SECTION 01 55 00

VEHICULAR ACCESS AND PARKING

PART 1 GENERAL

1.01 COST

A. Include in prices offered in the schedule for other items of work.

1.02 REGULATORY REQUIREMENTS

A. Meet requirements established by jurisdictional authority for use of existing roadways and haul routes; including seasonal or other limitations or restrictions, payment of excess size and weight fees, and posting of bonds conditioned upon repair of damage.

B. Comply with applicable regulations for haul routes over public highways, roads, or bridges.

1.03 SITE CONDITIONS

A. Rights-of-way for access to work from existing roads will be established by the Government.

1. In accordance with the clause at FAR 52.236-10, “Operations and Storage Areas,” use only established roadways, parking areas, and haul routes; or temporary roadways, parking areas, or haul routes constructed by the Contractor when and as authorized by the CO.

2. Subject to the clause at FAR 52.249-10, “Default (Fixed-Price Construction),” unavailability of transportation facilities or limitations thereon shall not become a basis for claims for damages or extension of time for completion of work.

1.04 ACCESS TO WORK

A. Access to dam: paved county road from State Highway 903 to Cle Elum Main Dike and Dam.

1. Coordinate with COR for keys to gate

2. Gate shall be kept closed and locked when not in use

B. Access to spillway: Over spillway bridge, through lockable chain link gate, dirt ramp from southwest abutment, across reservoir bed, and onto concrete spillway apron.

C. Alternate access to spillway: Via Suncadia Resort, then via dirt ramp from southwest abutment, across reservoir bed, and onto concrete spillway apron. Directions through Suncadia:

1. At the Bullfrog Road exit on I-90, set odometer to 0. Travel north on Bullfrog Road (a paved collector road), crossing the Cle Elum River at 0.5 miles. At 0.9 miles, turn left on Tumble Creek Drive (paved residential road). Pass the guard station for Suncadia. Coordinate with COR for access privileges through the guard station. Continue north west on Tumble Creek Drive, crossing the Cle Elum River at 2.2 miles. The bridge has a 16’ height limit and H-20 load rating.

At mile 3.4, pass Jenkins Drive, an alternate access route from the Bullfrog Road.

At mile 4.9, Tumble Creek Drive becomes a single lane dirt track. Continue on the dirt track, veer right at mile 5.05 and turn right at mile 5.2 onto a dirt track running east-west. At mile 5.4 turn left onto a dirt track heading north. Cross Domerie Creek at mile 6.1. At mile 6.4, turn left onto a dirt track heading west (up river). Veer left at mile 6.45. Veer right at mile 6.8. Continue north to the dam spillway at mile 7.0

D. Access to downstream spillway floor: through radial gate bay; coordinate with COR to raise gate.

1.05 ACCESS LIMITATIONS

A. Spillway bridge is limited to 10 ton, 8-foot wide vehicles and mobile equipment.

Contractor’s employees in personal vehicles are not allowed past the yellow gate on Lake Cle Elum Dam Road.

B. Contractor vehicles using the spillway floor are limited to a Gross Vehicle Weight (GVW) of less than 10 tons.

C. Contractor vehicle wheel loadings and equipment loads are not permitted within 8 feet of the outside of the spillway walls.

D. Contractor access through Suncadia is limited as follows:

E. Between hours of 7 a.m. and 7 p.m.

F. No access on weekends.

G. No access on the following holidays: Labor Day, Thanksgiving, Christmas, New Year’s, Memorial Day, and July 4th.

H. Contractor’s employees in personal vehicles are not allowed to access the site through Suncadia.

1.06 PARKING

A. Contractor’s employees in personal vehicles park in the gravel parking lot located north of the yellow gate on Lake Cle Elum Dam Road.

B. Contractor vehicles or equipment park in established cleared areas on Government land, subject to the approval of the COR.

1.07 PARKING LIMITATIONS

A. Contractor vehicle or equipment parking is not allowed on the dam.

2.01 MATERIALS

A. Materials to maintain and repair existing roadways, parking areas, and haul routes: In accordance with requirements of jurisdictional authority.

PART 3 EXECUTION

3.01 EXAMINATION

A. Investigate condition of available public or private roads for clearances, restrictions, bridge-load limits, bond requirements, and other limitations that affect or may affect access and transportation operations to and from the jobsite.

3.02 ESTABLISHED ROADWAYS AND PARKING AREAS

A. Established roadways and parking areas shown on the plans are available for the Contractor's use subject to existing restrictions and approval of the COR.

2. Minor grading and shaping of the established access ramp on the southwest side of the dam is permissible. Clearing trees or importing fill to improve the ramp is not permitted.

3.03 MAINTENANCE

A. Maintain roadways, parking areas, and haul routes in a sound, smooth condition.

B. Snow removal for convenience of the Contractor or to facilitate work operations of the Contractor is considered to be normal required maintenance.

3.04 REPAIR

A. Promptly repair ruts, broken pavement, potholes, low areas with standing water, and other deficiencies to maintain road surfacing and drainage in original or specified condition.

