Wilkeson Pointe Improvements

Invitation to Bidders

Release Date: January 19, 2023

The following is a list of responses to questions submitted by prospective respondents to ECHDC ITB for Wilkeson Pointe Improvements.

The total project cost is estimated between $8.5 Million and $10.5 Million.

Is there an actual start date for the project?

The anticipated start date is September 12, 2023

On L401, there appears to be overlap between the patterns designating each soil type within the meadow walk area, please see the attachment for the areas of concern.

Could you clarify the extent of soil types within that area?

We have made revisions to the graphic hatch borders and overlaps in the soils plan for better clarity. To reflect these changes, we are reissuing L401 SOILS PLAN as part of BID ADDENDUM 2.

Please refer to the attached documents.

011200.0/Sitework-g calls for all storm piping to be flushed and televised after installation.

Would we be required to flush and televise the underdrain?

No, the sitework contractor does not need to flush and televise new underdrain.

011200.1 – SITE WORK-d, calls for BP-01 to conduct “VOC testing during excavations.”

Does this refer to community air monitoring?

Could you provide additional detail on this requirement?

VOC monitoring is not expected to be needed.

If there is any evidence of petroleum or chemical contamination during excavation, VOC monitoring will be necessary. The contractor must be ready to perform VOC monitoring through contract change order procedures.

At the end of the tinted exposed aggregate, between the new building and the Beer Garden beach, there is material that carries the same pattern as the Metal grate stairs. However, it doesn’t carry a call out, the structural drawings don’t provide clarity.

Could you clarify what that material is intended to be?

The material is a metal grating threshold - See structural detail D40 on drawing S513. Detail reference has been added to the plans. We are reissuing L202 LAYOUT PLAN ENLARGEMENT as part of BID ADDENDUM 2. See attachments.

L101 calls for a stretch of the multi-use path along Fuhrmann blvd. to be removed.

The enlargement on L-202 does not specify how that demolished portion of the multi-use path is being replaced.

Could you please clarify?

Missing asphalt graphic hatch and detail reference have been added to the plans. We are reissuing L201 LAYOUT PLAN and L202 LAYOUT PLAN ENLARGEMENT as part of BID ADDENDUM 2.

L202 shows (3) Concrete pads for a Metal kiosk to be placed on top, per A1/L502.

Could you confirm the detail for this concrete pad?

It appears that the Metal Kiosks are to be set on heavy duty concrete, but the call out makes it seem like they carry their own dedicated pads.

Fabricated shipping container kiosks are designed to be placed on heavy-duty concrete pads or pavement. This condition is covered by pavement shown in site plans and detailed HEAVY DUTY CONC. PAVEMENT A4/L501. The pavement is not included in the kiosk item.

There appears to be a break on the plan on the right side of the page for CU101.

Could you provide a corrected version of this drawing?

There is no missing information. This is an intentional break to show the full extent of the underdrain. No changes necessary.

P501 details a backflow preventer but it does not specify the RPZ component.

Could you provide a spec on the RPZ?

Please see the attached marked up drawing. The extent of the concrete curb as highlighted is unclear due to the enlargement.

Could you please confirm the extent of this curb?

Please refer to the LAYOUT PLAN document L201 to see that the curb extends to the main drive and terminates at the radiused section. Additionally, ensure that there is a transition of around 6 feet in length from a 6-inch reveal to a flush at the curb's end.

12 Do timber benches need to be provided and installed by site Contractor?

No, all timber benches are provided and installed by BP-02 General Trades.

For specifications see updates to 129300 SITE FURNISHINGS attached to BID ADDENDUM 2

The requirements for providing a bid as listed in Submission of Proposals on page ITB – 5 states we are to provide with the bid proposal the requirements listed for Schedule A. However on page 19 under Item x., Schedule A, it states we do not need to complete the entire Schedule A with the submission of the proposal.

Could you please clarify what is required with our bid/proposal and what can be submitted after the due date if we are one of the low bidders?

The submission should include all forms outlined on ITB page 6; Submission of a Complete Proposal.

