About this file

This is a mandatory cost proposal template for the DARPA-PA-26-09 RAPIID TA-3 solicitation. Proposers must use the template to submit costs for both the Phase 1 (Base) and Phase 2 (Option) periods, with all documentation submitted in PDF, ODT, DOC, DOCX, PPT, PPTX, XLS, or XLSX formats using single-spaced, size 11 Calibri font on 8.5" x 11" paper with 1-inch margins. The submission must include the editable Attachment C Standard Cost Proposal Spreadsheet with calculation formulas intact, complemented by written justifications, quotes, and rate sheets as needed.

The cost proposal must address labor costs (with recommended minimum 20% principal investigator effort), indirect costs (fringe benefits, overhead, G&A, facilities cost of money), materials and supplies, equipment purchases, travel using GSA per diem rates, other direct costs, cost sharing, and consultant costs, with all items exceeding $5,000 supported by documentation. Costs must be traceable across all proposal documents including the Task Description Document (Attachment E) and Schedule of Milestones and Payments (Attachment F), broken down by program phase, contractor fiscal year, month, and task. For proposals involving subawardees, the prime proposer must compile all non-proprietary cost proposals into a single submission, while proprietary subawardee proposals may be submitted separately; all subawardees must receive the same detailed cost documentation requirements as the prime, including cost or price reasonableness analysis per FAR 15.404-3. The solicitation requires fixed payable milestones tied to technical metrics with no page limit specified for the cost proposal itself.

Attachment B: DARPA-PA-26-09 Cost Proposal Competition Sensitive

DARPA-PA-26-09: RAPIID TA-3

Cost Proposal Use of this template is mandatory for all proposal submissions to this PA for RAPIID TA-3. The Cost Proposal must address both RAPIID Phase 1 (Base) and Phase 2 (Option) and must include all components described herein. Any information incorporated into the Cost Proposal which is not related to cost will not be considered.

Proposals not meeting the format prescribed herein may not be reviewed. All submissions must be written in English, and all pages shall be formatted for printing on 8-1/2 by 11- inch paper with 1-inch margins on all sides. Text must be single-spaced and size 11 Calibri font with the exception that size 9 font may be used for captions on figures, tables, and charts. The Cost Proposal must be submitted in .pdf, .odx, .doc, .docx, .ppt, .pptx, .xls, or .xlsx formats. Any spreadsheet files must be included as a separate file in the full proposal package.

No page limit is specified for the Cost Proposal.

The Government requires that proposers use the provided Attachment C: DARPA Standard Cost Proposal Spreadsheet in the development of their Cost Proposals. All tabs and tables in the Standard Cost Proposal Spreadsheet should be developed in an editable format with calculation formulas intact to allow traceability of the cost proposal. The Standard Cost Proposal Spreadsheet must be used by the prime organization and all subawardees. Using the provided Standard Cost Proposal Spreadsheet will assist the Government in a rapid analysis of your proposed costs and, if your proposal is selected for award, speed up the negotiation and award execution process.

In addition to the spreadsheet (Attachment C), the Cost Proposal (this Attachment B) must include all other items required in this announcement that are not covered by the editable spreadsheet (e.g., written justifications, quotes, rate sheets, etc.). Cost information must be provided in sufficient detail to substantiate the proposed prices.

Costs must be traceable between the prime proposer and all subawardees/consultants, as well as between the Cost Proposal (Attachment B), the Standard Cost Proposal Spreadsheet (Attachment C), the Task Description Document (TDD; Attachment E), and the Schedule of Milestones and Payments (Attachment F). This includes ensuring a consistent task structure across all documents in the full proposal package.

The prime proposer is responsible for the compilation and submission of all non-proprietary subawardee Cost Proposals. It is strongly recommended that all non-proprietary Attachment B documents be compiled into a single file when submitted (guidance provided in blue text below). Proposal submissions will not be considered complete until the Government has received all subawardee Cost Proposals.

Attachment B: DARPA-PA-26-09 Cost Proposal Competition Sensitive Proprietary subawardee Cost Proposals may be included as part of the prime submission or emailed separately by the subawardee to RAPIID@darpa.mil. Email messages must include “Subawardee Cost Proposal” in the subject line and identify the principal investigator, prime proposer organization, and proposal title in the body of the message.
