1. BACKGROUND
The Mine Resistant Ambush Protected (MRAP) Cougar CAT1A1 RADBO and both CAT I A2 and CAT II A2 RWS Variants incorporate an Automatic Fire/Explosion Suppression (AFES) system comprised of extremely fast and highly accurate Dual Spectrum® sensors used to detect fires and explosions in crew areas and mechanical compartments.
As part of the re-work performed by the United States Air Force on the RADBO and RWS MRAP Cougar variants, weapon operator seating location and additional equipment and control interfaces, testing is required to determine if a re-design of the AFES system nozzle, sensor and fire bottle locations is warranted.
2. SCOPE
This Performance Work Statement (PWS) defines the engineering services required from the Contractor to assess the viability of the current AFES configuration within the above stated vehicles to satisfy regulatory requirements. The Contractor will perform the physical testing at Tyndall AFB, FL. The Contractor shall perform an inspection and survey of the current RADBO and RWS vehicle configurations; perform agent concentration testing; perform fireball generation testing; and prepare and deliver a final test report identifying the results of the survey, inspection, any recommendations for changing the configuration, as well as testing methodologies and results.

2.1 Period of Performance
The Period of Performance (PoP) for this effort is 180 days from the date of contract award.
2.2 Applicable Documents
RADBO / RWS Agent Concentration/Fireball Generation Test Plan 2019-6.
3. REQUIREMENTS
3.1 Materials
The Contractor shall provide the required equipment and materials for the testing. Exceptions include nitrogen charge gas, electrical power, and shop air, which are to be provided by the Government.
3.2 Inspection and Survey
The Contractor shall perform an inspection & survey of the RADBO and RWS vehicle’s interior design in order to assess the configuration’s impact on the capabilities of the AFES system to ensure it can extinguish a fire event while ensuring crew safety. The inspection and survey will address the AFES sensor, nozzle and fire bottle locations and quantities to determine if the configuration restricts the proper functionality of the AFES system. The Contractor will recommend to the Government any necessary changes to the configuration prior to testing.
Government approval of any recommended changes is required prior to any testing.
3.3 Agent Concentration Testing
The Contractor shall perform AFES Agent Concentration Testing within the RADBO / RWS vehicles. The Contractor shall utilize an HFC-227ea agent design concentration of eight (8) percent in accordance with the Agent Concentration/Fireball Generation Test Plan 2019-6.
Testing shall identify planned and achieved agent concentration levels, speed of agent distribution, and human exposure to HFC-227ea within the crew compartment. The Contractor shall perform the test steps identified in Appendix A, Agent Concentration Testing. The Government understands that the actual tests may require iteration due to changes in agent mass, nozzle position, etc.
3.4 Sensor Stimulation Testing
The Contractor shall perform AFES Sensor Stimulation testing to stimulate the sensors, capturing the response time of each sensor. The Contractor shall perform the testing to determine the fireball formation time, sensor response time, time to fire bottle discharge, and the overall validation that a fireball sets off the system. The Contractor shall follow the test steps in Appendix B, Sensor Stimulation Testing. The Government understands that the actual tests may require iteration due to changes in agent mass, nozzle position, etc.
3.5 National Fire Protection Association (NFPA) 2001 Safe Human Exposure Limits
The Contractor shall conduct all testing to ensure the AFES configuration meets or exceeds the NFPA 2001 Safe Human Exposure Limits:
3.5.1 Agent Concentrations at all breathing levels less than NFPA 2001 limits
3.5.2 Time to inert concentration at all occupied spaces less than 250 milliseconds
3.5.3 Noise levels less than 165 decibels
3.5.4 Compartment overpressure less than 80 kilopascal.
4. DELIVERABLES: INSPECTION/SURVEY AND AGENT CONCENTRATION
TEST REPORTS
The Contractor shall prepare and deliver a Technical Report – Study/Services: Inspection and Survey Report to the Support Equipment & Vehicles (SE&V) Program Office. (CDRL A001, DI-MISC-80508B, Technical Report – Study/Services) The Contractor shall determine and document whether the current RADBO / RWS sensor, nozzle and fire bottle configuration (in both location and quantity) restricts the proper functionality of the AFES system and recommend any changes to the current AFES configuration. The report shall document whether the current RADBO and RWS vehicle configuration is sufficient to ensure the safety of the crew and satisfy the National Fire Protection Act criteria identified in PWS paragraph 3.5. Government approval of any recommended changes is required prior to agent concentration and sensor stimulation testing.
The Contractor shall prepare and deliver a Technical Report – Study/Services: Agent Concentration and Sensor Stimulation Test Report to the Support Equipment & Vehicles (SE&V) Program Office. (CDRL A002, DI-MISC-80508B, Technical Report – Study/Services) The report shall include the agent concentration and fireball generation testing methodologies, the number of tests and the various testing scenarios employed during the testing and the results of each test. The Contractor shall deliver the Test Report electronically within 30 calendar days of test completion IAW A002.

