SECTION C – STATEMENT OF OBJECTIVES (SOO)

C.1 Purpose

The purpose of this SOO is to obtain contractor support to develop a proof of concept for DLT (Distributed Ledger Technology), automated machine learning technology, and/or artificial intelligence based exchange implementation into GSA’s Multiple Award Schedule (MAS) FAStlane new offer proposal review processes.

C.2 Scope and Mission

GSA seeks to intelligently automate the current MAS FASt Lane contract proposal review processes by utilizing DLT, automated machine learning, and/or artificial intelligence based technologies. Additionally, GSA also seeks to implement electronic data interchange (EDI) technology. The mission is to reduce the amount of human interaction required to review new proposal documents, improve offeror experience during the new offer proposal process, and reduce the review time for new proposal reviews to award.

C.3 Background

The GSA MAS program establishes long-term, government-wide contracts that provide easy access to more than 25 million commercial products and services whereby federal, state and local governments can place orders at discount pricing using streamlined ordering procedures found in FAR Subpart 8.4. Information Technology (IT) Schedule 70 Program is the largest MAS schedule, delivering to federal, state, local, and tribal customer agencies the tools and expertise needed to shorten procurement cycles, ensure compliance, and obtain the best value for innovative technology products, services, and solutions.

The current IT Schedule 70 solicitation is published on Federal Business Opportunities (FBO) at the following address:

https://www.fbo.gov/notices/4f3395e2cad584705eaed17037168d87. The solicitation outlines the steps the offerors follow to submit new offer proposals for IT Schedule 70 Program contract awards.

IT Schedule 70 Program implemented the FASt Lane program under the Making it https://www.fbo.gov/notices/4f3395e2cad584705eaed17037168d87

Easier (MIE) initiative, to ensure that our government customer agencies have quicker access to emerging technologies and innovative suppliers. With FASt Lane, suppliers get shorter processing times for IT Schedule 70 Program contract actions that directly support federal customer agency requirements. This includes awarding new offer proposals in as quickly as quickly as 45 days for new offer proposals.

Suppliers eligible for the FASt Lane process, who do not possess a IT Schedule 70 Program contract must meet the all of the following criteria:

● Suppliers operating within the scope of one of the following may participate following a scope review:

○ Health IT Services and Solutions

○ Cybersecurity Services and Solutions

○ Cloud-Based Computing Services and Solutions

○ Agile Delivery Services

● If a federal agency ordering activity requests in writing that suppliers may participate in FASt Lane to support the agency’s current requirements.

● Suppliers who need to migrate services from the consolidated Schedule to IT

Schedule 70 may participate in FASt Lane.

GSA reserves the right to randomly select industry partners through the offer process for FASt Lane. (Suppliers may opt out.)

Attachment 1 lists GSA’s internal FASt Lane new offer proposal review process.

GSA intends to improve the processing time of the FASt Lane participants by implementing DLT, automated machine learning technology, and/or artificial intelligence based exchange to automate part of the processes for FASt Lane proposal reviews. GSA will also implement electronic data interchange (EDI) for offeror registration, contract maintenance, transactions, auditing, and reporting.

C.4 Performance Objectives:

1. Develop a proof of concept program to implement DLT, automated machine learning technology, and/or artificial intelligence for single source of truth in a permissioned network of authorized node and DLT-based role management and mapping to existing business roles. The solution must:

a. Include a design concept of the proposed solution which may include, but not limited to, design concepts such as wireframe, mockup, customer journey, etc; demonstrating potential benefits.

b. Be cryptocurrency agnostic and not monetize mining.

c. Operate within an open source, open platform and open data to maximize interoperability with GSA systems.

d. Have the ability to configure smart contracts based on multiple decision rules and workflows.

e. Integrate disparate IT systems.

f. Use machine learning algorithm(s) to provide interim evaluation results for new proposals submitted through the FASt Lane process.

g. Allow for authorized nodes that will become part of the ledger network.

h. Be a permissioned ledger that uses multiple cloud platforms for redundancy and high-availability and key management.

i. Employ FedRamp Moderate authorized cloud platform.

j. Demonstrate a secured solution including identity.

k. Be scalable and interoperable across the whole MAS program.

l. Be tested/developed in contractor’s environment.

m. Automate the process listed in Attachment 1, FASt Lane Process except for proposal rejection or contract award.

n. Define the technical solution approach criteria.

o. Demonstrate potential integration with GSA Access Card PKI credentials for authentication of GSA employees and compatibility with Federal PKI Bridge. GSA currently utilizes ActivIdentity Activclient and SecureAuth software.

p. Provide for a minimum of a three-month period for testing and demonstration of the functionality of the proof of concept.

C.5 Operating Constraints:

The fully functional proof of concept must pull information from one or more of the public available data listed in Attachment 3, Publicly Available Data.

The Government will provide dummy data for testing for the legacy systems identified in Attachment 2, FASt Lane Legacy Systems.

(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through ITC information system.
