1.05 QUALITY ASSURANCE

A. Quality standards and inspection stamps:

1. Dimension lumber: Meet requirements of WWPA G-5 grading rules. Stamp with official stamp of inspection association.

2. Preservative-treated materials: Stamp with quality mark of an inspection agency accredited by American Lumber Standards Committee (ALSC).

1.06 DELIVERY, STORAGE, AND HANDLING

A. Protect wood materials from contact with moisture during shipment, storage, and handling.

B. Store wood materials off ground, under cover, and properly supported to prevent damage and distortion.

PART 2 PRODUCTS

2.01 DIMENSIONAL LUMBER

A. Species:

1. Douglas Fir or Western Larch.

B. Grade:

1. Select structural.

C. Dressed finish: Surfaced four sides (S4S).

D. Moisture content: 15 percent, maximum, at shipment.

2.03 ACCESSORIES

A. Concrete Anchors:

1. Adhesive anchors: All-thread anchor rod, nut, washer, and adhesive capsule manufactured by HILTI, PO Box 21148, Tulsa OK 74121; Rawlplug Company, Two F.B. Powers Square, New Rochelle NY 10802; Williams Form Engineering Corp., PO Box 7389, Grand Rapids MI 49510; or equal, having the following essential characteristics:

a. Rods with rolled threads: Stainless steel, type 304.

b. Resin adhesive: Hilti HIT-RE 500 or equal, for fastening into solid base material such as concrete, grout, or stone.

c. Minimum allowable bond/concrete capacity: 8,800 pounds for 3/4-inch-diameter rods when installed in 4,000 pounds per square inch compressive strength concrete.

B. Wall frame connections:

1. Equal to A35 framing angles as manufactured by Simpson Manufacturing Company, 4120 Dublin Road, Suite 400, Dublin CA 94568, telephone 925-560- 9000 with the following essential characteristics:

a. Galvanized, 18 gauge.

b. Maximum allowable load: 450 pounds.

C. Adhesive: Equal to “Liquid Nails” as manufactured by ICI Macco, 925 Euclid Ave, Cleveland, OH, 44115; with the following salient characteristics:

1. 7 day shear strength= 425 psi.

2. 20 year life.

D. Light duty exterior waterproofer: Equal to “Thompson’s Water Seal Multi-Surface Waterproofer” as manufactured by The Thompson’s Company, 10136 Magnolia Drive, Olive Branch, MS 38654, www.thompsonswaterseal.com; with the following salient characteristics:

1. Minimum water repellent efficiency of 60%, in accordance with ASTM D 4446.

E. Waterproof coating system: Equal to “105 System, 105 Epoxy Resin/205 Fast Hardener” as manufactured by Gougeon Brothers Inc., PO Box 908, Bay City, MI 48707, www.westsystem.com; with the following salient characteristics:

1. Provide stainless type 304 washers and nuts suitable for 5/8 inch all thread anchor rod.

2. Contractor to verify existing thread count of anchors.

G. Screws, nails, and fasteners: Type and size suitable for application with noncorrosive finish.

H. Wire mesh:

1. Square opening

3. Maximum opening size: 1/8 inch

I. Wood preservative: Equal to “Woodlife Coppercoat” as manufactured by Rust-Oleum Corporation, 11 Hawthorn Parkway, Vernon Hills, IL 60061, www.rustoleum.com; or “Copper-Green Wood Preservative” as manufactured by Green Products Company, 810 Market Avenue, Richmond, CA 94801, www.coppergreen.com; with the following salient characteristics:

1. Protects wood against rot, decay, and moisture damage.

2. Suitable for treating cut ends of pressure treated lumber.

3. Available in form suitable for either brush or spray application.

PART 3 EXECUTION

3.01 WOOD FLUME INSTALLATION

A. New flume location shall be the same as existing flume location.

B. Install rigid, level, plumb, and in alignment with adjacent work.

C. Do not shim or patch work.

D. Replace split pieces.

E. Install metal connectors in as shown on drawings.

F. Bore bolt holes straight and true from one side of lumber.

1. Make holes 1/16-inch larger than bolt diameter.

G. Care of pressure treated dimensional lumber shall be in accordance with AWPA M4, except that bored holes shall be sprayed with wood preservative, prior to installing bolts or connectors.

H. Cut ends of pressure treated dimensional lumber shall be treated with wood preservative, in accordance with AWPA M4.

3.02 ANCHORS

A. Existing embedded anchors shall be used for the new wood flume.

B. In case of missing or damaged anchors, or as directed by COR, the contractor shall remove and replace 50 anchors:

1. Remove existing anchor by cutting or grinding flush with the spillway floor.

2. Use suitable adhesive anchors meeting requirements of this section in lieu of embedded concrete inserts shown on drawings.

3. Drill holes for anchors straight and true and of diameter recommended by anchor manufacturer.

4. Install anchors in accordance with manufacturer's recommendations.

5. Follow manufacturer=s recommendations when embedded steel or reinforcement is encountered during drilling for anchors.

6. When drilling water is used, clean surfaces of concrete to remain exposed immediately to prevent discoloration.

7. Install new anchors suitable for use in the replacement wood flume within 12-inches of missing or damaged anchors.

3.03 ADHESIVE APPLICATION

A. Apply adhesive in accordance with manufacturer’s recommendations.

3.04 LIGHT DUTY EXTERIOR WATERPROOFER

A. Apply light duty exterior waterproofer to plywood edges and faces exposed to weather, on the exterior face of the wood flume.

