Scope of Work Refurbish PIT ATCT

Pittsburgh ATCT Pittsburgh International Airport

1.1 Statement of Work:

Provide all labor, tools, equipment, materials, and supervision required to refurbish the base building and CAB areas at the Pittsburgh Air Traffic Control Tower (PIT ATCT) located at the Pittsburgh International Airport in Coraopolis, Pennsylvania.

1.2 Refurbish Areas:

The Contractor shall provide all materials, labor, tools, equipment, and supervision necessary to perform the following:

• Facility operations might require that the work be performed outside normal hours particularly in the CAB and TRACON areas.

• All electrical work shall be performed in accordance with the National Electric Code (NEC). FAA-C-1217, Electrical Work, Interior, FAA-STD-019f, Lightning and Surge Protection, Grounding, Bonding and Shielding Requirements for Facilities and Electronic Equipment and local codes.

• Remove and replace the existing carpet tile in the CAB and TRACON areas with ESD carpet tile and accessories in accordance with the manufacturer’s specifications, CR1 104 and with FAA-STD-019f. The work will include but will not be limited to the following:

Middlesex Avenue, Wilmington, MA 01887 Series: StaticSmartTM Copper foil strips supplied with the carpet tile shall be connected to the multipoint plate at four locations. Manufacture supplied copper grounding strips shall be exothermically welded (using a low emission welding process such as Cadweld Exolon) to a stranded #2 AWG color-coded green with an orange tracer copper wire.

Final installation shall be tested in accordance with the manufacturer’s specifications and with FAA-STD-019f.

Color to be selected by the SSC.

• Replace existing 2 x 2 and 2 x 4 fluorescent light fixtures with GFM LED light fixtures in the first and second floor areas of the base building.

Properly dispose of removed fixtures. 40 2 x 2 and 130 2 x 4 fixtures must be replaced.

• Purchase and deliver to site 17 boxes (8 tiles/box) of Armstrong® ceiling tile 24” x 48” mineral fiber. Fine Fissured, Mfr. Model 922.

The contractor shall restore any areas damaged or modified during installation.

1.3 Restrictions and Security Concerns:

The Contractor is advised that the tower is part of a secured facility and all personnel, possessions, equipment, materials, vehicles, etc. are subject to inspection at the discretion of security personnel while on the premises. All Contractor personnel shall maintain on their person, at all times while on the grounds, current photo identification. Contractor personnel shall be prepared to relinquish their identification for review by security at any time while on the grounds.

The Contractor shall provide the FAA Site Representative with a list of the personnel requiring access to the site. This list shall include the employee's full name, social security number, and the date of birth. It will be necessary to coordinate all activities with the FAA Site Representative to minimize interference with site operations.

1.4 Special Contractor Requirements:

The following is a list of special requirements the Contractor will need to be aware of:

Pre-Construction Meeting - The Contracting Officer will arrange a conference at a location mutually agreeable to the FAA Representative and Contractor after the contract has been awarded. It will be mandatory that key Contractor personnel or their representatives attend.

Site Visit - It is strongly recommended that the Contractor make a site visit prior to submitting a quote. Arrangements for a site visit shall be made through the facility point of contact. For access to PIT ATCT facility contact Mr. Kevin Weinheimer or Mr. Steve Ham (PIT SSC Managers) at (412) 269-9238. The contractor is required to give 48-hour notification for scheduling the site visit to the PIT ATCT facility.

Work Schedule - Normal work hours will be from 8 am to 4:30 pm, Monday through Friday. All work outside of the normal time frame will be coordinated with the FAA Representative. The contractor shall give a minimum of 48 hours notice prior to commencing with work outside of normal work hours.

1.5 Final Inspection:

After completion of all contracted work, a final inspection will be held with the SSC Manager and the FAA Site Representative. The inspection shall be conducted in such a manner as to provide a detailed review of all work performed, to ascertain that all contracted work is completed in accordance with the Scope of Work, disturbed areas restored, and installation areas cleared and left in satisfactory condition.

1.6 Regulatory Compliance:

All work shall be performed in accordance with Federal, state, and local regulatory requirements. In cases where regulations and/or contract documents are conflicting or discrepancies occur, the more stringent requirement shall be followed and enforced.

1.7 Responsibility for Damages:

The FAA seeks to avoid any activities by the Contractor that may lead to damage of government property. The Contractor is therefore advised to take all necessary precautions to avoid potentially damaging activities. The Contractor is advised to place special emphasis on avoiding unnecessary contact including jarring, touching, placing tools on, etc. any equipment. In addition, all devices, electrical plugs, equipment, etc. must be safely maintained as damage could reduce the effectiveness of existing air traffic control activities. Any such damage resulting from neglect or unreasonable actions by the Contractor's personnel shall be repaired or replaced by the Contractor at no additional cost to the government. If the Contractor fails or refuses to make such repairs or replacements, the Contractor shall be liable for the cost, which may be deducted from the contract price. A comparison of the initial inspection and final inspection reports and acceptance of each area by the FAA Site Representative shall be the basis for assessment of any damages, if any.