Regarding appendix M, the IT standard security brief, what are we to supply with our proposal regarding appendix M, please clarify.

It is an FYI, nothing to supply.

Regarding specification 316213, drilled caisson shafts, is this work of part of contract PH1C – 02 – General Trades?

In addition is specification section 044100, Dry Laid Stone, also a part of the PH1C – 02 contract. Please clarify.

Spec 316213 applies to BP-02 General Trades.

Dry Laid stone is a part of the BP-01 site work contract, not BP-02 General Trades.

017419/D-E States:

“As shown on Drawing L400, a portion of the work will be conducted within a NYSDEC Environmental Easement. All work within the Easement must be conducted in accordance with the requirements of the Brownfield Cleanup Program Port- Greenbelt (Site ID B-00149) Site Management Plan and Excavation Work Plan.”

L400 does not appear to exist. Is this line applicable to this phase of the project?

There is no DEC easement within the project boundary. The cited document, therefore, does not pertain to the scope of work for this project:

“Brownfield Cleanup Program Port-Greenbelt (Site ID B-00149) Site Management Plan and Excavation Work Plan”

Disregard this requirement.

011200.3, under PLUMBING: - c), it states:

c. All Plumbing equipment and fixtures shown, noted, or scheduled on/in the contract documents. BP-01 is to provide the backflow preventer, RPZ and exterior drinking fountain/bottle filling station assembly complete.

Under exclusions for the Site work contract under 011200.1 it states that the drinking fountain is by BP-03. Which contract is responsible for the drinking fountain?

Drinking fountain is to be furnished and installed by BP-03. RPZ and back low preventer are provided by site contractor.

Is this correct? Site work does not typically provide carpentry, sheathing, or exterior finish carpentry.

This is incorrect. The following is supplied by BP-02, not BP-01

A. Domestic water piping specialties intended to convey or dispense water for human consumption are to comply with the SDWA, requirements of authorities having jurisdiction, and NSF 61 and

NSF 372, or to be certified in compliance with NSF 61 and NSF 372 by an American National

Standards Institute (ANSI)-accredited third-party certification body that the weighted average lead content at wetted surfaces is less than or equal to 0.25 percent.

2.2 PERFORMANCE REQUIREMENTS

4. Heating Equipment

a. ASSE 1060 Class I

b. Heating equipment will protect the piping and equipment from exterior temperatures to -30F. ETL listed thermostatically controlled wall mounted air forced heaters shall be furnished and designed by the manufacturer of the enclosure to maintain the

c. equipment at +40F, In accordance with ASSE 1060 1.2.2.1.

d. Heating equipment shall be wall mounted to the supplied heater plates and a minimum of 8” above the slab unless it is UL or ETL certified and NEC approved for submersion.

e. Power source shall be protected with a GFI receptacle, U.L. 943, NEMA 3R.

Mounted a minimum of 8” from the bottom of the receptacle to the top of the slab.

f. Separate 20 amp circuits are recommended for each heater, so in the event a circuit fails all other circuits will remain powered. Installations must be in accordance with the local and national codes.

g. The heaters shall be ETL listed for wet/damp locations.

5. Equipment Pad

a. The recommended slab size shall be 12” larger than the interior dimensions of the enclosure and a minimum of 4” thick.

PART 3 - EXECUTION

3.1 INSTALLATION OF PIPING SPECIALTIES

A. Nonfreeze, Nondraining-Type Post Hydrants: Set in concrete or pavement.

B. Water-Hammer Arresters: Install in water piping in accordance with PDI-WH 201.

3.2 PIPING CONNECTIONS

A. Drawings indicate general arrangement of piping, fittings, and specialties.

B. When installing piping specialties adjacent to equipment and machines, allow space for service and maintenance.

3.3 FIELD QUALITY CONTROL

A. Testing Agency: Engage a qualified testing agency to perform tests and inspections.

B. Manufacturer's Field Service: Engage a factory-authorized service representative to test and inspect components, assemblies, and equipment installations, including connections.