3.01 PROGRESS CLEANING

A. Keep work and storage areas free from accumulations of waste materials and rubbish.

3.02 FINAL CLEANUP

A. Remove temporary plant facilities, buildings, concrete footings and slabs, rubbish, unused materials, concrete forms, and other similar materials which are not part of permanent work.

B. Leave premises "broom clean."

3.03 SOLID WASTE DISPOSAL

A. Combustible, solid, construction or demolition waste materials: Transport to burn pit located on north side of main dike (see site plan). Mound up timbers and plywood in a pile at center of burn pit. Miscellaneous metal fasteners and framing angles attached to the timbers and plywood do not need to be removed before transporting them to the burn pit.

B. Noncombustible, solid, construction or demolition waste: Dispose by removal from jobsite.

C. Disposal by removal:

1. Dispose of waste materials at a permitted landfill. Make arrangements with owner for use of landfill and pay required fees.

D. Do not burn waste materials.

E. Do not bury waste materials.

3.04 HAZARDOUS WASTE DISPOSAL

A. Recycle hazardous waste whenever possible.

B. Provide a hazardous waste manifest for approval and signature.

C. Transport hazardous waste in accordance with 40 CFR 263.

D. Dispose of waste materials known or found to be hazardous at a treatment or disposal facility approved by the Reclamation Hazardous Materials Coordinator or designee.

E. Ensure land disposal of hazardous waste is in accordance with 40 CFR 268.

F. Provide a returned signed original hazardous waste manifest following acceptance of waste at the designated facility.

3.05 SITE ASSESSMENT

A. Upon completion of work, perform site assessment at following areas for work done under these specifications:

1. Hazardous waste accumulation areas.

2. Petroleum dispensing and storage areas, and hazardous material storage areas where aggregate storage of petroleum or hazardous materials at jobsite was over 110 gallons.

B. Employ qualified environmental consultant to perform assessments.

C. Demonstrate and document by appropriate analytical sampling that site contamination is less than State action cleanup levels.

3.06 RECORDS

A. Keep records of types and amounts of waste materials produced.

D. Accurately place reinforcement:

1. Place reinforcement as shown on standard drawing 40-D-6263, unless otherwise shown on reinforcement design drawings.

2. Unless otherwise prescribed, placement dimensions shall be to the centerline of the bars.

3. Place reinforcement with a clear distance of 1 inch, minimum, between reinforcement and anchor bolts, form ties, or other embedded metalwork unless otherwise shown on drawings.

E. Splices:

1. Locate where shown on drawings, unless otherwise approved by COR.

2. Reinforcement may be spliced at additional locations for the convenience of the Contractor, subject to approval of COR

F. Do not weld or tack weld reinforcing bars.

G. Secure reinforcement in place so that it will not be displaced during concrete placement.

H. Do not disturb reinforcement in concrete that has been placed.

I. Tolerances:

1. Maintain concrete cover over reinforcement within 1/2 inch of specified cover where specified cover is greater than 2-1/2 inches.

A. HIT HY 200 or HIT-ICE Adhesive manufactured by HILTI, PO Box 21148, Tulsa OK 74121; or equal, having following essential characteristics:

1. Injectable two-component resin adhesive.

2. Dual packaging system designed for automatic mixing during injection.

3. Minimum ultimate bond strength of 15,900 pounds for No. 5 reinforcing bar embedded 7-1/2 inches into uncracked concrete with 4,000 pounds per square inch compressive strength.

4. Qualified per ICC AC308.

B. Epoxy resin and aggregate system for bonding steel to concrete.

C. Formulated for temperature and environmental conditions at jobsite during installation.

PART 3 EXECUTION

3.01 PREPARATION

A. Clean bar before placement.

1. Remove heavy flaky rust, loose mill scale, dirt, grease, and other foreign substances.

2. Epoxy grouted anchor bars: Clean and prepare in accordance with grout manufacturer’s instructions.

B. Locate reinforcing bars in existing reinforced concrete with suitable reinforcing bar locator before drilling holes in concrete.

C. Where excavation is required in areas where anchor bars will be placed, do not drill holes for anchor bars until excavation has been completed.

3.02 INSTALLATION

A. Epoxy grouted anchor bars:

1. Drill holes for anchor bars where indicated on drawings.

a. In existing reinforced concrete, adjust hole locations to avoid drilling into reinforcement. Do not exceed 6 inches deviation from locations shown on drawings.

b. Drill, clean, and prepare anchor hole in accordance with grout manufacturer’s instructions.

c. Make hole diameter as recommended by grout manufacturer for bar size.

d. Remove dust and standing water from hole.

