SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

From: Code 612, To: Cognizant Code 02 Acquisition Branch

Subj: SOLE SOURCE JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE,

AND DELIVERY REQUIREMENTS

Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 612 Fire Protection Group (FPG), requires fire protection engineering analysis to assesses the efficacy of installing fire insulation and intumescent coating on the SSBN Missile Tube. Code 612 is leading a major effort in research and testing of candidate materials for the SSBN Missile Tube Passive Fire Protection project. Code 612’s project include application/installation studies; fire performance, adhesion, fire resistance characterization, and selection of candidate materials; Submarine Atmosphere Control Material (SACM) approval of intumescent coating or blanket insulation;

and large scale testing in tube configuration.

NSWCCD intends to solicit this requirement on a sole source basis to Jensen Hughes Inc. (JH), 3610 Commerce Drive, Suite 817, Baltimore MD 21227-1640. The work contemplated with this Justification is a follow-up to a Study of Concepts, Contract N0016719P0126, previously performed by JH.

The period of performance for the required services is expected to be for one (1) year. The total estimated cost of the required services is $

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION

NSWCCD intends to solicit this requirement on a sole source basis under the authority of FAR 13.106-1(b)(1)(i), which states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

JH is uniquely qualified to provide the fire protection engineering analysis sought by the Government. The requirement described in this Justification involves follow-on work associated with a recent Study of Concepts that JH completed for NSWCCD. Under N0016719P0126, JH explored and analyzed missile tube passive fire protection. As a result of the study of concepts, JH issued a report, JH Project No. 1GGB00032.000, which considered the change in risk (without and with sample passive fire protection) associated with the initiation of a thermal event within the missile tube due to heating from a fire within the submarine. In its report, JH recommended that passive fire protection on the missile tubes should be considered/assessed in an attempt to allow additional time. Additionally, JH indicated that the insulation blanket (FireMaster) increased the time for a thermal event by a factor of 15 (on average) or over 20 hours. Moreover, JH advised that the durability of the passive fire protection systems during a fire event required attention.

Because JH performed the initial analysis required for this particular phase of the SSBN Missile Tube Passive Fire Protection project, JH is the only source that can complete the Government’s need in a timely and efficient matter. The work contemplated with this Justification is essentially a continuation of the work JH previously performed under N0016719P0126. Additionally, JH possesses fire safety expertise and specialized knowledge of naval architecture, such as submarine compartmentation and associated fire hazards.

Knowledge with naval architecture is essential because the structural and mechanical design of a submarine is inherently complex with respect to ventilation, heat transfer, and flame propagation. JH possesses prior experience performing fire-modeling analysis for submarine compartments. This type of specialized knowledge is significant in the proper application and installation of intumescent coating and/or blanket insulation for the SSBN missile tube.

Moreover, JH will utilize a heat transfer model in performing the required services. This particular model is proprietary to JH, who has an intellectual property interest in the source code used with the heat transfer model.

Should the Government use a different contractor for the required services, additional time and work would be needed for the new contractor to obtain the level of background knowledge and familiarity with naval construction of submarines needed to perform the requisite fire protection engineering analysis. This entails researching background documents (i.e., JH Project No.

1GGB00032.000 and NSWCCD Technical Reports); interfacing with NSWCCD and JH personnel to digest the prior analysis in the Study of Concepts; and conducting new fire safety protection research. Based on the length of JH’s prior Study of Concepts, this additional work would increase the duration of the Government’s current need by at least 6 months..

Therefore, in accordance with FAR 13.106-1(b)(1)(i), the Contracting Officer has determined that the circumstances of the contract action deem only JH as the only source available for the requisite fire protection engineering analysis services.

3. MARKET SURVEY

The Government performed an informal internet search of available fire protection services in the Baltimore-Washington metro area in proximity to NSWCCD and the Washington Navy Yard (WNY).

The results of the Government’s market research identified multiple companies capable of providing consulting services related to fire protection systems and design guidance. However, JH was the only company that provided fire protection engineering analysis of the SSBN.