C. Perform the following tests and inspections.

1. Leak Test: After installation, charge system and test for leaks. Repair leaks and retest until no leaks exist.

2. Operational Test: After electrical circuitry has been energized, start units to confirm unit operation.

3. Test and adjust controls and safeties. Replace damaged and malfunctioning controls and equipment.

D. Domestic water piping specialties will be considered defective if they do not pass tests and inspections.

E. Prepare test and inspection reports.

2.2 PERFORMANCE REQUIREMENTS
A. Minimum Working Pressure for Domestic Water Piping Specialties: 125 psig unless otherwise indicated.
2.3 VACUUM BREAKERS
A. Pipe-Applied, Atmospheric-Type Vacuum Breakers:
1. Standard: ASSE 1001.
2. Size: NPS 1/4 to NPS 3, as required to match connected piping.
3. Body: Bronze.
4. Inlet and Outlet Connections: Threaded.
5. Finish: Rough bronze.
B. Hose-Connection Vacuum Breakers:
1. Standard: ASSE 1011.
2. Body: Bronze, nonremovable, with manual drain.
3. Outlet Connection: Garden-hose threaded complying with ASME B1.20.7.
4. Finish: Rough bronze.
2.4 BACKFLOW PREVENTERS
A. Reduced-Pressure-Principle Backflow Preventers:
1. Manufacturers: Subject to compliance with requirements, available manufacturers offering products that may be incorporated into the Work include, but are not limited to the following:
a. Apollo Valves; a part of Aalberts Integrated Piping Systems.
b. WATTS; A Watts Water Technologies Company.
c. Zurn Industries, LLC.
2. Standard: ASSE 1013.
3. Operation: Continuous-pressure applications.
4. Pressure Loss: 13 psig maximum, through middle third of flow range.
5. Size: 2 inch.
6. Design Flow Rate: 80 gpm.
7. Pressure Loss at Design Flow Rate: 13 psig (kPa) for sizes NPS 2 (DN 50) and smaller.
B. Double-Check, Backflow-Prevention Assemblies:
1. Manufacturers: Subject to compliance with requirements, available manufacturers offering products that may be incorporated into the Work include, but are not limited to the following:
a. Apollo Valves; a part of Aalberts Integrated Piping Systems.
2. Standard: ASSE 1015.
3. Operation: Continuous-pressure applications unless otherwise indicated.
4. Body: Ductile or cast iron with interior lining that complies with AWWA C550 or that is FDA approved or stainless steel.
5. End Connections: Flanged.
6. Configuration: Designed for horizontal, straight-through flow.
7. Accessories:
a. Valves NPS 2-1/2 (DN 65) and Larger: Outside-screw and yoke-gate type with flanged ends on inlet and outlet.
2.5 STRAINERS FOR DOMESTIC WATER PIPING
A. Y-Pattern Strainers:
1. Manufacturers: Subject to compliance with requirements, available manufacturers offering products that may be incorporated into the Work include, but are not limited to the following:
a. Titan Flow Control, Inc.
b. WATTS; A Watts Water Technologies Company.
c. Zurn Industries, LLC.
2. Pressure Rating: 125 psig minimum unless otherwise indicated.
3. Body: Bronze for NPS 2 and smaller.
4. End Connections: Threaded for NPS 2 and smaller.
5. Screen: Stainless steel with round perforations unless otherwise indicated.
6. Perforation Size:
a. Strainers NPS 2 and Smaller: 0.020 inch.