B. Do not apply light duty exterior waterproofer to plywood receiving waterproof coating system.

C. Prepare surfaces and install waterproofer in accordance with manufacturer’s instructions.

3.05 WATERPROOF COATING SYSTEM

A. Apply waterproof coating system to plywood edges and faces on the inside face of the wood flume, where plywood will be in contact with flowing water.

B. Prepare surfaces and install coating system in accordance with manufacturer’s instructions.

3.06 DISPOSAL

A. Marine plywood: Dispose of as combustible material, in accordance with Section 01 74 10.

B. Pressure-treated lumber: Dispose of as noncombustible material, in accordance with Section 01 74 10 and the requirements of AWPA M4.

C. All other materials used for flume construction: Dispose of as noncombustible material, in accordance with Section 01 74 10.

(3) Keep records that shall at least include for each employee the name, address, telephone number, construction grade, union affiliation (if any), employee identification number, social security number, race, sex, status (e.g., mechanic, apprentice, trainee, helper, or laborer), dates of changes in status, hours worked per week in the indicated trade, rate of pay, and locations at which the work was performed. Records shall be maintained in an easily understandable and retrievable form;

however, to the degree that existing records satisfy this requirement, separate records are not required to be maintained.

(o) Nothing contained herein shall be construed as a limitation upon the application of other laws that establish different standards of compliance or upon the requirements for the hiring of local or other area residents (e.g., those under the Public Works Employment Act of 1977 and the Community Development Block Grant Program).

I.43. 52.222-35 EQUAL OPPORTUNITY FOR VETERANS (JUL 2014)

(a) Definitions. As used in this clause—

“Active duty wartime or campaign badge veteran,” “Armed Forces service medal veteran,” “disabled veteran,” “protected veteran,” “qualified disabled veteran,” and “recently separated veteran” have the meanings given at FAR 22.1301.

(b) Equal opportunity clause. The Contractor shall abide by the requirements of the equal opportunity clause at 41 CFR 60-300.5(a), as of March 24, 2014. This clause prohibits discrimination against qualified protected veterans, and requires affirmative action by the Contractor to employ and advance in employment qualified protected veterans.

(c) Subcontracts. The Contractor shall insert the terms of this clause in subcontracts of $100,000 or more unless exempted by rules, regulations, or orders of the Secretary of Labor. The Contractor shall act as specified by the Director, Office of Federal Contract Compliance Programs, to enforce the terms, including action for noncompliance. Such necessary changes in language may be made as shall be appropriate to identify properly the parties and their undertakings.

I.44. 52.222-36 EQUAL OPPORTUNITY FOR WORKERS WITH DISABILITIES (JUL 2014)

(a) Equal opportunity clause. The Contractor shall abide by the requirements of the equal opportunity clause at 41 CFR 60-741.5(a), as of March 24, 2014. This clause prohibits discrimination against qualified individuals on the basis of disability, and requires affirmative action by the Contractor to employ and advance in employment qualified individuals with disabilities.

(b) Subcontracts. The Contractor shall include the terms of this clause in every subcontract or purchase order in excess of $15,000 unless exempted by rules, regulations, or orders of the Secretary, so that such provisions will be binding upon each subcontractor or vendor. The Contractor shall act as specified by the Director, Office of Federal Contract Compliance Programs of the U.S. Department of Labor, to enforce the terms, including action for noncompliance. Such necessary changes in language may be made as shall be appropriate to identify properly the parties and their undertakings.

(iv) In paragraphs (i) through (iii), supervised access means the individual’s access to, and movement within, a facility is monitored and controlled sufficiently to prevent access to any unauthorized areas, equipment, or information; and the individual’s access to an information system is monitored and controlled sufficiently to ensure appropriate use of the system and information, and to prevent access to any unauthorized systems or information. Supervision must be performed by an individual with an active Government-issued PIV Card.

(3) The Contractor shall furnish to the COR an alphabetical list of contract personnel, to include subcontractors, who will require access to a Government facility or information system. The list shall provide the full name, social security number, date of birth, place of birth, purpose or job title, and the estimated duration of access. If the Contractor believes an individual should be issued a temporary identification card or visitor identification badge in lieu of a PIV Card based on the conditions in paragraph (4), then the Contractor must also submit a sufficient written justification as to why the specific individual or individuals will not need a PIV Card. The Contractor shall provide this information before the start of contract performance, or before the start of an individual’s performance when there is a change or addition of personnel, with sufficient time to ensure that performance is not delayed by compliance with credentialing processes.

(4) Any contract employees that will be issued a temporary identification card or visitor identification badge, in lieu of a PIV Card, at the Government’s sole discretion, will be subject to the security procedures in place at Cle Elum Dam.

(5) Any contract employees that will be issued a PIV Card will be subject to the following credentialing procedures:

(i) For Contractor employees needing a PIV Card, as determined by the Government, the CO or COR will initiate the e-Qip electronic background investigation process, and give the Contractor instructions for completing the background investigation and PIV Card process. As part of the PIV Card process, each Contractor employee shall be required to appear in person at a Government PIV Enrollment Station to have personal identity verification documents verified, have a photograph taken, be fingerprinted, and to pick up and activate the PIV Card when completed. The Contractor must make its personnel available at the place and time specified by the COR in order to initiate this process.
