CLE ELUM WOOD FLUME REPLACEMENT

YAKIMA PROJECT, WA

FOREWORD

The principal components of the work to be performed under these specifications include selective site demolition of existing wood flume, and installation of new wood fume. Work is located at Cle Elum Dam, in Kittitas County, WA.

A pre-bid site visit will be conducted in accordance with the Clause in Section L entitled “Site Visit - Construction.” Offerors are strongly urged to participate in the site visit.

Failure by bidders to inspect the site will not relieve them of the responsibility of properly estimating the difficulty or cost of successfully performing the work in accordance with the specifications and within the allowed time. Attendees are to provide and wear safety boots, hard hats, safety glasses with side shields, and safety vests.

1.04 DEFINITIONS

PART 1 GENERAL

1.03 SUBMITTALS

A. Submit the following in accordance with Section 01 33 00 - Submittals:

1. RSN 01 14 10-1, Land Use and Landscape Rehabilitation Plan:

a. For each Contractor use site on Government land.

1) Show use location and extent of impact. Uses include but are not limited to the following:

a) Buildings and service areas including offices, shops, warehouses, storage areas, fuel and oil storage areas, and fabrication yards.

b) Parking areas, temporary roads, and haul routes.

c) Utilities including air, power, and water lines; fire hydrants;

and compressor station.

d) First-aid and medical facilities.

e) Areas for processing, storing, and disposing of waste materials from construction operations.

f) Temporary fences.

3) Describe methods to protect, and repair if damaged, existing improvements and utilities at or near the jobsite.

b. Submit revised drawings of changes in use of Government land made during design and erection stages or after use of Government land is in operation.

1.04 PROJECT CONDITIONS

A. Government land as shown on drawings may be used for required construction facilities.

B. When private land is used for construction facilities, or other construction purposes, make necessary arrangements associated with use of private land.

C. Location, construction, operation, maintenance, and removal of construction facilities on Government land will be subject to approval of the COR.

D. Do not interfere with work of other contractors or the Government in vicinity, or with reservations made by the Government for use of such land.

E. Housing for construction personnel will not be permitted on Government land, except housing for guards or watchmen as may be approved by the COR.

1.05 RESERVOIR WATER SURFACE ELEVATIONS

A. Prospective offerors and the Contractor are alerted and cautioned that construction of the required features may not be performed when the reservoir elevation is above the spillway floor at elevation 2223’.

B. The construction period for replacement of the wood flume will be from August 2015 to April 2016, as reservoir elevations and weather conditions allow.

C. Figure 1, located in Section 51 10 20 – Historic Water Elevations, provides information on historic water surface elevations for Cle Elum Reservoir for the calendar years 1994 to 2014 and is included to illustrate the historic fluctuations of Cle Elum Reservoir. The Government assumes no responsibility for any deductions, conclusions, or interpretation that may be made from them.

1.06 FACILITY OPERATION

A. The Government will operate Cle Elum Dam and Reservoir facilities during the construction period to comply with water rights and contract obligations to deliver stored water. Reservoir operations will not be materially altered to accommodate construction.

B. Large and maximum floods for this facility have large snowmelt components. In event of flooding, Reclamation would strive to notify the Contractor of impending flood and expected operation as soon as possible.

C. The spillway of Cle Elum Dam is 201-feet wide and is located at the right abutment adjacent to the outlet works. The spillway consists of a concrete-lined, open channel section controlled by five 37-foot wide by 17-foot tall radial gates. The spillway crest is at elevation 2223’. There is a 19-foot by 201-foot, 5 span, combination bridge operating deck across the gate structure. Water released for irrigation and downstream flow is typically delivered via the outlet works and not through the spillway.

D. The existing wood flume will be in operation during Spring 2015. The flume will cease operation on or before July 1, 2015.

E. The outlet works of Cle Elum Dam is a 14 foot diameter tunnel which discharges into the spillway near Station 13+76. The invert elevation of the tunnel is 2108’.

F. Normal flows delivered into the spillway via the outlet works are as follows.

August1: 3500 to 3800 cfs August 15: 2700 cfs September 1: 1000 cfs September 15: 260 cfs October 1 and remainder of winter: 220 cfs

G. The proposed end of the flume is Station 13+60 at Elevation 2123.67’. Records indicate water surface elevations in the Cle Elum River, near the spillway, fluctuate between elevation 2108’ and 2113’ during normal operations.

