About this file
This is a Justification Review Document for non-competitive procurement seeking approval to award Mycronic Inc. repair services and manufactured parts for equipment maintained at the Army Research Laboratory (ARL).
The U.S. Army Contracting Command–Aberdeen Proving Ground (ACC-APG), Adelphi Contracting Division is requesting approval to award a new Firm-Fixed-Price (FFP) noncompetitive Indefinite Delivery Indefinite Quantity (IDIQ) contract to Mycronic Inc. (CAGE Code: 4L9X4; located at 554 Clark Road, Tewksbury, MA 01876-1631) for repair services and manufactured parts supporting Government-owned Mycronic/Mydata systems at ARL. The contract covers a five-year ordering period from September 25, 2026 to September 24, 2031, with an estimated contract ceiling value that is redacted. The justification cites Title 10 U.S.C. §3204(a)(1) as implemented in FAR 6.103-1(b), establishing that Mycronic Inc. is the only responsible source capable of satisfying agency requirements. The requirement encompasses routine maintenance and diagnostic troubleshooting, rapid repair services, on-site/factory rebuilds, replacement parts, equipment modifications, capability upgrades, and expendable components. The document details that Mycronic Inc., as the Original Equipment Manufacturer (OEM), exclusively controls proprietary designs, engineering drawings, source code, and software algorithms essential to system operation. Market research conducted between January 5, 2026 and March 26, 2026 identified other potential manufacturers (Manncorp Inc., Advanced Circuits, ASM Assembly Systems, Beijing vendors) but confirmed none are compatible with ARL's existing equipment. The contracting officer, Ariel M. Amey, has certified and approved this sole-source procurement.

7. Actions to Increase Competition: The requiring activity will continue to monitor the electronic assembly market to identify new vendors or technologies that may provide future competition. This includes ongoing web searches and discussions within the industry and Government communities. Should a viable alternative emerge that can meet the Government’s requirements for compatibility and certified performance, the Government will seek to procure such requirements competitively in the future.
8. Market Research: Market research was conducted between 05 January 2026 and 26 March 2026 by the Technical Point of Contact (TPOC), with over 25 years of relevant experience. Market research efforts included internet research, direct inquiries subject matter experts (SMEs) within Government and the electronic assembly industry, and reviews of similar efforts and procurements.
The TPOC conducted internet research that identified other potential manufacturers, such as Manncorp Inc, Advanced Circuits, Beijing Chengliankaida Technology Co., ASM Assembly Systems GmbH & Co., and Beijing Torch Company. However, these vendors are not compatible with ARL's existing equipment. The TPOC contacted multiple knowledgeable people and SMEs within Government and industry. Within Government, the TPOC contacted
. Within industry, the TPOC contacted a sales representative from Manncorp Inc., who confirmed that their company could not supply parts or services compatible with Mycronic Inc systems, as well as a sales representative from Mycronic Inc, who verified that engineers and scientists at Mycronic Inc. pioneered the use of these scientific machines for electronic component placement.
Furthermore, this inquiry confirmed the strict OEM restrictions that prevent third-party compatibility and invalidate manufacturer warranties on rebuilt assemblies and components when non-OEM parts or uncertified services are procured. The TPOC reviewed the usage of similar Mycronic systems by private contractors, such as Northrop Grumman, and other Government agencies, such as the U.S. Army Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance Center (C5ISR). Lastly, the TPOC reviewed other market research efforts conducted for similar requirements; these requirements are listed in Section 10 (Other Facts).
The TPOC’s market research determined that only one (1) manufacturer, Mycronic Inc, can fulfill the Government’s minimum requirements. As the OEM, Mycronic Inc is the only source capable of providing the required services and parts needed to maintain the operational integrity of the Government’s equipment without incurring the substantial cost and delay of a full system replacement.