APPENDIX A – AGENT CONCENTRATION TESTING
1. Ensure vehicle is clean and free of debris prior to test
2. Remove fire extinguishers from vehicle
3. Unpack, refill equipment and set up mobile refill station
4. Install Agent Concentration Test modules into vehicle as defined by test plan or by using The
Contractor determination and as approved by the Government
5. Set up Agent Concentration Test Kit IAW The Contractor procedures
6. Route 10m Agent Concentration Test kit cables from module locations to data acquisition unit through hatch/port in vehicle
7. Set up Agent Concentration Test Kit and perform a functional test.
8. Assemble and charge test fire extinguishers
9. Install test fire extinguishers into vehicle
10. Route extinguisher electrical cables from firing box into vehicle
11. Inflate and install mannequins and/or other test gear to simulate operational vehicle
12. Perform final module inspection
13. Connect extinguisher firing lines
14. Close up vehicle (hatches, ramp, etc.)
15. Perform final safety check and system check
16. Initiate test (1) at FULL STOW/NO-AIR
17. After five (5) minutes open vehicle doors to allow vehicle to ventilate (10 minutes minimum)
18. Perform on-site data review of test.
19. Perform agent fill or extinguisher discharge adjustments as required.
20. Remove test extinguishers, reset, and refill.
21. Re-install test extinguishers
22. Perform pre-test system inspection
23. Initiate test (2) at OPERATIONAL AIR/HATCHES OPEN
24. After five (5) minutes open all vehicle doors to allow vehicle to fully ventilate (10 minutes minimum).
25. Perform on-site data review of test.
26. Perform agent fill or extinguisher discharge adjustments as required.
27. Remove test extinguishers, reset, and refill.
28. Re-install test extinguishers
29. Perform pre-test system inspection
30. Initiate test (3) at MAXIMUM VOLUME/EMPTY VEHICLE
31. After five (5) minutes open all vehicle doors to allow vehicle to fully ventilate (10 minutes minimum)
32. Perform on-site data review of test.
33. Following test 3, remove agent concentration test modules, cables, mannequins, and test extinguishers.

APPENDIX B – SENSOR STIMULATION TESTING
1. Survey vehicle and identify fireball generator installation location(s).
2. Ensure vehicle is clean prior to test
3. Remove fire extinguishers from vehicle
4. Install Fireball Generator as defined by test plan or by using The Contractor determination.
5. Set up Fireball Generator control unit on table at least 50 feet from vehicle
6. Route cabling between control unit and Fireball Generator
7. Set up Oscilloscope to capture fireball generator start, optical sensor detection, and extinguisher valve drive signals.
8. Set up high speed camera
9. Perform a functional test of triggering setup (no fireball)
10. Assemble and charge test fire extinguishers
11. Install test fire extinguishers into vehicle
12. Perform functional test of vehicle AFES using 422628 test set
13. Perform final system inspection
14. Connect fire extinguishers to system and ensure system is ON
15. Pour fuel into fireball generator reservoir
16. Close up vehicle (doors/hatches)
17. Start fuel heater to heat fuel to desired temperature
18. Perform safety inspection to ensure all personnel are away from the vehicle site
19. When fuel is at proper temperature, initiate glow plug.
20. Give the all-ready.
21. Initiate fireball test
22. After five (5) minutes open vehicle doors (SCBA personnel) to allow vehicle to ventilate (30 minutes minimum)
23. Perform on-site data review and video review of test. Sensor response time to an explosive fireball shall be 25 milliseconds or less to be deemed acceptable IAW the Agent Concentration/Fireball Generation Test Plan.
24. Remove test extinguishers, reset, and refill.
25. Re-install test extinguishers
26. Perform pre-test system inspection
27. Run Test 2 as defined by test plan following steps 3.2.3.1 through 3.2.3.26 above.
28. Test plan will validate system operation with front fire, mid-fire, and rear fire
29. Following test, remove fireball generator, cables, and test extinguishers.
