6. Description of efforts made to maximize competition.

Market research was completed by Communications and Test Group Supervisor for this purchase using online search engines and by searching the services listed within GSA and online. There are more than one vender available to purchase the needed upgraded cards and provide the on-site instruction.

7. Determination of Fair and Reasonable Cost.

Aviat is the manufacturer of the system and IP cards. The microwave components consist of

A viat only and installation services do not have to be purchased directly from A viat. The

Governments estimate for this purchase is . It would be far more costly to have to redesign a new system and to accredit them for interconnection to the control system currently installed.

8. Description of Market Research.

Market research was conducted using online search engines and Aviat Networks sales staff to determine the cost and availability of the parts needed. Market research quotes were also received from one other vendor.

9. Any Other Supporting Facts.

By using Aviat IRU600 manufactured IP cards the installation and compatibility of the upgrade and the currently installed system is guaranteed. No other card will work when installed within the currently installed Aviat IRU600 chassis. The cost to retrain and install a new system for the upgrade could have a cost

The replacement will provide a 25% improvement in throughput. Hoover Darn is a remote site with no commercial communications. The microwave is one of two Government paths providing

WAN connectivity for both mission and IT infrastructure systems.
