1) Are construction joints allowed in the new deck concrete?

Additional joints may be allowed. Locations shall be approved by the COR. See drawing 144-D-60018 (Sheet 11) Note 3 and 03 30 00 – Cast-In-Place Concrete article 3.04, A, 4 which states “Relocation, addition, or elimination of construction joints will be subject to approval by COR”

2) What is the crane operator wage scale?

There is no prevailing rate for crane operator under the Heavy Construction Rates for Carbon County. Prospective contractors shall perform a survey to ascertain an average prevailing rate for crane operator in Carbon County. After award, the contractor shall submit a Standard Form 1444 – Request for Additional Classification and Rate prosing wage rates and fringe benefits for the Contracting Officer review and approval. The CO will then forward the request to the Department of Labor approval.

3) What is the coating on the existing stair case and handrails that get removed?

The existing stairs and handrails are galvanized steel.

4) What is the scope of surveying such that an LS is required? It appears we are matching existing in all areas.

See Amendment for changes to specification section 01 71 20 – Surveying.

5) Note 3 on drawing 144-5-60017 indicates 3” to 6” removal of concrete at the power plant deck. Conditions at the grate openings show deterioration of 15” +/-. How will the extra removal and associated costs be handled?

The contractor will be paid to the neat lines and dimensions on the drawing. Additional excavation may be required by government and will be treated as a change to the contract.

Over- excavation by the contractor beyond the neat lines on the drawings, or beyond additional excavation as directed by government, will not be included in the payment.

6) Can the existing stop logs be removed prior to the start of the remedial work? If so, can they be stored in the immediate contractor use area?

Yes- existing stop logs can be removed prior to the start of the remedial work. Yes- they can be stored in the immediate contractor use area or elsewhere. They are not limited to keeping the stop logs in the immediate contractor use area, but need to be approved by

COR.

7) Once the existing stop logs are removed, can you identify if there is a need to reinstall them prior to the new stop log installation?

No- the new stop logs have to be fit tested and approved before we will know if they work.

If they work, we will not need the old ones reinstalled.

8) Is the submersible pump that is sitting on the power plant deck typical of the stop log pumps to be reinstalled in the new stoplogs?

Yes

9) Existing monorail support column plates will require the removal of up to 6” of concrete deck under the plate. Will a non-shrink type of grout replacement be necessary similar to the current installation?

No, non-shrink grout is not required. Concrete repair under the plates would be acceptable.

10) Is “engineered” temporary support of monorail columns required to accommodate the moving of the stoplogs during repair?

No- We do not require the hoist to be operational during that time. If the contractor was going to use the hoist, then it would have to be braced for loading.

11) Please reference Section 05 50 00-7 regarding Floatation device: Can you please clarify the PSF live load and how this device is to be incorporated into the project?

The platform was designed for a live load of 100 psf (pounds per square foot). The flotation device is attached underneath the platform grating and between the channel beams as shown on drawing 144-D-60030 (sheet 23). The live load requirement in Specification Section 05 50 00 Metal Fabrications paragraph 2.04 A.1.c will be addressed in a separate amendment.

12) Can you please identify any contractor jib crane or monorail crane maintenance that will be required?

The maintenance of the jib crane and monorail crane will be done by BOR personnel.

13) Please reference Section 01 14 12.C.a regarding the stairs –“Do not use”. Can you please clarify if limited personnel use is permitted or is stair use totally off-limits?

Use of the stairs for construction purposes, such as hauling tools, equipment, and materials is not permitted. The stairs from the road to the powerplant deck may be used for pedestrian traffic only, limited to three persons at a time, and used in accordance with the RSHS. The stairs from the powerplant deck to the top of the tailrace training wall shall not be used at all.

14) Crane Use: Contractor use of the jib and monorail crane could be intermittent throughout a particular day. Can you please clarify how this might be accomplished as to appropriate notification for the USBR operator(s)?

The coordination of the crane operator will be in accordance with Section 01 54 20, 1.06 Scheduling.

15) Section 03 01 31-11.3.04.b – Secondary cleaning may not be feasible at vertical repair areas requiring forms. Is primary cleaning adequate?

Secondary cleaning is required unless contractor submits and gets approval of an alternate concrete removal and repair plan indicating otherwise.

16) Will the contractor be required to maintain access roads, wash-boarding, snow removal, etc., during or after project completion? Please reference 01 55 00-3.06.

Maintenance of access roads, wash-boarding, snow removal, etc. will be required during project to complete contractor tasks. Snow removal may be performed by Reclamation powerplant staff for their normal work days at the powerplant. Any additional snow removal for the contractor’s operations will be the contractor’s responsibility.

17) Will flag cars be required for routine concrete truck delivery?

Contractor shall follow all applicable traffic laws.

18) Section 02 89 30 pertaining to coal tar products is extensive. Can the contractor assume the existing stop logs are the limit of coal tar coating to be encountered? Do the requirements of this section apply to the handling and moving of the stoplogs? Does a ABIH certified CIH have to review the procedure prior to any contractor moving or handling of the stoplogs? Do the stop log gates have to be considered hazardous waste debris in accordance with 40 CFR 262 Subpart B before moving or transporting onsite or to final disposal?

Specification Section 02 89 30 Removal and Disposal of Equipment Coated with Coal Tar Products, paragraph 1.08 A 1 and 2 states the test results in Specification Section 51 00 20 Analytical Laboratory Results is for the stop logs and lifting beam.

