.19.1 Re-align approximately 92 units of floodlights fixtures aiming points on 95’ poles.
Base civil engineering will provide the floodlight aiming angles.
2.4.19.2 Provide 14 top visors (total) on the floodlights in pole 1, 2 and 3.
2.4.20 4170, Aircraft Corrosion control (Canopy)
2.4.20.1 Replace 4 units – 2’ x 4’ ceiling mounted (suspended) lighting fixture outdoor rated on
20’ height ceiling. Provide vinyl coated stainless steel Aircraft cable for all lighting fixtures.
2.4.20.2 Repair 3 units – 2’x 4’ ceiling mounted (suspended) lighting fixture outdoor rated.
2.4.20.3 Replace 1- twist lock photo control device and socket. The photo control device should be mounted 3 inches above the roof line. Provide all necessary wires and conduits as required.
2.4.21 4141, Aircraft Arresting System
2.4.21.1 Replace one 80 amp, 3 phase automatic transfer switch (ATS) outdoor rated with associated conduit and wires.
3.0 DESCRIPTION OF WORK
The contractor shall provide services to address the phases and scopes of work shown below at a minimum:
3.1 Investigative/Research:
3.1.1 Site visit to assess existing conditions, research lightning protection systems, research luminaries system, lighting poles and interview facility managers, facility maintenance and engineering personnel.
3.1.2 Work Plan: Develop Work Plan and installation/construction/repair documents, installation submittal register and other related documentation. Except where a
Government standard imposes a different material standard for a specific location or application, the Work Plan shall provide for the use of materials meeting the requirements of Unified Facility Criteria (UFC), NFPA 70, NFPA780, and UL96A. The
Work Plan shall provide for lightning protection system installation with necessary measures so as not to damage or impair the weather tightness of roofs, walls or other structural parts of the facility. The Work Plan shall ensure that the lightning protection system does not adversely impact the operation of any antenna system installed on or adjacent to or that is part of any facility. The Work Plan shall provide for bonding of the
LPS grounding system to other grounding systems as required by the referenced standards. The Work Plan shall provide for computer generated photometric plan calculations to determine each lighting fixture aiming points, description of the aiming point method to be used and aiming point field verification. The Work Plan shall provide for luminaries installation, lighting pole concrete bases installation including ground compaction, tie to existing electric circuit and bonding to the grounding system.

3.1.2.1 Work Plan Milestones: Reference the attached design schedule. Reviews shall consist of the following:

3.2 Construction shall commence with approval of Final Work Plan.
4.0 ELECTRICAL GENERAL REQUIREMENTS
4.1 Work Plan Requirements: Work Plan shall be based on the following standards.
Where there is a conflict between the referenced standards, the most stringent shall take precedence.

4.2 Drawings: All drawings shall contain a graphic scale and shall be in standard engineering or architectural scales. All drawings shall use metric units and include the
English equivalent in parentheses.
4.3 General Considerations:
4.3.1 All electrical work and material is new and shall be provided by the contractor unless indicated otherwise. Products and materials shall be UL listed/approved. All work shall be accomplished in accordance with standard industry workmanship practices.
4.3.2 All ground rods, roof conductors and down conductors shall be copper of the required size and properly installed with respect to bend radius, routing, type and spacing of mounting clamps and bonding to other parts of the LPS and to facility grounds.
Connections which are exposed to weather or below grade shall be exothermic welds.
4.3.3 Each facility shall be provided with accessible test points as necessary.
4.3.4 The contractor shall remove from the site and dispose of all trash, debris, and construction materials due to construction or demolition prior to completion of the work.
The contractor shall leave the site in a condition equal to or better than it was before commencement of work on this contract.
4.3.4.1 The contractor shall also ensure that trash and debris are not blown or spread on or off site during performance of the work.
4.3.4.2 All recyclable equipment, conductors and cables removed shall be turned over the contracting office at the Recycling Center, building 164. Point of contact is Mr.

