1. DESCRIPTION OF SERVICES / GENERAL INFORMATION
This is a non-personnel services-only requirement. The Contractor shall provide all management, tools, supplies, equipment, supervision, and labor necessary for the subject work described herein.
1.2. GENERAL INFORMATION
1.2.1. Project Description
The work includes the hazardous material abatement, demolition and removal of property improvements, and cleanup of multiple properties within the clear zone of the JBSA-Randolph airfield runways. The properties include but are not limited to one (1) rural tract with mobile home, sheds, two (2) water wells, and two (2) undeveloped parcels with debris.
Upon completion of demolition and clean-up, the properties shall be returned to a natural vegetated state and ready for mowing equipment.
See appendix for subject properties listing, surveys, environmental site assessments, and hazardous material surveys.
1.2.2. Location
The work is located at three (3) properties (two (2) general locations) surrounding JBSA-Randolph. See exhibit in appendix for locations. The addresses of the subject properties include:
1. 10712 Lower Seguin Rd., Schertz, TX 78154 (#4 on Appendix 1)
2. 999 F.M. 78, Converse, TX 78109 (#12 on Appendix 1)
3. 10251 Loop 1604, Converse, TX 78109 (#14 on Appendix 1)
1.2.3. Demolition
Submit a demolition work plan for approval by the Government. The plan shall include the handling of all material associated with this project, including recycling and hazardous waste.
A demolition notification must be filed with the State. A 10 day waiting period is required prior to any activities. All abatement activities and demolition activities must be done with wet methods. A NESHAP certified person must be on site during all demolition activities.
1.2.3.1. Civil
For all properties:
Locate, disconnect, and cap all water, sewer, and gas utilities at the property line and in accordance with the utility provider.
Abandon underground utilities in place.
Remove any propane or liquefied natural gas storage tanks.
Remove all structures, and concrete foundations to 2-feet below grade.
Remove all pavement, and sidewalk.
Remove all fences that will not be shared with a private property neighbor.
Remove all trash and debris.
Abandon any septic tanks/fields in accordance with federal and state regulations.
Plug and abandon water wells in accordance with federal and state regulations. [Texas Admin Code Section 76.104 Technical Requirements--Standards for Capping and Plugging of Wells and Plugging Wells that Penetrate Injurious Water Zones]
Trees may be removed in order to access the work. Any trees removed shall be either be removed from site entirely, or chipped and scattered on site.

Demolish and remove all mechanical systems, equipment and equipment pads.
1.2.3.3. Electrical
For all properties:
Demolish and remove all electrical utilities, equipment, and equipment pads. Remove all secondary power lines and utility poles back to the primary service. Coordinate with utility provider to remove all primary power poles and lines within the subject property boundaries.
1.2.3.4. Plumbing
For all properties:
Demolish and remove all plumbing within five (5) feet of the existing buildings to be demolished.
1.2.3.5. Hazardous Waste Remediation
Survey the subject properties for hazardous material. Demolish and remove all hazardous waste existing on the subject properties. Hazardous waste shall be disposed of in approved landfill.
For ALL properties: A state demolition notification shall be submitted followed by a 10 day waiting period. This is required prior to any demolition and/or abatement activity whether there is asbestos present or not. All demolitions and abatement activities must be done with wet methods. A licensed, certified NESHAP person must be on site throughout the demolition and cleanup process in the event asbestos is hidden, it can be separated or abated from the demolition pile. Any changes to a Notification Start and End Dates must be processed 24 hours prior to the change.
The government shall require a copy of the training certificates for the Texas Licensed Asbestos/Project Consultant, and any asbestos/NESHAP workers and supervisors. The contractor shall provide completed State demolition notifications, air monitoring reports, consultant and supervisor logs, clearance reports, all completed manifests, asbestos transporter licenses, weight tickets, and any TCLPs prior to submitting a final invoice. The Government is required to report weights as part of an Air Force reporting system on a quarterly basis. Immediately notify the base if a DSHS Inspector shows up on site. The government is required to report all inspections.