3.01 CLEANING

A. Construction equipment: Before bringing on site, clean construction equipment to remove dirt, vegetation, and other organic material to prevent introduction of noxious weeds, and invasive plant and animal species.

B. Contractor cleaning procedures shall result in equipment being cleaned as well or better than the procedures described in USBR Cleaning Manual.

C. The COR will inspect construction equipment following procedures described in USBR Cleaning Manual before allowing the equipment onsite.

3.02 RESTORATION

A. Restore temporary construction roads to original contours and make impassable to vehicular traffic when no longer required.

A. Prepare a separate Schedule of Values for each CLIN under the Contract.

B. Upon request of COR, provide documentation to support the accuracy of the Schedule of values.

C. Lump Sum Work:

1. Reflect specified allowances and alternates, as applicable.

2. List bonds and insurance premiums, mobilization, demobilization, preliminary and detailed progress schedule preparation, equipment testing, facility startup, and contract closeout separately.

D. An unbalanced or front-end loaded schedule will not be acceptable.

E. Summation of the complete Schedule of Values representing all the Work shall equal the Contract Price.

1.03 PAYMENT

A. Payment for all Lump Sum Work shown or specified in Contract Documents is included in the Contract Price. Payment will be based on a percentage complete basis for each line item of the accepted Schedule of Values.

INTERNET BASED PROJECT MANAGEMENT WORK FLOW SYSTEM

PART 1 GENERAL

1.01 COST

A. Include in prices offered in the schedule for other items of work.

A. PMWFS - Project Management Work Flow System.

B. RFI - Request for Information.

C. RFP - Request for Proposals.

D. DIR - Daily Inspection Report.

E. CM - Contract Modification

1.03 SUBMITTALS

A. Submit in accordance with Section 01 33 00 - Submittals:

1. RSN 01 31 30-1, Qualifications.

a. Experience, number of systems operating, references. Include screen shots demonstrating capability to meet the requirements of these specifications.

2. RSN 01 31 30-2, System Documentation.

a. Documentation of the capabilities of the proposed system.

1.04 QUALIFICATIONS

A. The system provider shall have at least 5 years of experience in providing the services required by this Section.

B. Provide a list of at least three references for projects of similar size and complexity including current telephone numbers.

1.05 SCOPE

A. The PMWFS shall generate, store, track, categorize and manage all construction documentation. Construction Documentation includes, but is not limited to: Submittals (typically .pdf files of text documents or drawings); RFIs and RFPs; Contractor Proposals; Value Engineering Proposals; Reclamation’s Daily Inspection Reports;

Invoices and Progress Payments; Construction Schedules; Meeting Agendas and Meeting Minutes; Correspondence (Letters), Memos and Deficiency Notices; and similar documents and responses. Documentation may be prepared by the Construction Contractor (for example, Submittals, RFIs or Invoices) or by Reclamation (for example, Submittal Responses, Responses to RFIs, RFPs, or Payments).

B. Reclamation shall be able to easily access documents and to track when documents were, created, received, read, returned, edited, and closed by date and user as well as determine the status of the documents (for example, Under Review or Returned, Approved, or Rejected). Reclamation shall be able to generate reports that list and sort the documents by status (for example, all submittals that have been approved, invoices paid to date, RFIs under review) as well as generate alerts when documents requiring review exceed allowable review time. Document generation shall include submittals and RFIs (by the Contractor) as well as responses (by Reclamation, which will incorporate reviewer comments), DIRs and Meeting Minutes, RFPs and Contract Modifications, Payments, and correspondence.

C. Documents may be generated by either the Contractor or by Reclamation. Each party (Contractor or Reclamation) needs the capability to maintain document security within its organization, including creating, submitting, reviewing, commenting and editing, and responses unless/until it chooses to share it with the other party. Each party shall be able to determine which documents and selected response or responses and comments to share. Once documents are shared, they shall be secured so that no changes can occur without a record of the changes being made. The PMWFS shall be capable of producing a complete and logically organized set of all documents within the PMWFS in both .pdf and .xml format. The documents shall be downloadable to ftp sites where Reclamation and other organizations can each access their own data confidentially.

PART 2 PRODUCTS

2.01 WORK FLOW SYSTEM

A. EADOC software as developed by EADOC LLC, 436 14th Street, Suite 150, Oakland CA 94612, 510-903-9658, eadocsoftware.com, or equal, with the capability of meeting the salient characteristics and requirements contained in Article 1.05 and Article 3.01 of this Section.