4.3.4.3 The contractor must have digging permit approved prior to any excavation.
4.4 Installation Requirements:
4.4.1 Mechanical execution of work shall comply with UFC’s, UFGS, NFPA 70, NFPA 780 and with Standard for Installation Requirements for Lightning Protection Systems
(Underwriter’s Laboratory (UL) 96A).
4.4.2 For all facilities where a computer generated photometric plan calculations is required an electronic copy of native program and photometric files shall be provided in a CD media.
Target foot candle (fc) levels to be in compliance with UFC.
4.4.3 Measures to protect weather tightness shall be approved by the Government.
4.4.4 Work shall be conducted with minimum disruption to occupants of each facility.
4.4.5 Repair/replacement of lightning protection systems shall be performed by a UL certified lightning protection system installer.
4.4.6 For all general use facilities requiring repair or replacement of lightning protection systems, a UL Master Label Certification shall be obtained. The facilities shall be judged to be in compliance with NFPA/UL standards by a UL lightning protection field representative.
4.4.7 For all facilities where munitions are stored and processed, a letter of conformance stating that the facilities are in compliance with NFPA/UL standards shall be obtained.

The facilities shall be judged to be in compliance by a UL lightning protection field representative.
4.4.8 Project staging area will be located north of building 879.
5.0 GOVERNMENT FURNISHED MATERIALS
5.1 Upon request, the following attachments will be emailed or uploaded to the contractor’s ftp site:
5.1.1 Available drawing files.
6.0 DELIVERABLES
An electronic copy of all deliverables shall be provided on electronic media (CD-ROM disk) and via the contractor’s FTP site formatted for use on the latest version of Microsoft Word, Excel, Adobe Acrobat and Auto CAD. The contractor will be provided samples of the deliverables, upon request.
6.1 Work Plan Deliverables:
6.1.1 Complete Work Plan and Installation Package shall conform to the following:
6.1.1.1 Project Book formatted to 8.5”x11” in a 3 ring binder, tabbed and separated into the following main sections:
6.1.1.1.1 Table of Contents
6.1.1.1.2 Compilation of all meeting minutes and work plan review sign-in sheets.
6.1.1.1.3 Copy of all government review comments and contractor responses.
6.1.1.1.4 Executive summary with statement of work and all modifications.
6.1.1.1.5 Engineering calculations section: As necessary for incidental design, upgrade and installation.
6.1.1.1.6 Cut-sheets of material submittals (shop drawings) with suggested vendors to include corresponding technical data.
6.1.1.1.7 Design Drawings in 11”x17” format folded into binder to include design details for installation and upgrades and for weather tightness protection. Design drawings shall be loaded onto the contractor’s ftp site in Auto Cad 2015 format.
6.1.2 Work Plan Reviews: To be mailed to 482 MSG/CE/CEC via overnight express. Work
Plan Review submittals shall be as follows:
6.1.2.1 Preliminary Submittal: Provide recommendation for proposed work plan along with detailed discussion of all options studied – 3 copies. Include all supporting calculations, information, details, sketches and shop drawings. Meet with Contracting administrator and CE project manager to confirm scope of work. Any changes, limits or decisions must be approved at this point. Any need for changes to the Statement of
Work (SOW) must be identified at this point.
6.1.2.2 Final Submittal: Provide finalized calculations, information, details, sketches and shop drawings necessary to provide complete installation – 3 copies. Final submittal shall incorporate all decisions and revisions made to the preliminary submittal.