See attached hazardous material reports in the Appendix.
The Asbestos Contaminated debris pile will require a 10 day Notification to the State. It shall have to be notified as an Asbestos Construction Contaminated Debris. It shall be listed as Cubic Yards. This is a NESHAP clean-up project. The area shall be cordoned off. Area air monitoring shall be conducted during the complete process or as determined by a Texas Licensed Asbestos/Project Consultant. The dumping vessel whether it be a dump truck or roll-off shall be double lined with 6 mil poly, every load. The complete disposal process shall be wet methods. The debris shall be carefully dumped into the lined vessel. When full, the remaining plastic sheeting on the sides shall be wrapped over the debris and sealed with duct tape glue or as determined by the Asbestos Consultant. All of this is up to the Asbestos/Project Consultant when they write their specifications. These are minimal requirements. The asbestos consultant may be stricter. All personnel not inside a vehicle cab or with windows down inside the cordoned area will require OSHA Monitoring.
When notifying the State, it’s recommended that a map be provided to DSHS along with the Notification showing approximate location. There is an area in the system that will accept attachments in the phased schedule location. Even though the map is not a schedule, attach it there and identify it in the abatement process. As soon as the Notification is entered, provide the base contracting office with the Notification number for the Government to track.
1.2.3.5.2. #4. 10712 Lower Seguin Rd., Schertz, TX 78154 The only material that is positive for asbestos containing material is the red linoleum in the debris piles for the storage shed.

This needs to be re-worded. It is ambiguous. We need to clarify what exactly we want or defer to the Asbestos Consultant as the instructions for parcels #12 above. The trailer contains no asbestos materials but must be listed as a Demolition on the Notification. This is a NESHAP Demolition project. This demolition must be done wet as the NESHAP requirement is no visible emissions.

1.2.4. Work After Demolition
1.2.4.1. Civil
For all properties:
Backfill, level, grade to drain, seed, and revegetate any disturbed areas with grass seed. The grass seed shall be a native mix with mature heights preferably between 7-14 inches.
1.2.5. Storm Water Pollution Prevention Plan
The Contractor shall prepare a storm water pollution prevention plan (SWPPP) and provide drawings of temporary erosion control measures. SWPPP shall be submitted within ten (10) working days of contract award. The plan shall include, as a minimum, the method for protecting all storm drains and waterways adjacent to the demolition area.
1.2.6. Insurance and Permit Requirements
The Contractor shall be properly insured in accordance with FAR requirements. Contractor shall obtain all necessary permits and conduct field verification surveys prior to beginning. The Contractor shall be responsible for preparing, filing, and paying for fees required for all necessary permits for this project.
1.2.7. Existing Conditions
Contractor shall document existing conditions prior to beginning work with photographs. No later than (NLT) fourteen (14) calendar days after award.
1.2.8. Activity Hazard Analysis
The Contractor shall check the structures prior to demolition to insure that the property is vacated.
Contractor shall conduct an Activity Hazard Analysis at the site. Take into account overhead power lines, underground utilities, and other structures which are not scheduled for demolition. Contractor shall submit an activity hazard analysis plan prior to starting demolition. NLT fourteen (14) calendar days after award.
1.2.9. Utilities
The Contractor shall check to determine that all utility services are disconnected at the service mains. The utility shall be capped at least five (5) feet from the building. No work shall commence on any building before utilities are properly disconnected. The work includes capping and plugging of all utilities, using equipment materials, and labor in accordance with local requirements. The Contractor is responsible for disconnection of all utilities, plugging or sewer taps, or connection to septic tanks. Disconnection of all utilities shall be coordinated by the Contractor with the appropriate local service providers. The Contractor shall contact the local utility companies prior to commencing work to coordinate termination of gas, water, electric, phone, cable TV, and any other utility services to the nearest acceptable point. Sewer taps shall be plugged with screw type expanding plug inserts or other means approved by the local sewer authority, to prevent intrusion of ground water into the existing sewer system. If Septic tanks are encountered care shall be taken to ensure that damage does not occur to any septic tanks.
1.2.10. Debris Removal and Disposal

