1 Background

1.1 Rapid Airfield Damage Repair (RADR) is an Air Force Civil Engineering Center (AFCEC) led initiative which seeks to provide capabilities to rapidly and safely recover airfields after enemy attack. A key component of RADR is the Recovery of Airbases Denied By Ordnance (RADBO) System. The RADBO System is a development and integration effort designed to establish safe and expeditious methods to identify, neutralize, and remove hazardous unexploded explosive ordnance (UXO), residue, and debris from airfield surfaces. The CAT1A1 Mine- Resistant-Ambush-Protected (MRAP) platform, which is designed to provide protected ground mobility for Warfighters operating in threat environments and the ZEUS™3A laser system developed by Parsons, along with the interrogation arm for removal of imbedded UXOs, will provide a rapid and safe capability to recover airfields after an enemy attack. The RADBO System received a Milestone C (Production Decision) 31 May 2018.

1.2 The need for a RADBO capability was first identified in the U.S. Air Force Urgent Operational Need (UON) 307-12 requested by the Commander of U.S. Air Forces Central Command (AFCENT). At the direction of the Vice Chief of Staff of the United States Air Force (VCSAF), UON 307-12 was replaced by an AF Form 1067, Modification Proposal with ACC control number 14-012. AF Form 1067, #ACC 14-012 modification proposed the integration of stand-off ordnance disrupter, a clearance blade, and a lightweight robotic arm along with a mapping tool on 15 fielded Explosive Ordnance Disposal (EOD) CAT1A1 MRAP platforms.

Note: The need for a blade capability has been eliminated from the 1067 because of weight limitations of the CAT1A1 MRAP vehicle.

1.3 A safety feature of the CAT1A1 MRAP is the Automatic Fire/Explosion Suppression (AFES) system that comprises extremely fast and highly accurate Dual Spectrum® sensors, which detect fire and explosions in zones such as crew areas and mechanical compartments. To integrate the RADBO Laser System into the Cougar vehicles required moving the operator seat location and adding additional equipment. This redesign requires an inspection and survey of the RADBO vehicle interior design to assess the new configuration and potential impact on the AFES sensors and nozzles. Additionally, relocating the RADBO operator seat requires testing to ensure the operator safety/survivability has not been compromised during a fire event. The testing will assess performance and evaluate against MRAP CPD 1.1 and MPB threshold requirements. Note: AFLCMC/WN-SEV, AFCEC/CXD and CXAE may add additional test trials as required to gather enough significant data to verify the RADBO System Operator safety and survivability.

2 Objectives

2.1 The primary objective of this test is to verify that the integration of the RADBO Laser System and reconfiguration of the CAT 1A1 MRAP has not compromised crew safety and survivability. This test is divided into two (2) tasks. Task one (1) is the inspection/survey of the vehicle interior and Task two (2) is the Agent Concentration Testing to ensure proper functioning

Additionally, a fireball triggering event will be conducted to verify system response times.

3 Roles and Responsibilities

3.1 Roles.

3.1.1 The Test Manager (TM). The TM is responsible for establishing plan objectives, technical guidance, details of the test bed, deliverables, post-event restoration requirements, and for accomplishing Risk Management (RM) prior to testing in accordance with (IAW) AFI 91- 202 and AFI 90-802. RM includes ensuring that all necessary actions are taken to protect personnel, equipment, and facilities from test effects.

3.1.2 Test Director (TD). (Provided by Kidde Fire Protection Systems). The TD is responsible for ensuring all personnel are thoroughly briefed on specific duties, responsibilities, and hazards involved prior to testing. The TD is also responsible for the implementation of this test plan from set-up through restoration activities. The TD will pre-brief personnel on set-up, testing, and restoration operations, personal protective equipment (PPE) requirements, assigned duties, hazard areas, and emergency actions. The TD will also maintain constant communications with key personnel during operations and shall monitor all operations being performed with assistance from the Co-Test Director (CDT) and the Test Safety Manager (TSM). The TD will control the Agent Concentration Test and Fireball Test system(s) from the control room during all planned tests.

3.1.3 Co-Test Director (CTD). AFCEC will provide a Co-Test Director for this test, since the TD is not AFCEC. The CTD is responsible for coordinating with the TD to ensure all personnel are thoroughly briefed on specific duties, responsibilities, and hazards involved prior to testing.

