About this file
This document is a justification and approval for a sole source acquisition of a BD FACSymphony S6 Cell Sorter flow cytometer system. The National Institute of Environmental Health Sciences Flow Cytometry Center requires a new flow cytometer to replace their 13-year old model, as their current system serves as both an analyzer and sorter. The requested BD FACSymphony S6 must have at minimum 48 parameters detected using 5 fixed-aligned air-cooled lasers including 355nm, 405nm, 488nm, 561nm, and 637nm lines. It needs the capability to sort 6 unique cell populations simultaneously into various collection vessels. No other manufacturers can meet the requirements for at least 10 parameters from the 355nm laser, 14 from 405nm, and 9 from 488nm. The estimated dollar value is [redacted] with anticipated delivery within 6 months. The intent to sole source was posted on May 22, 2023 via SAM.gov and the request is for award by September 30, 2023.

Text version
Project description. The FACSymphony S6 Cell Sorter is a versatile 48 parameter flow cytometer equipped with 5 fixed-aligned, air-cooled lasers.
Additionally, the FACSymphony S6 can simultaneously sort 6 unique cell populations into assorted collection vessels including numerous tubes and multi-well plates. The FACSymphony S6 has an intuitive user interface (BD FACSDiVa software) that enables on screen instructions and automated tasks allowing easy operation of the instrument. This instrument can easily handle complex sorting studies such as cells expressing fluorescent proteins (GFP, dTomato, mCherry), phenotypic markers, and/or DNA content at the single cell level. The FACSymphony S6 Cell Sorter is compatible with our current instruments allowing for panels and sorting protocols to be easily transferred to this instrument.
Finally, the system has an independent aerosol management (AMS) system to provide both personnel and product protection.

b. Nature of the acquisition and proposed unique qualifications of the contractor(s).
The Flow Cytometry Center (FCC) requests the purchase of a BD FACSymphony S6 Cell Sorter to replace our current 13-year-old FACSAriaII flow cytometer located in the Flow Cytometry Center at NIEHS. As our current FACSAriall serves as both a cell sorter and a cell analyzer, it is critical that the requested instrument will also need to function in both capacities. The requested cell sorter needs to have at a minimum 48 versatile parameters equipped with at least 5 fixed-aligned, air-cooled lasers, including a 355 nm, 405 nm, 488 nm, 561 nm, and 637 nm laser lines. Additionally, the instrument needs to have the capability of detecting 10 parameters from the 355 laser, 14 parameters from the 405 nm laser, 9 parameters from the 488 nm
10. Listing of sources, if any, that expressed an interest, in writing, in the acquisition.
No other sources have expressed an interest, in writing, in the proposed acquisition.
11. Statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the required supplies or services.
Prior to any subsequent acquisition for the required item, we will continue conduct Market Research, in accordance with FAR Part 10, to determine if any other vendor's products come to the market that are capable of meeting the Government's requirements.
