About this file
This is a Question & Answer Report prepared by the Washington Suburban Sanitary Commission (WSSC) Procurement Office in Maryland for Solicitation No. 111586, an on-call cleaning and restoration services contract. The solicitation seeks sealed responses for 24/7/365 emergency response services to water intrusions caused by water main breaks, sewer backups, and other WSSC-caused incidents affecting residential and commercial properties in Montgomery and Prince George's Counties, Maryland. Services include emergency response within two hours of dispatch, water extraction, disinfection, dehumidification, controlled demolition, mold and contaminant handling, structural repairs, and indoor air quality testing. The response deadline is July 24, 2026, at 2:00 p.m. The contract term is three years with one two-year option term, and WSSC anticipates awarding contracts to four vendors. Historical data indicates approximately 359 service calls annually with an anticipated annual spending of nearly $1.5 million on cleaning and restoration services.
Key clarifications from the question and answer process address pricing line items, insurance requirements, and contract terms. The responses provide specific guidance on billing bases for various services, including pumping charges per gallon (inclusive of labor and equipment), seal asbestos per linear foot, duct cleaning per job, content manipulation categorized by staffing requirements, and equipment rentals billed per job or per truckload as applicable. Regarding insurance, WSSC requires Builders Risk coverage and does not accept Course of Construction policies as an alternative. Economic price adjustments are prohibited during the three-year base contract term; approved adjustments may only be requested during the two-year option period. All OSDI forms must be submitted with proposals, with Good Faith Affidavits and Non-Disclosure Agreements completed by prime contractors only and Supplier Certification forms completed by both primes and subcontractors. Labor rates and unit costs shall remain firm throughout the base term of the contract.

Question: On page 55 of the main solicitation document it lists the checklist of OSDI forms where it states that only 2 are required at the time of the proposal; the Non-Discrimination Declaration and the Good Faith Efforts Affidavit. Is this correct?

Answered by Narcisse Atchamou: All OSDI forms are to be submitted at the time of proposal submission.
The Good Faith Affidavit and the Non-Disclosure Agreement are required to be completed by the Prime only. The Supplier Certification form is required to be completed by both the Prime and the Subcontractor. Please refer to the Solicitation Addendum No. 1.

Question: Can you provide an anticipated amount of service calls per year historically? Can you provide an annual spend on this work based on historical records?
Jun 26, 2026 5:34 PM
Answered by Kathleen Durham: The number of calls varies depending on the weather. If it is a cold winter it can raise the amount of water main breaks which can increase the number of calls. If it is a mild
Solicitation No. 111586 winter it can cause a decrease in calls. However, on the average we receive approximately 359 calls per year with an annual cost of almost $1.5 million spent on cleaning vendors contract

Question: The insurance requirements include Builders Risk. Would WSSC accept Course of Construction Coverage in place of Builders Risk?
Jun 26, 2026 5:37 PM
Answered by Kristen Harris-Powell: At this time no, Course of Construction would not be acceptable at this time as we are not able to review the Course of Construction policy documents to determine coverage acceptability. Builders Risk is the required coverage.

Jun 29, 2026 1:16 PM
Question: Several Pricing Proposal line items appear to use terms or units of measure that could be interpreted differently by offerors. To support consistent pricing, please clarify the intended scope, billing basis, or unit definition for the following items: * Line 11, Pumping Charge, Per Gallon: Please clarify how gallons are to be measured or documented, and whether this line is intended to include pumping labor/equipment or only the pumped volume. * Line 15, Seal Asbestos, Square Foot: Please clarify whether this refers to asbestos encapsulation, temporary stabilization, post-removal lockdown, or another defined scope. * Lines 27, 28, and 29, Duct Cleaning and Clean/Flush Drain Enzyme Cleaner:
Please clarify the intended unit basis for “Per Job” and “Each,” including whether “Each” refers to each drain, fixture, line, or service location. * Line 33, Estimate, Per Job: Please clarify when this line item is billable and whether it refers to a mitigation estimate, restoration/reconstruction estimate, contents estimate, or another type of estimate. * Lines 36-38, Heavy/Medium/Light Content Manipulation, Per Room: Please clarify whether WSSC has standard room-size assumptions or definitions for heavy, medium, and light content manipulation. * Line 57, Remove Divider Strip, Square Foot: Please confirm whether square foot is the intended unit of measure, or whether this item should be priced by linear foot or each. * Lines 63-65, Clothes Cleaning and Rug Cleaning: Please clarify the intended distinction between “Sub Invoice” and “Each” pricing, and when each method would apply. * Line 66, Dehumidifier, LGR, Day: Please clarify whether WSSC has an expected size, capacity, or class of LGR dehumidifier for this line item. * Line 68, Negative Air Machine, Day: Please clarify the expected capacity or configuration for this line item. * Line 69, Moisture Meter / Thermal Camera, Day: Please clarify whether these items should be priced together or separately. * Lines 72 and 73, Large Fan and Folding Tables, Each: Please clarify whether “Each” refers to purchase, rental per day, use per work order, or another billing basis. * Line 74, Pickup Truck - Haul Debris, Each: Please clarify whether “Each” refers to each trip, each load, each day, or each work order. * Line 75, POD Costs, Monthly: Please clarify whether this should be priced as a fixed monthly storage/container rate or billed based on actual third-party invoice cost. * Line 76, Equipment Mobilization / Setup / Decontamination, Each: Please clarify whether this is billed once per work order, once per mobilization, once per equipment setup, or another basis. Would WSSC consider changing the unit to "Hourly" to encompass a variety of conditions? * Line 80, Mold Testing, Sample: Please clarify whether this line is intended to include sample collection, laboratory analysis, and reporting, or only the sample/lab cost.

Answered by Narcisse Atchamou: * Line 11, Pumping Charge, Per Gallon: Each gallon of substance removed and this cost should include the labor and equipment * Line 15, Seal Asbestos, Square Foot:
sealing the asbestos based on the standard health regulation to prevent harm * Lines 27, 28, and 29, Duct Cleaning and Clean/Flush Drain Enzyme Cleaner: Duct cleaning per job, Enzyme cleaner per drain * Line 33, Estimate, Per Job: this refers to the restoration/reconstruction estimate * Lines 36-38, Heavy/Medium/Light Content Manipulation, Per Room: WSSC does not have a standard for room size;
however, light could mean 1-2 people to move, medium 3-4 people to move, heavy 5 or more people to move, or equipment is needed * Line 57, Remove Divider Strip, Square Foot: it should be priced per linear foot * Lines 63-65, Clothes Cleaning and Rug Cleaning: If the vendor cannot provide this service and needs to "sub" it out, then the invoice from the sub is needed * Line 66, Dehumidifier, LGR, Day:
Vendor needs to determine the size of the equipment for the area * Line 68, Negative Air Machine, Day:
Vendor needs to determine the size of the equipment for the area * Line 69, Moisture Meter / Thermal Camera, Day: If this equipment is together, then it is priced together; if the equipment is separate, it needs to be priced separately. * Lines 72 and 73, Large Fan and Folding Tables, each indicates how many fans or tables are used for the job * Line 74, Pickup Truck - Haul Debris, Each: each indicates a truckload
* Line 75, POD Costs, Monthly: this should be priced based on a fixed monthly rate * Line 76, Equipment Mobilization / Setup / Decontamination, Each: No, we will not change to hourly, it is per job * Line 80, Mold Testing, Sample: Please clarify whether this line is intended to include sample collection, laboratory analysis, and reporting, or only the sample/lab cost. - All of these costs should be included.