The CTD is also responsible for the implementation of this test plan from set-up through restoration activities. The CTD will assist in pre-briefing personnel on set-up, testing, and restoration operations, PPE requirements, assigned duties, hazard areas, and emergency actions.

The CTD will also maintain constant communications with key personnel during operations and shall monitor all operations being performed with assistance from the TD and the TSM.

3.1.4 Test Safety Manager (TSM). The TSM role will be held by someone that has a broad understanding of the overall operations to be performed for this test plan. The TSM will monitor PPE requirements, approve of any variations, and ensure compliance during testing. If an unsafe act occurs, the TSM will stop the operation and immediately take corrective actions before continuing. In an emergency, all testing operations will cease until the emergency has been resolved. The TSM, in coordination with the TD, will ensure proper emergency actions are taken such as medical treatment. In the event the TSM is called away the TD will stop all operations until another qualified individual can fill the TSM role. For this test, the TSM will be provided by AFCEC, who will coordinate with Kidde Fire Protection Systems. In addition, everyone involved in testing has a secondary role to ensure safety is maintained.

3.1.5 Mission Essential Personnel. Personnel responsible for setup and execution according to this plan are considered essential personnel. They will be present and allowed in the area during testing activities as needed to complete required tasks. They will don PPE as specified in Section

5.2. Any person observing an unsafe act or condition will immediately stop the act and notify the TSM. The act or condition will not resume until the situation is safely resolved.

3.1.6 Casuals. These are persons not normally part of the project/operation but have duties that require their presence, such as quality assurance, safety or inspection personnel. There can also be personnel at the site for the purpose of observing the experiment. They will don PPE as specified in Section 5.2.

3.1.7 Visitors. Visitors must receive approval from the TD, CTD and the TSM prior to their visit. They will receive a safety briefing and be escorted for the duration of their visit.

Individuals who do not comply with these requirements will not be able to observe testing and may be escorted off of Tyndall AFB. They will don PPE as specified in Section 5.2.

3.2 Responsibilities

3.2.1 AFCEC/CXD, is the Operational Test Organization (OTO), responsible for the oversight, coordination, and operational analysis of the test results. They will:

3.2.1.2 Review plans, reports and provide input.

3.2.2 AFCEC/CXAE is the performing agency responsible for coordination, and planning, data reduction, analysis, and documentation. They will:

3.2.2.1 Develop, coordinate, and publish test plan.

3.2.2.2 Provide appropriate personnel and support equipment to support the contractor performing these trials. Provide Nitrogen Charge Gas, electrical power, and shop air.

3.2.2.3 Provide video(s) of trials.

3.2.2.4 Provide photographs of pre- and post-test events and results.

3.2.2.5 Assist contractor with data reduction, analysis, and documentation (Summary Report) of data results.

3.2.2.6 Provide support to obtain approval for chemicals required to conduct testing.

3.2.3 Kidde Fire Protection Systems (Kidde) is the support contractor responsible for the performance, instrumentation planning, data reduction, analysis, and documentation of the Phase I Inspection/ Survey and Agent Concentration/Fireball Test. They will:

3.2.3.1 Provide appropriate personnel, equipment, and materials to execute the Agent Concentration/Fireball Test (Phase I) IAW with the AFLCMC/WN-SEV contract and Statement of Work (SOW).

3.2.3.2 Perform sufficient number of trials to provide adequate data to verify system performance. Additional trials may be required because of agent mass, nozzle position, etc.

3.2.3.3 Fabricate/modify test apparatus for the Agent Concentration/Fireball Test.

3.2.3.4 Perform necessary data acquisition for Agent Concentration/Fireball Test.

3.2.3.5 Kidde will review and make recommendations to the USAF on how and where to reposition (if required) the AFES sensors and nozzles, so that the AFES system will function properly in operation.

3.2.3.6 Prepare and deliver Summary Report of data results for Inspection & Survey, Agent Concentration/Fireball Test.

4 Environmental Impact and Mitigation Strategies

4.1 Environmental Impact Analysis. An AF Form 813 has been accomplished for fire testing at AFCEC Test Range II (RCS: AFCEC/CXA-14-01). No adverse environmental impact is expected from these tests.

4.2 Test Area Setup. The tests will be performed inside the Hanger facility, building 9500E, at AFCEC Test Range II. The RADBO vehicle will be positioned inside the hangar and instrumented with the Kidde Test System, as well as AFCEC’s high speed camera arrangement.

