About this file
This document is a Request for Information (RFI) for a future Research, Development, Test and Evaluation (RDT&E) multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract opportunity.
The RFI seeks information from vendors on their capabilities and qualifications to perform work in four functional areas: Rolling Stock, Track, Train Control & Communication, and Human Factors. The government is exploring contract structure options, such as functional area pools or teaming arrangements, to foster competition among highly qualified vendors. Vendors are asked to provide feedback on the draft RDT&E work statement and recommendations on the appropriate NAICS code. The RFI also requests information on the vendors' capacity to support multiple task orders concurrently. Responses are due by September 23, 2024. The resulting ID/IQ contract will provide the Federal Railroad Administration a mechanism for timely, programmed research to support safety regulations and standards.

Contract Structure
The Government is considering an ID/IQ contract that will include requirements in the four major R&D categories: Track, Rolling Stock, Train Control & Communication, and Human Factors. We are exploring options for contract structures that will foster competition amongst highly qualified vendors capable of performing across the four functional areas (FAs). Based on your company's experience the Government requests your feedback on the ideas and any additional feedback your company wishes to provide. Please also provide your company's preference for contract structures.
Two ideas:
Pools: Each interested vendor would opt in to the FA pools where they have expertise and would be given an ID/IQ award and could compete on future TOs in those pools. (This will require separate evaluation criteria for each pool)
Teaming Arrangements: Have vendors build teams though Prime/Subcontractor relationships to perform across all four FAs. Vendor proposals will have to demonstrate their team is highly qualified to perform in all four areas.
Other Vendor Recommendations:
NAICS
What NAICS does your company recommend for this requirement?
Vendor Interest:
Is your company be interested in competing to become a contract holder on a future RDT&E ID/IQ multiple award contract?
