About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition form for commercial products and services valued at or below the Simplified Acquisition Threshold (SAT), prepared in accordance with FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.
The procurement is for spare parts to support MH-65 helicopters, specifically one line item: a Bush, MGB Tach (NSN 01HS31976, Part Number 365A09-1006-20) with a quantity of 10 units and optional quantity of 20 units. The contracting officer has justified restricting competition based on "Only One Source Is Available," determining that the spare parts are highly specialized components designed and manufactured exclusively by the Original Equipment Manufacturer (OEM), Airbus Helicopters France (F0210). The suggested sole source is Airbus Helicopters, Inc., located at 2701 N. Forum Drive, Grand Prairie, TX 75052-7099 (UEI: LAD2HL1R71Z3). The justification rationale emphasizes that technical data required for acquisition from other sources is not available and that procurement from any entity other than the OEM or authorized distributor would compromise aircraft and crew safety. All delivered materials must have clear documented traceability to the OEM and include a completed Certificate of Conformance as required by FAR clause 52.246-15. The fair and reasonable price determination methods section remains unsigned and incomplete on the submitted form.