4.3 Test Area Shutdown. After all required data, measurements, and photographs are recorded, debris removal, clean-up and repair(s) of the test area will be performed by AFCEC personnel.

The RADBO vehicle will be removed and the hangar facility will be returned to pre-test condition. All remaining debris will be cleaned up and turned in/recycled as prescribed by the host base policies. Kidde is responsible for the disposal of and or removal of all remaining firefighting agent and hazardous materials brought on site for the test.

5 Safety

5.1 Safety Hazard Analysis and Risk Assessment. The Test Hazard Analysis (THA) is utilized to assist in determining the level of Risk Assessment. All operations will be performed remotely and no one will be in the hangar during these test trials.

5.1.1 Compressed air, nitrogen and agent bottles will be refilled as needed. The hazard is low as these are routine procedures IAW T.O. 35D29-7-6-1 Self Generating Nitrogen Service Chart for filling and securing compressed gas cylinders that will be followed.

5.1.2 Hazards associated with this test plan are listed in Table 1 and assessed based on the Table 2 Risk Matrix. Kidde provided estimates of expected toxic byproducts of firefighting agent combustion. The highest mitigated risk is marked in Table 2. Tables 3-5 provide definitions for colors and terms in Table 2.

5.2 Safety Procedures.

5.2.1 SOP AFCEC/CXA Standard Operating Procedure 32-100 Fire Group Test Range II Activities will be followed.

5.2.2 All personnel will maintain situational awareness during all operations, setup, execution, and shutdown. During setup, data collection lines will be identified and placed when possible out of the normal path of travel. Material Safety Data Sheets/Safety Data Sheets (MSDS/SDS) will be on site and maintained in the control room.

5.2.3 The TD or other qualified person will provide a daily safety briefing prior to conducting test operations. The briefings will cover safety issues that are relevant to Agent Concentration and Fireball testing, set-up, execution and shutdown activities. All personnel involved with these tests will attend the safety briefing. If needed, an additional briefing will be conducted specifically for visitors.

5.2.4 Before conducting tests, AFCEC/CXAE personnel will sign the Personal Acknowledgement Form (APPENDIX B) stating that they are familiar with this test plan and the safety procedures outlined in the plan. Visitors will sign stating they were briefed on the test procedures.

5.2.5 The safety briefing shall include:

5.2.5.1 Location of the SDS (or MSDS) for Hepafluoropropane (FM 200).

5.2.5.2 Work area boundaries:

5.2.5.2.1 Safe area for visitors and casuals during testing activities.

5.2.5.2.2 Gathering point for emergencies.

5.2.5.3 Heat stress mitigation will be through the implementation of procedures outlined in SOP AFCEC/CXA Standard Operating Procedure 32-100 Fire Group Test Range II Activities.

5.2.5.4 Emergency Procedures:

5.2.5.4.1 All operations will cease immediately upon the approach of an electrical storm or other severe weather conditions within five (5) nautical miles.

5.2.5.4.2 All operations on the site will be discontinued immediately should an unforeseen hazardous condition develop which may pose a danger to life or property.

5.2.5.4.3 If anyone witnesses an unsafe act, event, or has reason for concern of safety, they will immediately call “Knock it Off” via radio or any other means necessary. All operations will cease immediately when Knock it Off is called. Operations will not resume until the TD or TSM, in conjunction with all concerned parties, are satisfied that it is safe to do so.

5.2.5.4.4 In the event of an emergency requiring medical or Tyndall fire response the TSM will call 911 and request the appropriate agency.

5.2.5.5 Accident or incident reporting:

5.2.5.5.1 Personnel will report all accidents or incidents involving personal injuries or damage to equipment/facilities to the TD or TSM. All mishaps will be immediately reported to AFCEC/CXA Safety and chain of command as appropriate. Secure mishap scene and ensure it remains undisturbed for investigation. (Refer to section 5.2, Safety Procedures).

5.2.6 Mishap gathering point:

5.2.6.1 Test Range II Range Control (9500 B) unless otherwise specified by the TSM.

5.2.7 Personal Protective Equipment (PPE):

5.2.7.1 Personnel will ensure they have available all PPE required that apply to the work situation, and comply with its use, inspection, and care.

5.2.8 Planned Test:

5.2.8.1 The TD will specify the test to be conducted and the Test Plan procedure(s) will be followed.

5.3 Emergency Procedures:

5.3.1 The TD will provide instructions on actions to take in the event of an accident or an emergency situation before each day during the daily Safety briefing.