6.1.2.3 As-Built Submittal: Drawings – 2 copies, and Complete Work Plan and Installation
Package (3 ring binder as defined under Complete Work Plan and Installation package above) – 1 copy. As-Built deliverables must include drawings (as defined herein.) As-built drawings shall be loaded onto the contractor’s ftp site in Auto Cad 2015 format.
6.2 The Contractor shall perform a Kick-Off meeting to take place no later than 3 days from the NTP. This meeting will include a complete overview of the project and implications and will be presented to the relevant base staff and POCs. The contractor shall prepare and submit the meeting minutes no later than 2 calendar days following the meeting date.
6.3 The Contractor shall conduct monthly progress meetings with Homestead ARS
Leadership. The Contractor shall prepare and submit meeting minutes for all progress meetings. Meeting minutes shall be distributed to POCs and HQ AFCESA no later than 2 calendar days following meeting dates.
6.4 Construction Quality Plan and Health and Safety Plan: The contractor shall prepare and submit these two plans upon receipt of Notice to Proceed. No construction activities shall begin until the Contracting Officer approves these plans.
6.5 Weekly Progress Report: Contractor shall submit a weekly progress report and distribute to POC’s as listed below each Monday of the following week. Report shall include the following:

6.6 Funds and Man-Hour Expenditure Report (FMER): The contractor shall implement and maintain a cost accounting system and prepare a FMER to correlate the status of expensed funds and man-hours against the progress of the work completed and the negotiated budget. The FMER and associated graphics shall detail the current project status and identify funds and man-hours required to complete the assigned tasks. (CDRL C001). FMER shall be submitted to POC’s as listed in the table below on the 15th of each month.

6.10 Period of Performance: The performance period for this statement of work is 90 calendar days. The contractor shall begin work as described in the statement of work upon receipt of notice to proceed. All meetings and progress reports are due in a timely fashion and will begin no later than 30 days after task order award. 7. EXISTING FACILITIES: The existing dimensions and locations of both above ground and below ground facilities shown on the applicable drawings and/or excavation permit are for approximation purposes only. Failure to verify the dimensions and locations before commencing work will be at the Contractor’s risk and shall not relieve the Contractor from accomplishing the work required by the contract at the price awarded by the government.
8. WORKING HOURS: The normal hours of work at HARB are from 0730 to 1630 hours, Monday through Friday, excluding holidays. Access to work sites may be restricted to these hours and days. All other hours shall be considered non-regular time and must be requested in writing to the Contracting Officer 72 hours in advance. Work that requires inspection during accomplishment or that prevents inspection of previous work after accomplishment during normal hours must be coordinated in advance with the Contracting Officer and associated additional costs deducted from the final payment of the contract amount.
9. NOTIFICATION RESPONSIBILITIES: The Contractor shall notify the contracting officer, via phone or E-mail, a minimum of 24 hours in advance of: (1) initially starting work or starting work after a multi-workday pause, (2) ceasing work for a multi-workday pause, and (3) deliveries of major materials or equipment.
10. CONTINUED USE OF FACILITES: Surrounding buildings and utilities will continue in use during this contract. Work and work areas shall be scheduled at least 24 hours in advance of anticipated time of accomplishments. Work shall be performed in a manner to create minimum disturbance and inconvenience to personnel. Contractor’s personnel will be limited to work areas.
11. CONTRACTOR CERTIFICATIONS: Contractor personnel will posses any certifications required by federal, state and local regulations to perform the work. Copies of these certifications may be required at the discretion of the Contracting Officer.
12. SITE SUPERVISOR: The job foreman or site superintendent shall be on the payroll of the contractor; shall be on site daily for a 60-80 percent of sub-contractor work; and shall be conversant in English.
13. CONTRACTOR STORAGE: An on-site open and/or closed storage area for Contractor project material may be designated and set-aside by the Contracting Officer. Additional storage areas will not be provided, unless approved by the Contracting Officer. Security of the storage area and project materials shall be the responsibility of the Contractor. The
Contractor shall keep the storage area neat, orderly and clear of all debris. The Contractor shall not allow trash or other debris to be scattered from his area by wind or other means.
Any open area provided to the Contractor must be surrounded by a chain link fence / orange safety fence / other and must be maintained in a serviceable condition at all times. All storage areas will be kept clear of weeds and trash.
14. EXCAVATION PERMITS: The Contractor shall obtain excavation permits (AF Form
103, Base Civil Engineering Work Clearance Request) prior to any excavation. The permit shall be obtained from the Engineering Flight, 482 MSG/CEC, Bldg 232. Permit request

