Section A: General Contract Information

Estimated Contract Cost (including Options): $25,650.40
Section B: Description of the Supplies/Services Required
The contractor shall provide all supervision, labor, material, transportation and equipment to install Gerflor GTI MAX, 1249, Tramontana rubber interlocking tiles for 2,244 square feet and 800 linear feet of Type TS - Thermoset Rubber, Group I (solid):
6” (15.24 mm) Height, Burke Cove Base #701 (Black) shall be used. This requirement is for "brand name or equal" supply items and ancillary installation services.
Section C: Justification for Soliciting from a Single Source or Brand Name
Brand name and legacy tile, Gerflor GTI MAX, 0252 Titanium Rubber Interlocking Tile, has been selected because the product is constructed with surface treatment, reinforced homogeneous PVC wear layer, glass fiber sheet, 100% recycled compact interlayer, and 100% recycled compact base. Therefore it's ability to have easy maintenance, watertight system, and very resistant to high traffic areas makes this product suitable to building use. Gerflor GTI Max, historically has been installed on base under contracts #FA9301-19P-A010, #FA9301-19-P-A017, #FA9301-19-P-A026.
Previous awards were competed on a brand name or equal basis.
In accordance with FAR 6.302-1(c)(2), there is reasonable basis to conclude that the Government's needs can only be satisfied by this unique tile system based on uniformity, form, fit and function. Gerflor has been established as the legacy tiling system.
Section D: Efforts to Obtain Competition
Market research indicated that three vendor originally designed products to satisfy the Government's requirement:
G&S Carpet Mills, Inc Floor Tech America Artistic Carpet One.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Future actions include continued Internet searches, communication within the Air Force community, communication with industry, and monitoring the market for possible alternative sources. Efforts to remove any barriers that restrict consideration from other vendors shall be accomplished via of continuous market research utilizing forum groups, technical references and industry information.
