Also refer to specification Section 26 23 30 Enclosed Circuit Breakers, Part 2, 2.01.A.2. “The contractor shall program and calibrate the existing station service equipment via the existing Eaton programmable logic controller…”

Question 5: Section 26 25 43-1 Non Segregated Bus:

a) Sect 1.03 states 6 low voltage buses are to removed and replaced but on 5 transformers? The 5 low voltage buses correspond to the 5 transformers that shall be replaced. The 6th low voltage bus corresponds to the new low voltage bus that shall be installed on the load side of the existing JF Carr KRB Transformer.

Refer to specification Section 26 25 43 600-Volt Enclosed Non-Segregated Phase Bus, Part 2, 2.02. The contractor shall remove the existing four 500 Kcmil cables on the line and load side of the existing 52C circuit breaker between the JF Carr KRB Transformer and the existing station service switchgear. There is an existing outlet/disconnect system at the Keswick Main Office Building which is used to connect to the portable generator. The contractor is expected to provide a similar system. The contractor can contact Steve Holmes for a future site visit of this system.

For Question 7-8

According to Section H-Special Contract Requirements, Part 1: Special Instructions to the Contractor-Special Limitations to the Work Period.

Judge Frances Carr Powerplant Construction Start: January 11, 2018 Construction End: April 4, 2018

Spring Creek Powerplant Construction Start: January 11, 2018 Construction End: April 4, 2018

Trinity Powerplant Construction Start: October 15, 2018 Construction End: January 4, 2019

This has the work at Judge Frances Carr and Spring Creek going concurrently, then over a 5 month no work period to start Trinity.

Question 7: Would the contractor be able to store materials at Trinity during the summer no-work period if it was cost effective to have the materials for all 3 plants delivered to the Redding area at the same time?

Answer: The contractor will not be able to store materials at the Trinity Powerplant as other projects are presently scheduled.

Question 8: Would the contractor be able to work at all 3 plants concurrently January 11 to April 4 if they had the manpower and supervision to do so?

Answer: The contractor will not be approved to work all 3 plants concurrently. Please plan accordingly to Section H.

Question 9: Section 01 11 00 Scope of Work, Paragraph B; Section 26 25 13 Removing and Modifying

Existing Equipment, Paragraph 3.01 C; Section 26 25 43 600-Volt Enclosed Non-Segregated Phase Bus, Paragraph 2.02. There are confusing scope requirements between specification sections for the JF Carr non-segregated phase bus between transformer KRB and breaker 52C. Confirm we are to only extend the existing bus to the breaker and not replace it entirely from transformer KRB.

Answer: The specification requires that the contractor replace the four 500 Kcmil cables from the load side of the JF Carr KRB transformer to the existing 52C circuit breaker and from the load side of the

52C circuit breaker to the existing station service switchgear. There is no bus to extend because the existing installation is 500 Kcmil cable.

Refer to specification Sections 26 25 13, Part 3 3.01.C and 26 25 43 Part 2, 2.02.

Specification Section 01 11 00 Scope of Work, Part 1, 1.02.B.1 states that the contractor shall remove and dispose of existing aluminum low voltage busway from each station service transformer to the station service switchgear including busway enclosure, conductor…”

Specification Section 26 25 13 paragraph 3.01 C refers to the low voltage bus and bus ducts from each of the existing five transformers. JF Carr KRB Transformer is not part of the 5 transformers.

But, Section 26 25 13 paragraph 3.01 D states that the contractor shall “remove the four 500 Kcmil cables that were installed on the line and load sides of the 52C circuit breaker between the JF Carr KRB transformer and the station service switchgear. Paragraph 3.02.C states that the contractor shall

“replace the four 500 Kcmil cables that were installed on the line and load sides of the existing 52C circuit breaker (located on the load side of the JF Carr KRB transformer), with new rigid bus…”

Specification Section 26 25 43 paragraph 2.02 explains again that the contractor shall remove the existing four 500Kcmil cables and replace with new low voltage bus.

Question 10: At the site visit attendees were shown where to install remote control switches in cubicles in the control room. This work is not mentioned in the scope requirements of the IFB. Please provide scope requirements for this work.

Answer: Specification Section 26 25 13 Removing and Modifying Existing Equipment, Part 1, 1.01.A.e states “Includes cost of labor, equipment and materials required to furnish and install the new remote operation circuits, cable and corresponding conduit.”.

Refer to the amended Spec Sections 26 25 13 Removing and Modifying Existing Equipment and 26 28

30 Enclosed Circuit Breakers for additional details of the remote control switches located in the respective control rooms.