Beginning the demo?
The Contractor shall provide all labor and equipment necessary for the removal and disposal of the structure. The work shall consist of removing the debris generated from demolishing the identified structure. All other demolition debris shall be collected and transported to the designated disposal area s. Disposal fees are the responsibility of the contractor. Under this contract all debris generated from demolition work shall include:
1) Examining debris to determine whether the debris have asbestos clearance that has been given for the property for proper removal and disposal.
2) Any contaminated debris for disposal collected by the contractor shall be disposed of at the contractor expense. Any loads rejected at the dump site shall be the Contractor's responsibility.
3) Contractor shall provide with their location where the debris from this demolition will be dumped. State licensed site(s) for dumping rubble or any other private site where clean debris and asbestos will be accepted must be listed.
The Contractor shall leave the premises and streets in such condition that it will not constitute a public nuisance.
1.2.11. Dust Control
Water may be used to control dust during demolition work. The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied areas near the demolition site and to avoid creation of a nuisance in the surrounding area. Use of water shall not be allowed to result in, or create, hazardous or objectionable conditions such as flooding, and pollution.
1.2.12. Hazardous Toxic Waste
Hazardous or toxic materials or waste such as petroleum products, electrical transformers, tires and known or suspected hazardous materials shall be removed and disposed of by the contractor. The Contractor shall take sufficient measures to prevent spillage of hazardous and toxic materials during dispensing and shall collect waste in suitable containers observing chemical compatibility requirements.
1.2.13. Post Demolition
Clean up and remove all signs of temporary facilities, work areas, structures, foundations or temporary structures, stockpile s of excess waste materials, or any other vestiges of demolition. All restored area shall be smoothly and evenly dressed and sloped to drain. The Contractor shall fill and compact all voids left by the removal of pipe, structures, etc. The Contractor shall provide all fill materials to the site as needed. The Contractor shall complete final grading in such a way to ensure the site has proper drainage, there is no ponding of water, and that run off does not cause damage to adjacent properties. Compaction of fill shall match the compaction of adjacent undisturbed material.
The entire parcel shall be left in a level, neat, safe and sanitary condition.
1.2.14. Demolition Service
The Contractor shall control dust resulting from demolition and related activities. No person may cause, suffer, allow, or permit a structure, road, street, alley, or parking area to be constructed, altered, repaired, or demolished, or land to be cleared without taking minimum precautions to achieve control of dust emissions.
1.2.15. Site Restoration
All areas to be seeded will have a minimum of 6 inches topsoil. Topsoil to be natural, fertile, friable, and free of clay lumps, stones, stumps, roots, or substances one inch or more in diameter. The Contractor shall assume maintenance responsibilities until grass is established or until second cutting, whichever is longer. Maintenance shall include watering, weeding, reseeding, and other operations necessary to keep all lawn areas in a thriving condition. After lawn areas have germinated, areas which fail to show a uniform stand of grass for any reason, shall be reseeded repeatedly until all areas are covered with a satisfactory stand of grass. Minimum acceptance of seeded lawn areas may include scattered bare spots, none of which are larger than 1 square foot, and when combined do not exceed 2% of total seeded area. All earth work shall be planned and conducted to minimize the duration of exposure of unprotected soils. Side and back slopes shall be protected as soon as practicable upon completion of rough grading.
1.2.16. DD-1354
Contractor is responsible of submitting a DD-1354 form to 802 CES upon completion of the project and final acceptance.
1.3. Existing Work
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.4. QUALITY CONTROL
The Contractor shall be responsible for quality control for all work accomplished during the performance of the task. The Contractor shall provide and maintain a Quality Control Plan (QCP) which ensures the requirements in this SOW are met. The QCP shall be included in the quote for evaluation and acceptance. As a minimum, the contractor shall develop quality control procedures that address the areas identified in section 2, Schedule of Deliveries. The project superintendent will be held responsible for the quality of work and is subject to removal by the Contracting Officer for non- compliance with the quality requirements specified in the contract. In this context the highest level manager responsible for the overall demolition activities at the site, including quality and production is the project superintendent. The project superintendent must maintain a physical presence at the site at all times and is responsible for all demolition and related activities at the site, except as otherwise acceptable to the Contracting Officer.
1.4.3. QUALITY ASSURANCE
The government will periodically evaluate the contractor’s progress ensure services are received.
HOURS OF OPERATION/Holidays. All work shall be performed during the normal duty day, 7:30 A. M. to 4:15 P. M., Monday thru Friday, except for federal holidays and unscheduled requirements. When access to a facility permits, service may begin earlier, upon approval of authorized government personnel. The contractor is not required to provide routine services on the following approved holidays:

