DEPARTMENT OF THE ARMY
JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
Kearney has unique analysis tools, methodologies, databases, benchmarks and processes that are critical to this effort. These items will bring an independent analysis and provide cost, capacity and capabilities insights into the complexity of Test and Evaluation Programs. As a result this action must be procured on a sole source basis to A.T. Kearney due to unusual and compelling urgency.
The following schedule of events compares sole source to competitive action for this effort and reflects the estimated five month delay that would result if this action were competed:

6. Efforts to Obtain Competition: Effective Competition: Based on the information contained in Paragraph 5 above, A.T. Kearney will be the only contractor solicited for this procurement. The Government does not anticipate effective competition for this acquisition.
Subcontracting Competition: A. T. Kearney has an approved Commercial Subcontracting Plan which expires 31 December 2017.To ensure subcontracting competition, the contractual action will include the following provisions: FAR 52.219-8, “Utilization of Small Business Concerns” and FAR 52.244-5, “Competition in Subcontracting” which requires the maximum practical competition in subcontracting.
7. Actions to Increase Competition: There are potential future Test and Evaluation studies being contemplated at this time. Should they arise, the action will be reviewed for possible competitive actions.
8. Market Research: Pursuant to FAR 10.002 in 31 November 2016, Program Executive Office Ground Combat Systems issued a Sources Sought Notice to determine the level of interest in Army wide industrial base assessments. The Sources Sought Notice was very board base in that firms were asked to respond to a wide array of possible assessment areas to include: government facilities, government labor skills, cost, capacity and capability assessments, organic networks, strategic planning, government facilities improvement plans, scenario analyses, network strategy planning, actionable recommendations, implementation plans, risk mitigation plans, among others.
FOR OTHER THAN FULL AND OPEN COMPETITION
Ten (10) firms responded to the request. Based on the (1) analysis of the market survey responses, (2) prior industrial base source sought notices, (3) an understanding of the capabilities of current or prior industrial base contractors, the government team assessing the market base concluded that there are multiple firms within industrial that have the ability to successfully conduct industrial base assessments. The assessment went on to says that requirements for industrial base analyses are typically complex, time sensitive and likely to require follow-on studies that small businesses cannot adequately support due to a limited range in skillset.
Similarly, the time sensibility and need for follow on studies and inability for contractor to view existing data would limited in some case the ability of any firm to complete the effort other than the incumbent contractor. Actions must therefore be reviewed in detailed to determine the proper acquisition strategy. These finding are similar to prior industrial base market surveys which found that the market place offers multiple firms with the ability to conduct industrial base studies. This effort, however, requires a complex assessment to be conducted in a short timeframe and an immediate ability to utilize the industrial base decision model; previous experience in US Army industrial base assessment and previous experience with the industrial base decision model is critical to meeting the schedule. It was determined that for the reasons stated in Paragraph 5 above, only
A.T. Kearney displayed the capability to meet the unique requirements without a delay in award that would result in serious injury to the Government in the form of compromising the Department of Defense’s combat readiness now and in the future.
9 Interested Sources: The action will not be synopsized as allowed by FAR
5.202 (a)(2) as an unusual and compelling urgency exists. To date, no other sources have written to express an interest.
