About this file

This document is a quick start user guide for Wisconsin's Statewide Contract #505ENT-M22-SLDWSTRMVL-00 for solid waste and recycling services. The contract is mandatory for Wisconsin state entities and available cooperatively to Wisconsin municipalities. Three companies have been awarded portions of the contract: Badger Land Disposal (an LRS Company) serving Lot 1 locations and Regions 4 and 5, GFL Environmental serving specified Lot 1 locations and Region 3, and Republic Services serving select Lot 1 locations and Region 1. The Wisconsin Department of Administration's State Bureau of Procurement manages the contract.

The contract covers solid waste disposal and single-sort recycling services for select statewide locations, including collection, hauling, and disposal of trash, glass, plastic, metal, and paper materials. The initial contract term runs from December 15, 2021 through December 15, 2024, with two optional renewal terms extending through December 15, 2026. Contractors are responsible for providing necessary containers and arranging final disposal or recycling, with pricing determined by location and lot assignment. The contract includes provisions that contractors cannot charge for empty containers or those tagged as not requiring pickup, and contractors may retain revenue from restricted landfill items while bearing disposal costs for non-salable materials. Hazardous and medical wastes are excluded from contractor responsibilities.