The excavation permit shall be created and processed in accordance with AFR 85-2. Should any one of the coordination points indicate an additional underground utility or structure over and above those shown on the contract drawing either by sketch on the permit’s drawing or by field pointing or by flagging, the Contractor shall be responsible for protection of each of the items indicated. Should damage occur to any of the items indicated by the Contractor, contract drawings or coordinating agency to the permit, the Contractor shall be responsible for prompt repair of the damage to return the item to its original workable condition. It is required that the operator of excavation equipment have the permit (or copy) in procession while excavating. The Contractor is responsible for initiating the permit renewal process, if required, or within 30 days.
15. OPEN FLAME, WELDING PERMITS: The Contractor must receive a permit for any welding or other open flame work to be done on base from the base Fire Department before such work is performed.
16. CRANE PERMITS: The Contractor shall obtain crane permits prior to construction. The permit shall be obtained from the Federal Aviation Administration.
17. CONFINE SPACE PERMITS: The contractor shall obtain a confine space permit from safety department prior to work inside of the manholes. The permit shall be maintained on the job site at all times during the work.
18. UTILITIES SERVICE: The Contractor may access available utilities (electricity and water) at the construction site. It shall be the responsibility of the Contractor to coordinate with local utility companies for the hook-up of utilities. Any utility hook-up costs shall be at the
Contractor’s expense. The Contractor will be responsible for providing a gas and electrical meter to be connected to the base systems, for the purpose of reimbursing the government for the quantities consumed at the office and shop buildings. No utilities will be provided by the government at any contractor open storage area. All taps from fire hydrants shall make use of approved backflow prevention devices according to risk as described in UFC 3-230-02
Paragraph 10.4.
19. ELECTRICAL SERVICE AND COMMUNICATIONS FACILITIES: The Contractor will not disturb electrical and/or communications facilities and wiring. Where such facilities require removal for accomplishment of the task, the Contractor shall notify the Contracting
Officer at least seven calendar days in advance of the requirement, for the accomplishment of such removals by the Government. The Contractor shall allow the telephone company and communication personnel access to the systems required. If damage by construction activities occurs, the Contractor shall restore service within 24-hours with no cost to the government.

