About this file

This document contains questions and answers regarding fire sprinkler testing and maintenance requirements for multiple facilities within the Veterans Affairs Northern California Health Care System. The facilities utilize wet sprinkler systems exclusively. Inspections are due on various buildings, with the last documented five-year tests occurring in November 2015 and March 2018. Fire alarm panels by manufacturers such as Notifier, Simplex, and Honeywell control the alarm systems. Inspections are required annually but may occur at any time to maintain intervals. Three and five-year inspections will be due based on the provided inspection dates. The VA is seeking a full-service contract and will not allow self-performance of weekly tasks. The current contract number was not provided. Wet sprinkler systems have 20 risers at the Sacramento Medical Center and McClellan campus and 12 risers at the Martinez campus.

Fire Sprinkler Testing and Maintenance for VA Northern California Health Care System (VANCHCS) 36C26120Q0556 Questions and Answers

Question 1: Are any of the sprinklers dry systems? If so, how many?

Answer 1: No. All fire sprinkler systems are known to be wet-sprinkler systems.

Question 2: The oldest building is 78 years old, has the 10, 20, and 50 year sprinkler head testing been kept up to date? If not, how many heads need to be caught up?

Answer 2: Last documented 5-year test for SVD Buildings: 647, 649, 650, 652, 700, 701, 702, 728. November 11, 2015.

Last documented 5-year test for EBD Buildings: Bldg. 19 March 6, 2018; Bldg. 20 January 3, 2019.

The facility focus has been Joint Commission inspected buildings. Little attention has been applied to other buildings within our area of responsibility. The intent is to ensure all buildings are inspected/certified per NFPA 25.

Question 4: What is the month of the annual inspection for sprinkler and fire alarm?

Answer 4: There is no set month for inspections as long as the inspection interval is maintained. We have service contracts pending for Fire Alarm services and whether the contractor will follow the fiscal year calendar or standard year calendar is yet to be determined.

Question 5: What future years are the 3 and 5 year inspections due? To calculate this cost, bidders need to know the number of riser per location.

Answer 5: Please use information from Question #2 to determine when inspections are due. Bidders can assume that each major building has its own fire riser location.

Question 6: Will the VA consider self-performing the weekly work (pump runs) as this may cut 50% off the price?

Answer 6: No. The intent is to have a full-service contract for our facility.

Question 7: What is the current contract number?

Answer 7: What is the current contract number?

Question 8: I was looking at the inventory spreadsheet and did not see the amount of sprinkler risers listed. To perform the 5 year internal inspections we would need the amount of wet and dry systems.

Answer 8: All sprinkler systems are wet. The number of risers for SMC/MCC is 20. The number of risers for MTZ is 12.