Paragraph 1.04 D RSN 02 89 30-3 Plans, require the removal plan to be signed and sealed by the CIH. Paragraph 1.03 C requires the CIH to be certified by ABIH. Table 01 33 00A List of Submittals requires the plan to be submitted at least 28 days before removing the gates.

Please refer to 40 CFR 262.11 for the determination if stop log gates are classified as hazardous waste. If Contractor elects not to test, then stop log gates are assumed to be hazardous waste debris to be moved and transported in accordance with 40 CFR 262 Subpart B.

19) Please reference Section 02 89 30-6 Part 3.01: Assuming the stop logs have coal tar coatings, does the moving and transporting of the gates automatically characterize them as solid waste debris or is this a CIH onsite consideration?

Please refer to 40 CFR 262.11 for the determination if stop log gates are classified as hazardous waste. If Contractor elects not to test, then stop log gates are assumed to be hazardous waste debris to be moved and transported in accordance with 40 CFR 262 Subpart B.

20) Is there a maximum elevation of the tailrace water other than the 6147.0 top of retaining wall that could be used as a basis for dewatering? (Per the 500 cfs per section 01 14 1) Per Spec Section 01 14 12 1.03.B.2 states the estimated tailwater elevation at 500cfs is approximately 6144.6.

21) What is the width dimension of the contractor use area at the dam? Can we assume the existing width minus a 10’ lane for dam/powerplant access per section 01 55 00 3.03.D?

(“Maintain a 10’ wide lane”)

The dimension of the contractor use area at the dam will be the existing width minus a 12 foot width for a one-way traffic lane.

22) Can the water that the contractor discharges through dewatering efforts be pumped directly into the river?

Water from the stilling basing may be discharged into the river unaltered as long as it meets the requirements of 01 57 30 – Environmental Controls.

23) Section 09 96 20, page 15 has a tabulation of coatings for the sump pump fittings yet there is no coating material specified, or number and thickness of coats, or surface prep requirements, please clarify The coating on the sump pump fittings are factory applied.

24) Section 03 01 31 page 5 calls for several products for cementitious repair materials – which spall area receives these products?

Section 03 01 31- Article 2 Products paragraph 2.03 provides several products as options to the contractor. This section also allows for the contractor to submit for an approved equal for cementitious repair material. It is the contractor’s option to use any of these cementitious repair materials or the magnesium phosphate based repair materials for spall area repair.

25) Section 03 01 31 page 6 calls for magnesium phosphate base repair materials – which spall area receives this product?

It is the contractor’s option to use either cementitious repair materials or magnesium phosphate based repair materials for spall area repair.

26) Is there a possibility that the monorail hoist and beam will be put into use for stoplog removal/install during the time when the concrete under the monorail posts has been removed but before the new concrete has been placed?

Yes, the maintenance of the units will need to be accomplished beginning January 1, 2016 and the draft tube stop logs will need to be placed at that time. The contractor will need to coordinate the construction activities in conjunction with the maintenance activities of the

BOR.

27) The specification requires the new stoplogs be installed and leak tested in all 5 power plant openings. What is the condition of the stoplog guides in each opening? Is there a chance that we may fail a leakage test due to corroded concrete in the stoplog guides? How will this be addressed?

The stoplog guides were inspected by the BOR dive team and found to be in good condition.

28) Section 34 04 10 page 2, Part 3 Execution, 3.01.C.3 states “ Contractor shall not work in area during maintenance” - What is the term maintenance referring to?

Maintenance is referring to work needing to be accomplished on the jet flow gates. It is not anticipated that maintenance will be performed on the jet flow gates.

29) Section 01 14 12 page 1, 1.03. C,1.a states “ Do not use the stairs” – Please verify the existing stairs are not to be used in any fashion and all access to the power plant deck and river outlet works will be by other means in all cases.

Refer to No. 12 above

30) Section 01 14 12 page1, 1.03,A.2.b – please clarify if this section applies to equipment being moved to the site on the county road and the access road to the dam, or if it just applies to moving cranes at the designated staging area adjacent to the power plant.

It just applies to moving cranes at the designated staging area adjacent to the powerplant.

31) Plan sheet 60010, 60011, and 60013, at the top of concrete repair area 10, there is an 8.5” steel pipe protruding from the retaining wall. The plan note states to remove and replace this pipe. What are the limits of removal for this pipe? What is the new material and does it get some sort of coating?

Replace in kind with the same material and size of pipe as existing pipe. It’s intended that the concrete removal and replacement would be the thickness of the wall at this location.

Remove concrete as required to remove and replace pipe. A coating is not required.

32) Please reference Section 01 14 12 - Work Restrictions, 1.03.A.2.b regarding the utilization of mobile crane. Our analysis of the requirements for a timely completion of the project will require a small crane onsite to facilitate dewatering, stop log installation, stair installation, and miscellaneous hoisting. This crane can be of the "rough terrain" variety with an approximate capacity of 25 tons. Section "b" of the specification restricts crossing under the existing powerline with any crane. Is that the intent? If so, what are the restrictive guidelines as to how often the power line can be shut down and for what periods of time?

The lower hanging phone line can be taken down as needed with little issue to our operations. The 2400V line just downstream of the river outlet works is the supply to the Microwave Communication tower on Seminoe Peak and Seminoe Camp. The line can be deenergized for a short time as it will need to be powered by a generator. At least 30 days notice is required to coordinate with WAPA prior to deenergization. The 115 kV line further upstream will require at least 30 days notice to WAPA to be energized and can only be deenergized for short durations.