21. SALVAGEABLE MATERIALS: All materials not reused in the project according to the applicable drawings or as specified herein, will be designated as either salvageable or unsalvageable by the Contracting Officer.
21.1. Salvageable materials shall remain the property of the government and shall be disposed of by the Contractor as directed by the Contracting Officer. Materials to be removed shall be removed without damage to adjacent areas. All damage resulting from removal shall be repaired by the Contractor at no cost to the government with materials of like nature, type, and construction as were damaged or with materials to match existing adjacent areas.
21.2. Unsalvageable materials shall be considered Construction and Demolition Wastes.
22. RECYCLING, CONSTRUCTION & DEMOLITION WASTES: The Contractor shall separate and handle all hazardous wastes according to the Environmental Protection
Statement. All remaining non-hazardous and non-water soluble waste shall be considered construction and demolition (C&D) waste. The Contractor shall contact the base Civil
Engineering Environmental Flight recycling program manager for disposition of potentially recyclable materials. The Contractor will then be responsible for providing recycling containers and contacting the recommended agencies for pickup or delivery. The Contractor will provide the Environmental Flight with receipts showing the disposition of recyclables to include weights, dates received and signatures of the accepting organization.
22.1. Recyclables: Recyclables include all materials classified as "construction and demolition debris" by Florida Administrative Code 62-701.200 (27): “Construction and
Demolition Debris” means discarded materials generally considered to be not water soluble and non-hazardous in nature, including but not limited to steel, glass, brick, concrete, asphalt material, pipe, gypsum wallboard, and lumber, from the construction or destruction of a structure as part of a construction or demolition project or from the renovation of a structure, including such debris from construction of structures at a site remote from the construction or demolition project site. 1997, except as provided in Section 403.707(13)(j), F.S., unpainted, non-treated wood scraps from facilities manufacturing materials used for construction of structures or their components and unpainted, non-treated wood pallets provided the wood scraps and pallets are separated from other solid waste where generated and the generator of such wood scraps or pallets implements reasonable practices of the generating industry to minimize the commingling of wood scraps or pallets with other solid waste; and de minimis amounts of other nonhazardous wastes that are generated at construction or demolition projects, provided such amounts are consistent with best management practices of the construction and demolition industries. Mixing of construction and demolition debris with other types of solid waste will cause it to be classified as other than construction and demolition debris.
22.2. Non-recyclables: In the event that the waste cannot be recycled, the waste becomes the property of the Contractor and may be disposed in accordance with all applicable state, federal and local statutes, regulations, and executive orders in effect at the time of disposal.
23. SUBMITTALS: Required submittals are itemized on AF Form 66, Schedule of Material
Submittals, and are to be submitted on AF Form 3000, Material Approval Submittal. Any proposed deviation to these specifications will require submittal to the Contracting Officer.
Each submittal shall include information, as described in the technical specifications or as shown on the drawings. Once an item of material or equipment has been approved, the
Contractor will not be required to re-submit with the following exception: If, at any time during the duration of this contract, the Contractor desires to change materials from those originally approved, his new materials shall be resubmitted to and approved by the
Contracting Officer prior to incorporation into the project.

ENVIRONMENTAL PROTECTION SPECIFICATION
1. GENERAL: The work covered by this section consists of furnishing all labor, materials and equipment and performing all work required for the prevention of environmental pollution during and as the result of construction operations under this contract except for those measures set forth in other technical provisions or specifications of this contract. For the purpose of this statement, environmental pollution is defined as the presence of chemical, physical, radiological or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balance of importance to human life; affect other species of importance to man; or degrade the utility of the environment for aesthetic and recreational purposes. The control of environmental pollution requires consideration of air, water and land, and involves noise, solid waste management and management of radiant energy and radioactive materials, as well as pollutants or hazardous materials.
In order to prevent and to provide for abatement and control of any environmental pollution arising from the activities of the Contractor and any subcontractors in the performance of this contract, they shall comply with the applicable local, state and federal laws, regulations and standards concerning environmental pollution control and abatement, in effect on the date of issue of the invitation for bids. The Contractor shall be responsible for payment of any fines and penalties levied against Homestead ARB, as the result of regulatory enforcement actions that are attributable to the actions of the Contractor and any subcontractors.
The Contractor shall ensure all employees and subcontractors are aware of the installation
Environmental Management System by complying with this Environmental Protection
Specification. The installation Environmental Management System (EMS) policy statement is available upon request from the Contracting Officer.
2. GREEN (AFFIRMATIVE) PROCUREMENT: In order to comply with the green procurement requirements of Section 6007 of the Resource Conservation and Recovery Act
(RCRA), 2002 Farm Bill, and Executive Order 13423 (GPP), the Contractor shall use recycled and recovered materials and products identified in the USEPA's Comprehensive
Procurement Guidelines (CPG) and biobased products listed on the USDA Bio Preferred website, See http://www.biobased.oce.usda.gov/fb4p/. The Government requires the use of the following recycled/recovered materials/products as cited by item(s)/specification section(s)/recycled content(s) and biobased content:

