DEPARTMENT OF THE NAVY

NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION

ADDENDUM 01 TO JUSTIFICATION & APPROVAL

J&A approved on 10 March 2016, authorized the issuance of a three (3) year Indefinite Delivery Indefinite Quantity (IDIQ) contract with 901D, LLC (901D), located in Airmont, NY, as the Original Equipment Manufacturer and sole source of Technical reFresh Activity (TFA) Consoles (Part No. CON-CA-1611) for use in the Fire Scout Unmanned Aerial Vehicle (UAV) Ground Control Stations (GCS). The current contract, N68335-16-D-0047, was awarded on 26 September 2016, and expires on 26 September 2019. The original J&A approval covered orders awarded under this contract.

At time of original award, the Government had anticipated greater demand for these items. The demand still exists, but at a lower rate. The TFA Consoles covered by this procurement still have approved Department of Defense design drawings, which reference this specific OEM and Part No. This situation is expected to continue at least the next two (2) years.

On 03 July 2019 a Sources Sought announcement was posted on the Federal Business Opportunities website under N68335-19-R-0365 for continued support for TFA Consoles components under Contract N68335-16-D-0047. The Government received two (2) responses to the Sources Sought announcement, both of which were determined technically unacceptable. In accordance with FAR 5.201, the pre-solicitation synopsis was posted on FedBizOpps on 18 July 2019 and closed on 29 July 2019. There were no inquiries or challenges in response to the synopsis posting.

J&A was approved pursuant to the statutory authority of 10 USC 2304(c)(l), only one responsible source and no other supplies or services will satisfy agency requirements. This addendum extends the current IDIQ contract two (2) additional years to 26 September 2021, but does not increase the original estimated amount.
