4. Identification of the Justification Rationale Unique Qualifications to provide the required supply or service.

The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in FAR 8.405-1 (Ordering procedures for supplies and services not requiring a statement of work) or 8.405-2 (Ordering procedures for services requiring a statement of work) is 41 U.S.C. 251 et seq., as implemented by FAR 8.405-6.

The proposed requirement is to acquire term licenses and maintenance for Quest Software TOAD for Oracle and TOAD for SQL Server.

The justification for limiting sources is FAR 8.405-6(b)(1) The item is peculiar to one manufacturer.

Q&E INTERSOLVE and Oracle SQL builder was the software solution that provided NAVSUP analysts a point and click query builder efficient for building SQL reports and updates for Oracle databases. The requirement for TOAD replaced functions/compatibilities lost from not having Q&E INTERSOLVE and SQL builder in NMCI. In 2004, it was decided to standardize the use of TOAD client/desktop software on the NMCI workstations due to NMCI transition. In 2016, TOAD was a Dell product, it is now an Oracle product. Although Oracle SQL Developer is comparable product to TOAD for Oracle, it is does not offer the following unique and distinguishing features of TOAD:

-Code Analysis lets the development team choose rules and alter rule characteristics based on their project requirements. The Edit Code Analysis Rules enable the rules characteristics to be modified, stored, and then saved to each team member.

-For developers who are in the maintenance cycle, TOAD has the ability to document what a program does. It will show the objects involved and the date touched by each execution of the program.

- on of their code and the objects to which it relates. This ensures that developers that developers understand the potential impact of changes to code or objects that could break the application.

-With is functional depth, workflow and tack automation, many tasks such as data exports, reports, schema comparisons, and code reviews can be performed over again, minimizing errors. In addition, TOAD can automate tedious tasks, such a writing the same SQL over and over again.

-TOAD offers a variety of collaboration tools: For example, the Project Manager utility allows organization of databases, connections, database objects, scripts and data models, all in a single interface. This makes it extremely easy for a team lead to prepare new developers with everything they need.

-For data programmers, an essential TOAD window is the Editor, where they can build and edit code. The Editor provides time-saving features and functions in a seamless manner that is not available in any other product.

TOAD software is used as a standardized enterprise management solution that provides a graphical user interface (GUI) to Oracle (simplifies database administration tasks), core development, editing, debugging, SQL tuning, Database Administration (DBA), development project management features, cross-platform query and data integration tool that simplifies data access, analysis, and provisioning for data management professionals.

TOAD is widely used through-out the NAVSUP claimancy operating and supporting a large range of NAVSUP Information Technology (IT) mission essential Oracle database related systems/applications to include: Electronic Retrograde Management System (eRMS), Ordinance Information System (OIS), One Touch Supply (OTS), Navy Data Platform (NDP), Commercial Asset Visibility Organic Repairables Module (CAV-ORM), Commercial Asset Visibility II (CAV II), Navy Enterprise Resource Planning (N-ERP), and Re-engineered Maritime Allowance Development (ReMAD).

Using any other product other than TOAD would impact the development and program change fleet. Quest Software is the Original Equipment Manager (OEM) and source for TOAD, upgrades, and tech support for problems resolution that is required for continued support of NAVSUP systems/applications.

5. Determination of the Best Value.

GSA has determined the prices of supplies of the schedule contracts to be fair and reasonable for the purpose of establishing the schedule contract. Per FAR 8.404(d) DEVIATION, G determination does not relieve the ordering activity contracting officer from the responsibility of making a determination of fair and reasonable pricing for individual orders. Therefore, ordering activities are responsible to make a separate determination of fair and reasonable pricing for individual orders, BPAs, and orders under BPAs. The Contracting Officer will determine, using the procedures in FAR 15.404-1, that the prices are fair and reasonable and will document such determination with a level of detail commensurate with the complexity and circumstances of each order. By placing an order against a schedule contract, the ordering activity contracting officer concludes that the order represents the best value to the Government.

6. Description of market research among schedule holders and the results or a statement of the reason market research was not conducted.

Market research was conducted in accordance with FAR Part 10. As Quest Software markets its software and maintenance through GSA resellers and DoD ESI BPA holder(s), a market survey was conducted of GSA Advantage and DoD Enterprise Software Initiative (ESI) website. DLT Solutions is the sole DoD ESI BPA holder for Quest software and maintenance. DoD ESI BPAs established against GSA Schedules provide enhanced terms conditions, and prices to DOD end-users. DFARS 208.7402 requires agencies to fulfill requirements for commercial software and software maintenance in accordance with the DoD ESI. Therefore, the DoD ESI BPA held by DLT Solutions must be used for this acquisition.

7. Any other facts supporting the justification.

This procurement uses a GSA Schedule and will be solicited and awarded in accordance with FAR Subpart 8.4.

8. Actions the Agency may take to remove or overcome barriers to competition.

refresh cycle runs approximately five to seven years. The Government will continue to conduct market research to see if another product would be cost effective and implementable without degradation of mission capabilities. The next tech refresh cycle will provide NAVSUP BSC with the opportunity to evaluate, assess, and consider alternative software brands and products for implementation throughout the enterprise.