Protection--Rev 3 - 22Aug2018 (005).doc Page 17 of 24 in the latest EPA’s Comprehensive Procurement Guidelines (CPG) available at www.epa.gov/cpg. Recycled materials in the CPG shall be used to meet the minimum content standards identified in the current Recovered Material Advisory Notices (RMANs).
Other materials to include biobased and products not listed, but commonly used in industry outside of the government, shall also be considered. Material and product submittals for all recycled content items shall list the recycled and recovered materials used and the percentage content listed. The above materials and products have been reviewed by Government personnel, determined to meet the requirements of the technical specifications, are available in the local market and are not cost prohibitive.
3. PROTECTION OF LAND (SOIL) RESOURCES AND SITE RESTORATION: It is intended that land resources be preserved in its present condition or be restored to the original condition which existed at the commencement of work.
3.1. The Contractor shall confine his work activities to areas defined by the specifications and/or drawings and to areas authorized by the Contracting Officer for other operations needed for the Contractor’s performance.
3.2. Any trees, vegetation, or other landscape feature scarred or damaged by the Contractor’s equipment or operations shall be restored to its original condition at the Contractor’s expense. The Contracting Officer, in consultation with the Environmental Flight, shall approve what manner of restoration shall be used, and whether damaged trees shall be treated and healed or removed and disposed of under requirements for clearing and grubbing.
3.3. The Contractor shall obliterate all signs of temporary construction facilities such as haul roads, work areas, structures, foundations of temporary structures, stockpiles of excess waste, excavated or fill materials, construction debris or any other vestiges of construction resulting from this contract as directed by the Contracting Officer in consultation with the Environmental Flight.
4. PROTECTION OF WATER RESOURCES: The Contractor shall not pollute any waters of the United States (as defined in the Federal Water Pollution Control Act 33 U.S.C. 1251) with fuels, oils, bitumens, calcium chloride, painting materials, acids or other materials deemed hazardous per local, state and/or federal regulations. The Contractor shall implement
Best Management Practices (BMPs) for any activity that disturbs or breaks the topsoil in order to control storm water runoff and erosion during construction, and shall stabilize the site after construction.
4.1. Erosion and Sedimentation Control Plan and Storm Water Pollution Prevention Plan
(hereafter “the Plan”): All measures, techniques and BMPs that the Contractor intends to use to protect water resources and control storm water runoff and erosion shall be set forth in the Plan and submitted for approval before groundbreaking activities begin. If required, the Plan shall also be submitted to the South Florida Water Management
District for State approval. The Plan shall contain the following information.

4.3. Source Control, Housekeeping Requirements and Sanitary Sewers: The Contractor must establish control areas for construction activities that have a potential to introduce pollutants and contaminants into storm water runoff and sanitary sewer systems. If necessary, combine or co-locate control areas, or, if it is not practical to establish control areas, establish site specific work practices. The following specifics shall be adhered to:
4.3.1. Store pollutants and other construction materials in a location and/or manner to prevent runoff into storm water systems. Volatiles, including paint and solvents, shall require secondary containment storage areas.
4.3.2. Clear construction site daily of trash, including organic debris, packaging materials, scrap, surplus building material and domestic waste.
4.3.3. Store material on pallets and provide a covering or shelter for soluble materials to prevent storm water exposure.
4.3.4. Inspect storage facilities at least weakly and after each major rain event.
4.3.5. Designate temporary areas for concrete truck/mixer washouts in a location away from storm water runoff. Hardened concrete shall be disposed of off-site.
4.3.6. Designate vehicle refueling area in a location away from storm water runoff;
perform vehicle refueling within a secondary containment area where practical.
4.3.7. On-site maintenance of construction equipment shall be limited to emergencies and small-scale routine procedures, and shall be conducted away from storm water runoff Major maintenance operations shall be performed off-site.
4.3.8. Clean equipment prior to leaving the construction area.
4.3.9. Wash waters and wastes shall be processed, filtered, ponded and/or effectively treated in a manner approved by the Environmental Flight prior to its release into any body of water or the sanitary sewer system.