7. Drain: Pipe plug.

2.6 POST HYDRANTS
A. Nonfreeze Non-Pollutable Yard Hydrants:
1. Manufacturers: Subject to compliance with requirements, available manufacturers offering products that may be incorporated into the Work include, but are not limited to the following:
a. Murdock Manufacturing; A Division of Morris Group International.
b. Woodford Manufacturing Company.
2. Standard: ASSE 1057.
3. Operation: lockable lever.
4. Head: Cast iron or brass.
5. Inlet: NPS 3/4 NPT.
6. Length: As required for burial of valve and canister below frost line.
7. Solid brass castings in nozzle and inner supply assembly shall conform to ASTM standards B61 and B62. Lead-free castings shall be used in all waterways.
8. Vacuum Breaker:
a. Hose-connection backflow preventer complying with ASSE 1011.
b. Garden-hose thread complying with ASME B1.20.7 on outlet for field installation.
2.7 WATER-HAMMER ARRESTERS
A. Water-Hammer Arresters:
1. Standard: ASSE 1010 or PDI-WH 201.
2. Type: Diaphragm.
3. Size: ASSE 1010, Sizes AA and A through F, or PDI-WH 201, Sizes A through F.
2.8 HEATED ENCLOSURES:
1. Manufacturers: Subject to compliance with requirements, available manufacturers offering products that may be incorporated into the Work include Hot Box or engineer approved equal.Standard: ASSE 1060.
2. Enclosure Type
a. Drop over or sectionalized aluminum enclosure.
b. Access panels with four-point locking mechanism and lockable handles.
c. Drain ports to allow full port backflow discharge and one way operation.
d. Designed to support minimum 100lb/sf vertical load.
e. Able to withstand windspeed up to 80 mph.
3. Materials
a. Materials Standard: ASTM B209.
b. Aluminum sheeting constructed of 3003 aluminum (0.050/16 gauge) stucco embossed finish.
c. Bracing – 6063-T52 aluminum meeting ASTM B221.
d. No wood or particle board should be used in the construction of the enclosure.
e. Insulation – 1.5” unicellular, non-wicking, polyisocyanate foam
1) R-Value: 10
2) Dimensional Stability: <2% linear change
3) Compressive Strength: 51 psi
4) Flame point: 352 degrees Fahrenheit
5) Water absorption: 0.037 psf
6) Proosity: 91%
4. Heating Equipment
a. ASSE 1060 Class I
b. Heating equipment will protect the piping and equipment from exterior temperatures to -30F. ETL listed thermostatically controlled wall mounted air forced heaters shall be furnished and designed by the manufacturer of the enclosure to maintain the
c. equipment at +40F, In accordance with ASSE 1060 1.2.2.1.
d. Heating equipment shall be wall mounted to the supplied heater plates and a minimum of 8” above the slab unless it is UL or ETL certified and NEC approved for submersion.
e. Power source shall be protected with a GFI receptacle, U.L. 943, NEMA 3R. Mounted a minimum of 8” from the bottom of the receptacle to the top of the slab.
f. Separate 20 amp circuits are recommended for each heater, so in the event a circuit fails all other circuits will remain powered. Installations must be in accordance with the local and national codes.
g. The heaters shall be ETL listed for wet/damp locations.
5. Equipment Pad
a. The recommended slab size shall be 12” larger than the interior dimensions of the enclosure and a minimum of 4” thick.
PART 3 - EXECUTION
3.1 INSTALLATION OF PIPING SPECIALTIES
A. Nonfreeze, Nondraining-Type Post Hydrants: Set in concrete or pavement.
B. Water-Hammer Arresters: Install in water piping in accordance with PDI-WH 201.
3.2 PIPING CONNECTIONS
A. Drawings indicate general arrangement of piping, fittings, and specialties.
B. When installing piping specialties adjacent to equipment and machines, allow space for service and maintenance.
3.3 FIELD QUALITY CONTROL
A. Testing Agency: Engage a qualified testing agency to perform tests and inspections.
B. Manufacturer's Field Service: Engage a factory-authorized service representative to test and inspect components, assemblies, and equipment installations, including connections.
C. Perform the following tests and inspections.
1. Leak Test: After installation, charge system and test for leaks. Repair leaks and retest until no leaks exist.
2. Operational Test: After electrical circuitry has been energized, start units to confirm unit operation.
3. Test and adjust controls and safeties. Replace damaged and malfunctioning controls and equipment.
D. Domestic water piping specialties will be considered defective if they do not pass tests and inspections.
E. Prepare test and inspection reports.
