Scope of Work Modernize Lobby Area

Pittsburgh ATCT Pittsburgh International Airport

1.1 Statement of Work:

Provide all labor, tools, equipment, materials, and supervision required to modernize the lobby area at the Pittsburgh Air Traffic Control Tower (PIT ATCT) located at the Pittsburgh International Airport in Coraopolis, Pennsylvania.

1.2 Modernize Lobby Area:

The Contractor shall provide all materials, labor, tools, equipment, and supervision necessary to perform the following:

• Remove and replace the existing interior and exterior double storefront doors including doors, frames, thresholds, door hardware, and appurtenances. Replacement doors must be standard type steel doors and frames conforming to industry standards with doors of SDI Grade III, Extra Heavy Duty Seamless Model 2 or 3. Doors shall be 1 3/4 inches thick unless otherwise indicated.

Each Door to Have: (Alum. and Glass Doors.)

Doors: 101 & 102

Door Pull 1191-3 613 TRM 1 ea. OH Conc. Closer By door manufacturer 1 ea. Threshold 253 x 3 DFG x MSA DKB PEM 1 set Weather Seals By door manufacturer Reuse existing security and access devices.

• Remove existing masonry block footer and install a reinforced concrete footer under the exterior door threshold and replace first sidewalk section.

Footer must be 3’ 0” deep and as wide as the existing footer using 3500 psi minimum concrete. Sidewalk must 4” thick reinforced concrete.

• All electrical work shall be performed in accordance with the National

Electric Code (NEC). FAA-C-1217, Electrical Work, Interior, FAA-STD-019f, Lightning and Surge Protection, Grounding, Bonding and Shielding Requirements for Facilities and Electronic Equipment and local codes.

• Furnish and install a 150 amp breaker panel in the wall of room 135a.

Power to be supplied from panel ILA in boiler room. All circuit breakers must be the quick-make, quick-break bolt on, thermal magnetic type, must confirm to Federal Specification W-C-375 and be U.L. listed.

• Furnish and install 20-amp commercial outlets in the offices and reception areas. Expand existing single box to a double box, when able and provide power from the new panel box with one circuit for each room. Each drop must have 2 duplex receptacles. Provide the following:

3 drops in reception area room 102 4 drops in lobby area (New) 3 drops in each hallway (New) 2 drops in room 103 2 drops in room 104 1 drops in small conference room 105 2 drops in room 106 4 drops in large conference room 109 2 drops in room 113 3 drops in room 112 2 drops in room 131 1 drop in room 135a

• Install a switch to control the light in room 135a separately from room 122

• Furnish and install a 240 volt electric flush wall mounted commercial heater in the new partition half wall minimum 2500 watt. The unit should be controlled by a thermostat.

• Remove and replace the existing wall finish the northwest wall of room 112.

Replace acoustic finish with gypsum board and install soundproofing insulation.

• Install a stud partition half wall 42” high by 5’–0” long with a stained board top and a leg run up above the suspended ceiling to run the power feed to the electric heater.

• Relocate existing door frame between room 122 and 135a. Relocate frame to open to the corridor where it was originally located. Fill in open space with studs and gypsum board. Provide and install an interior door with Best lockset to match existing interior doors.

• Furnish and install new carpet tiles for offices, conference rooms, reception area and hallways. Remove and properly dispose of existing carpet tile.

• Furnish and install new cove base for all carpeted areas. Remove and properly dispose of existing cove base.

• Prepare and paint walls of reception area, rooms 103, 104, 105, 109, 112, 122, and 135a and corridors 107, 119, and 114. Paint walls and trim with a primer coat and two finish coats. Gloss to be semi-gloss for the walls and semi-gloss for the trim. Colors to be selected by the SSC.

• The following furniture must be furnished and installed in the reception area

– laminate finish, edge style, pulls, and finishes to be selected by the SSC:

The contractor shall restore any areas damaged or modified during installation.

1.3 Restrictions and Security Concerns:

The Contractor is advised that the tower is part of a secured facility and all personnel, possessions, equipment, materials, vehicles, etc. are subject to inspection at the discretion of security personnel while on the premises. All Contractor personnel shall maintain on their person, at all times while on the grounds, current photo identification. Contractor personnel shall be prepared to relinquish their identification for review by security at any time while on the grounds.

The Contractor shall provide the FAA Site Representative with a list of the personnel requiring access to the site. This list shall include the employee's full name, social security number, and the date of birth. It will be necessary to coordinate all activities with the FAA Site Representative to minimize interference with site operations.

1.4 Special Contractor Requirements:

The following is a list of special requirements the Contractor will need to be aware of:

Pre-Construction Meeting - The Contracting Officer will arrange a conference at a location mutually agreeable to the FAA Representative and Contractor after the contract has been awarded. It will be mandatory that key Contractor personnel or their representatives attend.

Site Visit - It is strongly recommended that the Contractor make a site visit prior to submitting a quote. Arrangements for a site visit shall be made through the facility point of contact. For access to PIT ATCT facility contact Mr. Kevin Weinheimer or Mr. Steve Ham (PIT SSC Managers) at (412) 269-9236, ext 227 or ext 246. The contractor is required to give 48-hour notification for scheduling the site visit to the PIT ATCT facility.

Work Schedule - Normal work hours will be from 8 am to 4:30 pm, Monday through Friday. All work outside of the normal time frame will be coordinated with the FAA Representative. The contractor shall give a minimum of 48 hours notice prior to commencing with work outside of normal work hours.

1.5 Final Inspection:

After completion of all contracted work, a final inspection will be held with the SSC Manager and the FAA Site Representative. The inspection shall be conducted in such a manner as to provide a detailed review of all work performed, to ascertain that all contracted work is completed in accordance with the Scope of Work, disturbed areas restored, and installation areas cleared and left in satisfactory condition.

1.6 Regulatory Compliance:

All work shall be performed in accordance with Federal, state, and local regulatory requirements. In cases where regulations and/or contract documents are conflicting or discrepancies occur, the more stringent requirement shall be followed and enforced.

1.7 Responsibility for Damages:

The FAA seeks to avoid any activities by the Contractor that may lead to damage of government property. The Contractor is therefore advised to take all necessary precautions to avoid potentially damaging activities. The Contractor is advised to place special emphasis on avoiding unnecessary contact including jarring, touching, placing tools on, etc. any equipment. In addition, all devices, electrical plugs, equipment, etc. must be safely maintained as damage could reduce the effectiveness of existing air traffic control activities. Any such damage resulting from neglect or unreasonable actions by the Contractor's personnel shall be repaired or replaced by the Contractor at no additional cost to the government. If the Contractor fails or refuses to make such repairs or replacements, the Contractor shall be liable for the cost, which may be deducted from the contract price. A comparison of the initial inspection and final inspection reports and acceptance of each area by the FAA Site Representative shall be the basis for assessment of any damages, if any.
