Subj : Sole Source Justification for WAMIT Software License Upgrade

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY

REQUIREMENTS

NSWCCD Code 86 requests the purchase of WAMIT software site license V6.4 to V7.2 upgrade.

NSWCCD has used WAMIT for over 10 years in the design and development of maneuvering and control simulation software for Navy submarines. The software license upgrade must be purchased to meet project schedule by July 31, 2021.

MANUFACTURER: WAMIT, Inc.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR’S UNIQUE

QUALIFICATIONS OR NATURE OF THE ACQUISITION

NSWCCD currently has a license for version 6.4/6.1S of WAMIT and needs to upgrade that license to the current version: 7.2/6.4S. The tool is being used to develop inputs for the seaway force models in the submarine maneuvering and control simulation (MCSIM). WAMIT has the unique ability to compute the full matrix of quadratic transfer functions, required to properly compute the steady and low frequency suction forces that a submarine experiences when operating near the surface under a seaway. WAMIT Version 7 has additional extensions and updates from Version 6.4. The computations can be performed using parallel processing on PC's with multiple processors (CPU's), and the increased memory size of contemporary PC's can be exploited to achieve substantially faster run times for large complex applications. There are other similar software packages available commercially such as AQWA, MOSES and FD-Waveload, but WAMIT is the only software that solves the second order potential, which is required to compute the quadratic transfer function (QTF) to predict the vertical suction force on a submarine operating near the surface in a sea state. The other tools are designed to predict loads on offshore structures such as oil platforms and do not have the same capabilities as WAMIT for predicting forces on a neutrally buoyant submarine operating near the surface in waves. WAMIT is required for SSN(X), Columbia, and Virginia class submarine maneuvering RDT&E programs.

Only WAMIT, Inc. can provide the software license upgrade and maintenance due to proprietary rights.

3. MARKET SURVEY

A search for other similar software packages with the necessary features was done in technical literature, by web search, and in consultation with engineers in Code 86. There are other similar software packages available commercially such as AQWA, MOSES and FD-Waveload. These software packages don’t have the same functionality and capability as WAMIT and can’t be utilized to meet the program requirements.
