Antiterrorism/Force Protection (ATFP), Enterprise Computing Environment Division (ECED) and Date Science Division (DSD) requires classified processing areas that are within TEMPEST and CCRI standards. Controlled Access Areas (CAA) are the preferred cost effective method for the protection of classified over Protected Distributions Systems (PDS). CNSSI 7003, requires CAA be considered over PDS to minimize costs, which include installation of PDS, lock requirements and man-hours for daily PDS inspections. Additionally, the Integrated Commercial Intrusion Detection System (ICIDS) required for a CAA reduces the threat level, risk of data loss, cost and operational impact of maintaining the security required with a PDS system. Installation of an ICIDS-IV will enable the ATFP/DSD/ECED to use SPON vice PDS which allows staff elements to grow as need to meet mission requirements. Installation of the ICIDS system during the remodel would result in minimal impact and cost savings by removing http://www.betasam.gov/

Version – February 2017 requirements for reinstallation of a new PDS system which must be reconfigured to current standards. ECED and DSD mission is currently being hindered due to lack of SIPRNET access, this will both staff sections to meet 100% mission requirements.
4. Authority: This acquisition is conducted under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1) “For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.”
5. Reasons for Authority Cited:
a. The Integrated Commercial Intrusion Detection System (ICIDS-IV) system is the only DoD approved system authorized which must be installed by DAQ certified vendors.
b. ECED and DSD mission will be unable to achieve 100% of their mission. ATFP will continue to be a security risk to the Command and fail NETCOM and NEC Fort Huachuca during CCRI inspections by DISA. This is the cost effective method to achieve the security requirements to allow the staffs to achieve 100% mission capability.
