About this file
This document is a justification and approval for a sole source award of a purchase order. The purchase order was awarded on October 29, 2021 to an unknown vendor for an unknown amount. It involves the procurement of motion pickup transducers from Rosemount Aerospace, Inc. for the Army's Improved Cargo Helicopter program to support aircraft over the next 15 years. Rosemount Aerospace, Inc. is the original equipment manufacturer and only known supplier of these components, which are required to meet Army testing standards for airworthiness. The Defense Logistics Agency Land and Maritime conducted market research from May through July 2020 by posting a sources sought notice. Only Rosemount Aerospace, Inc. responded as able to meet requirements. Therefore, the justification cited a lack of alternative sources and insufficient data for full and open competition as reasons for the sole source award.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION SPRBL1-21-Q-0010
DLA Land & Maritime Justification for Other Than Full & Open Competition FOUO Source Selection Information See 2 101 & 3.104 subcomponent of both Motional Pick Up Transducers that will no longer be available and has already been in contact with Sikorsky to find a replacement for future models of the UH-60.
However, ILSC must support the aircraft for the next 15-plus years and has initiated a lifetime buy of all stock the OEM can produce. In support of ILSC, the Product Realization Division- Avionics Branch (PRD-AB) inquired about procurement of the TDP and the OEM indicated they “are open to discussions about selling our TDP but more dialog is needed with the Army and internal stakeholders”. Given the urgency of this need it is in the best interest of the government to move forward with this one time buy to maintain readiness and then proceed with the procurement of the TDP at a later date. Without a full TDP the government is unable to identify or solicit any other vendor for these Motional Pick Up Transducers. Therefore, Rosemount Aerospace, Inc. remains the only source for the products that can meet the needs and requirements of the government.
5. If restricted to the only source(s) of supply, include source(s) and CAGE code:

[X] AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.
The use of the authority cited is based on:
[ X ] AMSC B. This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
[ X ] AMSC H. The Government physically does not have in its possession sufficient, accurate, or legible data to purchase this part from other than the current source(s). This code is applicable only to parts under immediate buy requirements and only for as long thereafter as the deficiency is under review for resolution and appropriate recoding. This code is only assigned at the conclusion of limited screening, and it remains assigned until the full screening process resolves physical data questions and results in assignment of a different AMSC. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
6. Efforts to ensure that offers are solicited from as many sources as practicable are:
[ ] The acquisition will be synopsized on or about __________________.

7. As contracting officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable based upon pricing for similar items, or if necessary, other than certified cost and pricing data.
8. Market Research/Efforts to Obtain Competition:
Describe the market research conducted and the results.
Market Survey [10 U.S.C. 2304(f)(3)(D)]:
[X] A market survey was conducted May through July 2020.
Total number of vendors contacted: Market Survey was posted to GPE.
Names of vendors contacted and responding: Rosemount Aerospace Inc.
Techniques used to conduct survey:
The Army technical expert posted a Sources Sought Announcement (SSA) from July 8 through 30, 2020
Summary of Information Received:
A Market Survey was conducted to locate potential sources for Motional Pickup Transducers NSNs 6695-01-316-2740 and 6695-01-316-2741. The current manufacturing source for these items is Rosemount Aerospace Inc., CAGE Code 59885/60678. Technical experts within PRD conducted comprehensive market research for the ILSC by publishing an SSA that was posted on July 8, 2020 and expired on July 30, 2020. The survey resulted in a response from Rosemount Aerospace Inc. in writing. Rosemount Aerospace Inc., part of Collins Aerospace, part of Raytheon Technologies, has expressed continued interest in supporting this contract. The Army technical expert conducted an internet search for other suppliers for new Motional Pickup Transducers units, but only found third party resellers, no other manufacturers. Rosemount Aerospace Inc. has been providing these units for over 20 years and there have not been any issues with the products they have provided. Consequently, the Government’s technical experts determined, based on their current market research, that Rosemount Aerospace Inc. is the only source that can meet the Government’s requirements.
Information received regarding the commerciality of the item(s): These components are of a type available for commercial aircraft, although they are required to meet Army’s testing for air worthiness on its aircraft.
9. Additional facts supporting other than full and open competition are:
[ X ] Based upon the technical certification as signed below – VEP technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.
