About this file
This is a Sole Source Justification memo for a contract under the Simplified Acquisition Threshold (SAT) to procure time histories for personnel injury assessments from the University of Virginia's Center for Applied Biomechanics (UVA CAB).
The Naval Surface Warfare Center Carderock Division (NSWCCD) requires computational human body model personnel injury assessment and white papers for the COLUMBIA and VIRGINIA Block V submarines, with deliverables spanning FY25-26. UVA CAB is being sole-sourced as they are the world's largest university-based injury biomechanics laboratory and have relevant experience with other defense agencies like NAVAIR and ARL. The justification cites that using another vendor would result in substantial cost duplication and delays due to model rebuilding. The requirement includes development of occupant kinematics from deck motion, blunt impact injury risk assessment, and determination of deck-time history for 10% injury risk. Interested parties must submit capability statements by February 10, 2025 at 4:00 PM to michael.j.bonaiuto.civ@us.navy.mil. The NAICS code is 541330 with a $25 million size standard, and the contract will be awarded as a firm-fixed-price purchase order using simplified acquisition procedures.

MEMORANDUM FOR FILE
FROM:
CODE:
TO:
SUBJECT: Sole Source/Brand Name Justification / Limited Source Justification for Use of Other than Full & Open Competition for an Acquisition under the Simplified Acquisition Threshold (SAT)
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. FAR 8.405-6(b)(1) states Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
3. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
4. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.
II. DESCRIPTION OF ITEM OR SERVICE (include manufacture/sole source name and address)
The University of Virginia’s Center for Applied Biomechanics (UVA CAB) is “…the largest university-based injury biomechanics laboratory in the world, the center specializes in impact biomechanics for injury prevention.” UVA CAB has worked with other defense agencies, such as Naval Air Systems Command (NAVAIR) and the Army Research Laboratory (ARL), in order to increase survivability. The information produced by the UVA CAB will used to write both the COLUMBIA (CLB) and VIRGINIA (VA) Block V Personnel Injury Assessment.
FY25: The estimated value of this requirement is $ , which includes a white paper that discusses the following:
· Define the Range of Occupant Kinematics from Prescribed Deck Motion
· Define the Risk of Blunt Impact Injury from Predicted Occupant Kinematics
· Determine a characteristic deck-time history that results in a 10% risk of any injury FY26: The estimated value of this requirement is $ which includes a white paper that documents the CLB and VA Blk V Personnel Injury Assessment MANUFACTURER: University of Virginia Center for Applied Biomechanics ADDRESS: 4040 Lewis and Clark Drive, Charlottesville, VA 22911 PHONE: 434-297-8035 POC: Robert Salzar

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION
Explain below the market research that was conducted.
☒ B. SOLE SOURCE (select all that apply) ☒ 3. Other Reasons:
· The University of Virginia’s Center for Applied Biomechanics (UVA CAB) will be utilizing the same models that were utilized on previous NSWCCD projects. If another entity takes this project, it will take several months ( ) to rebuild the models and have an understanding of submarines.
· The UVA CAB is the only lab/private business that specializes in impact biomechanics for injury prevention for automobiles.
· The COLUMBIA (CLB) and VIRGINIA Block V (VA Blk V) Personnel Injury Assessments’ main focus will be on impact biomechanics and how to prevent it.
· A number of personnel on both submarine platforms will be seated so the automobile knowledge that UVA CAB has will be directly applicable to what is necessary to complete the CLB and VA Blk V Personnel Injury Assessment.
An award to any company/laboratory other than UVA CAB would result in (a) substantial duplication of costs to the US Navy which would not be recovered through competition, (b) UVA CAB’s previous DoD experience would be pertinent to this effort and another company/laboratory’s experience would not be directly comparable, and (c) unacceptable delays in the completion of material selection efforts in support of the Office of Naval Research (ONR) and other NAVSEA program offices as previously stated.