5.3.2 In the event of an accident, the TD will immediately notify that all testing operations will be discontinued until the accident situation has been resolved.

5.3.3 In the event of an emergency, the TD will be immediately notified and the below actions will be taken for each type of emergency situation:

5.3.3.1 Unplanned or uncontrolled fire. Notify the Tyndall base fire department either by dialing 283-4777 or 911 as applicable. If unsuccessful, contact the Tyndall AFB Command Post by dialing 283-2155. The TSM will also designate a gathering point for all personnel. Once at the gathering point, the TD and TSM shall verify that all personnel are present.

5.3.3.2 First Aid or Ambulatory Injury will be assessed on site and treated with applicable on site first aid kit(s) or transported to a local emergent care facility as needed.

5.3.3.3 Non-Ambulatory Injury. Upon notification of an individual with non-ambulatory injury, call 911 and provide the following information: location of emergency, name of person or persons injured, type or types of injuries, current conditions of person or personnel, and a call back number.

5.3.3.4 If an injury is determined to be a Life Flight event, provide the following information to the 911 operator: Latitude: 29.9945; Longitude: -85.4771.

5.4 No-Go Criteria.

5.4.1 Lightening or other severe weather conditions within five (5) nautical miles

5.4.2 Unauthorized personnel in the testing area.

5.5 Mishap Reporting Procedures.

5.5.1 Personnel will comply with the mishap reporting procedures for all accidents or incidents involving personal injuries or damage to equipment/facilities. This includes actions to prevent further damage and to secure the mishap area. (Refer to section 5.2, Safety Procedures).

5.6 Safety Data Sheets

5.6.1 A copy of the SDS (or MSDS) for Hepafluoropropane (HFC-227ea) and Kiddex (5% and 10%), Kiddex Explosion Suppressant (Sodium Bicarbonate & Amorphous Silica) and No. 2 Diesel Fuel are provided in APPENDIX C.

6 Equipment, Tools, Instrumentation and Photographic Requirements

6.1 Equipment

6.1.1 No heavy equipment is required for this test.

6.1.2 Normal industrial tools will be used in the installation and adjustments of the interior cameras and gauges.

6.2 Instrumentation

6.2.1 Kidde Fire Protection Systems will utilize their data collection instrumentation for these tests. The Kidde Fire Protection systems Agent Concentration Test System consists of a laptop computer, data acquisition center, 12 infrared detection Modules that continuously monitor agent concentration levels. Module electronics rapidly respond to changes in concentration levels and are recorded and logged by the computer. Each Module is remotely located within the crew compartment and is connected to the data acquisition center by a ten (10) meter long cable.

Results are displayed live on the computer monitor during a test to offer immediate test verification, and the test data is saved for later plotting and analysis. The baseline vehicle instrumentation layout is depicted in APPENDIX D.

6.2.2 Safety equipment

6.2.2.1 Hydrogen Fluoride (HF) detection equipment- two DetCon model 700 series HF detectors with detection limits of 20 ppm will be installed (one inside the vehicle and one outside the vehicle near the opening) and connected to laptops for monitoring of HF to allow personnel to determine if it is safe to enter area.

6.2.2.2 Gas detection equipment – MultiRAE Lite atmospheric monitor.

6.3 Photographic

6.3.1 High-speed recording will be positioned to capture the agent concentration and fireball events. The high speed camera will be placed in the interior to provide observation of the AFES system but not interfere with the system or the Kidde Agent Concentration Test System. Final placement of the interior camera(s) will be approved by the TD prior to test(s) execution.

6.3.2 Still photography will be taken pre-and post-test to document setup, execution, and results.

6.4 Clean up equipment

6.4.1 The fire-ball test includes a dry chemical agent, composed mostly of sodium bicarbonate (see SDS in Appendix C) which will be cleaned up with a shop-vacuum.

7 Test Procedures/Methods

7.1 Specific Test Objectives. The specific test objective is to verify that the modifications made to the CAT1A1 MRAP to integrate the ZEUS™3A laser system did not compromise the safety and survivability of personnel in the vehicle crew compartment. The inspection/survey of the vehicle interior and the Agent Concentration Testing will evaluate and identify any potential adjustments required to ensure proper functioning of the AFES System. Finally, a fireball triggering event will verify the system response times.