NOTE: Any of the above holidays falling on a Saturday will be observed on the preceding Friday. Holidays falling on a Sunday will be observed on the following Monday.
1.4.4. SECURITY REQUIREMENTS
Obtaining and Retrieving Identification Media. The contractor shall comply with all requirements and procedures IAW AFFARS clause 5352.242- 9000 "Contractor Access to Air Force Installations." Contractor employees will be required to obtain and display identification badges.
Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base.
Procedures for commercial vehicle access to the base are subject to change without prior notice. The Contractor shall also obtain personnel and vehicle identification and passes as required for entry to the installation. The government will provide all forms and procedures to the Contractor to obtain personnel identification and vehicle passes during the pre-performance conference. It is the contractor's responsibility to renew passes/badges in a timely manner to ensure no interruption of service. During performance of the contract, the Contractor will be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. Upon completion or termination of the contract or expiration of the identification passes, the Contractor ensures that all base identification passes issued to contractor employees are returned to the issuing office. If a contractor employee has been terminated, the pass will need to be retrieved and returned to Security Forces so that employee does not have base access. If the pass is not retrieved then SF will need to be notified so base access is not allowed. Failure to comply with these requirements may result in withholding of final payment.
1.4.4.1. Pass and Identification Items
Non DOD persons (Contractors, vendors, etc.) requiring entry to JBSA installation Lackland AFB, Randolph AFB, Fort Sam Houston, or Camp Bullis shall be sponsored by an authorized DBIDS registered DOD ID card holder. Sponsors must notify the Security Forces Visitor Control Center for the installation that access is required NLT ten (10) days prior to the requested entry date. Sponsors or Authorizing Official must request the permit in writing or via email from a .mil address to the Visitor Control Center. An Application for the Installation Access Credential form (see Appendix D) will be submitted by the Sponsor or Official to the Pass and Registration Office. Contractor and vendor companies requiring access to Joint Base San Antonio shall provide the credential information for their employees to the sponsor in order to process the access. All demolition contractor employees shall have:
a. One form of picture identification
b. Provide personal (full name, date of birth, place of birth, home address, and driver license number) and vehicle information. Foreign National s are sub mitted independently of natural U.S. Citizens.
c. A memo from the demolition company on business letterhead stating the reason for entry, contract number, project start and end date, and the location at JBSA of where the jobsite is located.
1.4.4.2. Suitability Investigation
NACI' s will be IAW Homeland Security Presidential Directive 12 (HSPD-12). If this contract requires access to classified materials the contractor shall comply with DOD 5200.1-R , AFI 31-401, AFMAN 33-283, AFSSI 7700 (Emission Security), AFSSI 8502, (Organizational Computer Security), and Operations Security (OPSEC) Instructions.
1.4.4.3. Base Passes/Listing of Employees
The Contractor shall maintain a current listing of employees. The contractor shall provide the COR a current list of employees within 3working days after receiving award or Notice of Award for base pass access. The list must include employee’s name, date of birth, state driver's license/state ID number, and state of issue. Notifications of Contractor employee addition s and deletions must be provided with the same information listed above and within three (3) working days.
1.4.4.4. Reporting Requirements
The Contractor shall comply with AFI 71-101, Volume- 1, Criminal Investigation s, and Volume-2, Protective Service Matters, requirements. Contractor personnel shall report to an appropriate authority, any information or circumstance s of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees are to be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter.
1.4.5. SPECIAL QUALIFICATIONS
The Contractor requires a demolition contractor's license and registration by the City of San Antonio or the state of Texas. Experience must be in demolition work with asbestos and other hazardous materials removal and abatement with a minimum of 2 years actively engaged in demolition structures. In addition, Contractor shall be certified by appropriate federal and state regulatory agencies to meet federal and local certification requirements in demolition services.
1.4.7. RECORDS MANAGEMENT
The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF records management procedures in Air Force Instruction (AFI) 33 - 322, Records Management Program, paragraph 10 and Air Force Manual (AFMAN) 33-363 and the Air Force Records Disposition Schedule (AF RDS) locatedhttps://afrims.amc.af.mil/rds series.cfm.
1.4.8. AIR FORCE ANTITERRORISM (AT) PROGRAM
The AT program seeks to deter or limit the effects of terrorist acts against the AF by giving guidance on collecting and disseminating timely threat information, providing training to all AF

members, developing comprehensive plans to deter and counter terrorist incidents, allocating funds and personnel and implementing AT measures. In accordance with AFI 10-245 paragraphs
2.18 and paragraph 2.25, DOD contractors and sub-contractor personnel shall be offered Level 1
- AT Awareness Training. AT Awareness Training may be accomplished by either a Level I -qualified instructor, or by completing the "Force Protection" computer based training (CBT) course on the Advanced Distributed Learning System (ADLS) https://goleam.csd.disa.miVkc/login/login.asp or at https://jkodirect.jten.mil for individuals without access to NIPR, possessing a CAC card, nor enrolled in DEERS. Compliance with the training will be monitored by the contracting officer's representative.
