About this file

This document contains a sole source justification for a wastewater treatment plant operations and maintenance contract awarded by the Department of the Air Force Air Combat Command. The requirement is to provide continuous operation and maintenance of the wastewater treatment plant and facilities at Holloman Air Force Base to service a base population of approximately 15,626. Services include general operation of plant equipment, sampling, waste disposal, and preventative and corrective maintenance. The incumbent contractor's contract was terminated for cause, creating an urgent need. Only one vendor, Optech Monette LLC, was solicited due to the urgency. Pricing was determined fair based on comparison to the terminated contract. The justification cites the vendor's experience and past performance. The bridge contract will allow time to competitively award a follow-on small business contract.