7.2 Procedures:

7.2.1 Evaluation site: AFCEC Range II (Sky X), Hangar facility, building 9500E, Tyndall AFB, FL will be used for these tests.

7.2.2 Task 1, Inspection and Survey. Kidde will perform an inspection and survey of the RADBO vehicle interior, specifically the AFES sensor and nozzle placement.

7.2.2.1 Inspect test equipment and auxiliary equipment as required.

After the wait time, the atmospheric gases will be monitored remotely with the agent concentration measuring equipment to ensure a safe environment for personnel.

7.2.4.26 After 5 minutes and after the outside HF sensor reading is below 1.8 ppm, firefighter wearing SCBA and fire fighter clothing ensemble will open vehicle doors to allow vehicle to ventilate for 30 minutes minimum.

7.2.4.27 After the wait time, the atmospheric gases will be monitored for HF from the control room to ensure a safe environment for personnel. Sample the test facility air using a RAE Systems gas analyzer. When test facility air is clear, sample the vehicle inside using a RAE Systems gas analyzer. Atmospheres are considered clear when exposure thresholds are greater than 19.5 percent oxygen, less than 10 percent LEL, less than 50 ppm carbon monoxide, less than 5,000 ppm carbon dioxide, and less than 1.8 ppm hydrogen fluoride.

7.2.4.33 Run test 2 and follow-on test as required to validate system operation with front-fire, mid-fire, and rear-fire positions.

7.2.4.34 Upon completion of test trials shutdown and secure all equipment, fireball generator, cables, and test extinguishers.

7.2.4.35 Verify the facility is safe and secure the testing system.

7.3 Criteria

7.3.1 The primary objective of this test is to verify that the integration of the RADBO ZEUS™3A laser system and reconfiguration of the CAT1A1 MRAP has not compromised crew safety and survivability. This test is divided into two (2) tasks. Task one (1) is the inspection/survey of the vehicle interior and Task two (2) is the Agent Concentration Testing to ensure proper functioning of the AFES System. Additionally, a fireball triggering event will be conducted to verify system response times.

7.3.2 Test results will be analyzed for concentration level achieved, speed of distribution, and human exposure to agent inside the crew compartment. The results from each test will determine whether the system must be adjusted. Any AFES System adjustments will be retested.

7.3.3 The minimum design concentration for HFC-227ea against a Class B fire is 8.7% in accordance with National Fire Protection Association (NFPA) 2001 A.5.6 (f); however, that assumes a 30% factor of safety over the cup burner concentration of 6.8%. By testing the protected space with calibrated agent concentration detection modules, a design concentration of 8% can be utilized, which offers a 20% factor of safety. When combined with the dry chemical suppression agent, the 8% design concentration has shown favorable results during live fire testing. The maximum desired time to reach the 8% design concentration is 250 milliseconds.

7.3.4 According to the NFPA 2001 Table 1.5.1.2.1(c), the human exposure safety level for the lowest-observed-adverse-effect-level (LOAEL), determined from Physiologically based pharmacokinetic (PBPK) modeling, is 10.5% concentration averaged over a five-minute test period, 11% averaged over a 1.13 minute test period, 11.5% averaged over a 0.60 minute test period, and 12% averaged over a 0.49 minute test period.

7.3.5 The fireball generation event will check the fireball formation time, sensor response time, time to extinguisher discharge, and the overall validation that a fireball sets off the system.

Specification sensor response time to an explosive fireball is 25 milliseconds.

7.4 Data Sheets

7.4.1 Evaluation data will be collected electronically through the Kidde Agent Concentration Test System and an example is provided in APPENDIX A.

8 Schedule

8.1 This test is scheduled for the week of 23-27 September, 2019 on AFCEC Test Range II (Sky X), Hangar facility, building 9500E, Tyndall AFB, FL.

9 Reporting

9.1 Test results will be documented in a technical report that is formatted according to AFCEC/CXAE and AFLCMC/WNZ-SEV. The report will include a description of the test objectives, test system set-up, the procedures followed, the results measured, and the analysis of the results, conclusions, and recommendations. A draft test report will be delivered for review within 30 days after completion of all tests identified in this plan.

9.2 The draft report will be coordinated through AFCEC/CXAE and forwarded to AFLCMC/WNZ-SEV for final editing. At the conclusion of technical editing, AFLCMC/WNZ- SEV will publish the report.
