About this file
This document is a Questions and Answers (Q&A) record from the Rapid Development Integration Facility (RDIF) Industry Day, capturing open forum and 3x5 card questions about the facility's capabilities and contract requirements. Key details include the RDIF's manufacturing and configuration management approaches, with answers revealing that equipment tracking is manual, configuration management is handled by acquisition program offices, and they lack metal additive manufacturing or composite work capabilities. The facility prefers task order work to be performed on-site, with all task orders being Firm Fixed Price (FFP), and currently operates under a Native American 8(a) set-aside. Specific manufacturing insights include occasional outsourcing of 5th axis CNC machining and welding work when in-house capacity is reached, and a preference for performing most work within the RDIF facility at Wright Patterson Air Force Base.

RAPID DEVELOPMENT INTEGRATION FACILITY (RDIF) INDUSTRY DAY QUESTIONS &
ANSWERS
Open Forum Questions:
Q1: Do we have a management system of the RDIF machines & tooling?
A1: Its all tracked manually and any equipment over $5K is on our AF Equipment Account.
Q2: Do we have Configuration Management on First Articles, Drawings or hold FCAs, PCAs, etc?
A2: We do not have in-house configuration management, so this function is the responsibility of the acquisition program o ices (PO) configuration managers responsibility and this is clarified when they come to the RDIF. We support FCAs and PCAs put its ultimately the POs responsibility to hold and lead. The RDIF manage and control our drawings which are Govt owned and we have our own unique naming convention for our drawings. The POs can put their project drawings in JEDMICS or A-TEAMS as its called now if they want but the RDIF does not do it for the POs.
Q3: Does the RDIF have metal additive manufacturing capability?
A3: No
Q4: Does the RDIF perform any composite work?
A4: No
3x5 Card Questions
Q5: Is the limitation of subcontracting being reviewed at the task order or IDIQ level?
A5: IDIQ level
Q6: Because this is an RDT&E facility are the task orders FFP, LOE, Cost+ or T&M?
A6: All RDIF task orders are FFP.
Q7: Do you have any manufacturing requirements that you need CNC machining programs you outsource?
A7: Yes, but normally only 5th axis work (until our new 5th axis machining center is up and running) or when we reach our in-house max capacity.
Q8: Is welding a capability or capacity issue?
A8: No not normally, but when a project has specific welding certification requirements for aircraft parts then we have small businesses down town Dayton who can perform the work for us.
Q9: Will the contractor be required to have an o site facility to be considered a competitive bidder?
A9: No
Q10: Do we need to clarify our company from sign-in roster versus sources sought response?
A10: No
Q11: If awarded, how much, if any, of the RDIF requirements can be satisfied outside the RDIF facility?
A11: That would be very limited since we prefer as much of the task order work as possible to be performed at/in the RDIF facility.
Q12: If DEI initiatives kill the Native American 8a set-aside, what set aside will you tag the RDIF as?
A12: Our CO and SSEB would need to work with the SBA o ice on base to make a new determination and update our DD Form 2579 if that were to happen.