2. Mix and install grout in accordance with manufacturer’s instructions.

3. Remove grout from exposed end of anchor bar by methods recommended by grout manufacturer.

B. Embedment:

1. Minimum: 6 inches

2. Maximum: 12 inches

3.03 CONTRACTOR FIELD INSPECTION

A. Periodic Inspection

2. Inspect initial installations of each type and size of adhesive anchor.

B. RSN 03 30 00-1, Material Approval Data:

1. Mix Design: For each concrete mix design.

2. Name and manufacturer of each cementitious material, aggregate source, admixture, curing compound, and joint filler.

a. The Government reserves the right to require submission of manufacturer’s test data and certification of compliance with specifications.

b. The Government reserves the right to require submission of samples of concrete materials for testing before or during use in concrete.

3. Cementitious materials certifications and test reports:

a. Manufacturer’s certification and test reports for each lot from which shipments are drawn.

1) Certify materials were tested during production or transfer in accordance with specified reference specification.

2) Submittal of certification and test reports shall not relieve Contractor of responsibility for furnishing materials meeting specified requirements.

C. RSN 03 30 00-2, Concrete Repair Methods, if required.

1.05 DELIVERY, STORAGE, AND HANDLING

A. Furnish batch ticket with each batch of concrete in accordance with ASTM C 94. Deliver ticket to COR at jobsite during batch delivery.

PART 2 PRODUCTS

2.01 CEMENTITIOUS MATERIALS

A. Cementitious materials options:

1. Specified portland cement plus 20 percent plus or minus 5 percent by weight specified pozzolan.

B. Portland cement:

1. ASTM C 150, Type II.

2. Meet equivalent alkalies requirements of ASTM C 150 - Table 2.

3. Meet false-set requirements of ASTM C 150 - Table 4.

C. Pozzolan:

1. ASTM C 618, Class F, except,

a. Sulfur trioxide, maximum: 4.0 percent.

b. Loss on ignition, maximum: 2.5 percent.

c. Test for effectiveness in controlling alkali-silica reaction under optional physical requirements in Table 2 of ASTM C 618. Use low-alkali cement for test.

d. Does not decrease sulfate resistance of concrete by use of pozzolan.

1) Demonstrate pozzolan will have an “R” factor less than 2.5.

2) R = (C-5)/F

3) C: Calcium oxide content of pozzolan in percent determined in accordance with ASTM C 114.

4) F: Ferric oxide content of pozzolan in percent determined in accordance with ASTM C 114.

2.02 WATER

A. ASTM C 1602, including optional requirements of Table 2.

2.03 AGGREGATE MATERIALS

A. Fine aggregate: ASTM C 33.

B. Coarse aggregate: ASTM C 33, Gradings for either Size No. 467 (1-1/2 in. to No. 4) or size No. 47 (1 in to No. 4).

2.04 ADMIXTURES

A. Air-entraining admixture:

1. ASTM C 260.

2. Use a neutralized vinsol resin formulation for air-entraining admixture used with ASTM C 494, Type F or G; and ASTM C 1017, Type I or II chemical admixtures.

B. Chemical admixtures:

1. Allowable chemical admixtures:

a. ASTM C 494, Type A, D, F, or G.

b. ASTM C 1017, Type I or II.

c. ASTM C 494, Type C and E, provided they do not contain chlorides.

2. Do not use chemical admixtures which contain more than 0.1 percent chloride, by weight.

2.05 CURING MATERIALS

A. Water: ASTM C 1602, including optional requirements of Table 2.

B. Curing compound: ASTM C 309.

C. Polyethylene film: ASTM C 171, white opaque.

2.06 MIX

A. The Contractor shall design and adjust concrete mix.

1. The Government reserves the right to adjust mix proportions when need for adjustment is indicated by results of materials testing.

a. When required, adjustment of mix proportions by the Government will be in accordance with USBR Concrete Manual.

B. Use one of specified cementitious materials options.

C. Net water-cementitious materials ratio: 0.45, maximum, by weight.

D. Slump: In accordance with ASTM C 143.

1. Concrete in slabs: 1 to 3 inches at placement, except as specified.

2. Other concrete: 2 to 4 inches at placement, except as specified.

3. When first mixed, maximum: 5 inches.

4. Concrete with ASTM C 1017, Type I or II chemical admixtures: Use slump appropriate for placing conditions.

E. Compressive strength:

1. At 28 days, minimum: 4000 lb/in2.

a. Acceptance criteria:

1) In accordance with ASTM C 94, plus 90 percent of test cylinders exceed specified compressive strength at 28 days.

F. Air entrainment: 4 to 6 percent air by volume of concrete as discharged at placement, in accordance with ASTM C 231.

2.07 BATCHING, MIXING, AND TRANSPORTING

A. Manufacture and deliver in accordance with ASTM C 94.

B. Prevent appreciable segregation of ingredients, or slump loss exceeding 2 inches in concrete delivered to work.

2.08 CONCRETE TEMPERATURE

A. Concrete temperature at placing: 50 to 90 degrees F (10 to 32 degrees C).

2.09 CONTRACTOR QUALITY TESTING

A. Testing:

1. Independent testing laboratory shall perform sampling, testing, and reporting as required in Table 03 30 00A - Contractor Materials Testing Requirements and Frequency.
