STORMWATER UNDERDRAIN REPLACEMENT PROJECT
PURPOSE
The Lakewood Ranch Inter-District Authority, representing Community Development District
5, is seeking quotes from qualified individuals and companies to provide the work covered within this request for the Stormwater Underdrain Replacement Project. The scope of work will be performed within Stone Ridge – Lake Forest Glen. The District intends to award the project to one (1) lowest responsive and responsible quoter. Quotes must be inclusive of all items to be considered responsive to the solicitation. This is a one-time project. However, the District reserves the right to award this Quick Quote for additional work if deemed necessary. The successful quoter shall perform the job completely, in place, and ready for continuous service.
They shall also include any repairs, replacements, or restorations required due to damage caused by the construction before acceptance by the District.
SCOPE OF WORK
The location and length of the underdrain to be repaired are outlined in the street-specific Quote
Schedules. The work generally involves removing the existing underdrains located within the utility easement and replacing based on the detail attached to these documents. Underdrain lengths shall include all fittings, connections to existing inlets, cleanouts and lids installed at intervals of every 100 feet. The work shall consist of providing all labor, material, tools, and equipment for the restoration of the ground, furnishing and placing underdrain, base in all areas where these are removed or damaged. At the close of work every day, the site shall be cleaned of all debris and left in a condition safe for use by traffic, pedestrians, and others during non-construction activities.
Removal of trees and landscaping (plants, mulch, or other) other than grass should be avoided whenever possible. The Contractor must clearly identify in a submittal to the District which landscaping they plan to remove before starting the work. They must not proceed with this removal until the District has approved it.

COMPLETION OF WORK
The Work will be completed and ready for inspection within the specified calendar days from the date the Contract Time begins. Completion time will be based on thirty (30) days for underdrain work final completion.

AVAILABILITY
Quoter shall provide their earliest starting date for the project with their proposal. This information is essential for the District’s planning and scheduling. Please submit your earliest start date, along with any relevant details regarding the project completion timeline.
QUALIFICATIONS OF QUOTER
The contract will be awarded only to a Quoter who possesses the necessary qualifications to deliver the specified services at the sole discretion of the Community Development District 5. Quoter must provide satisfactory evidence of a history of completing similar contracts along with their quotation. Additionally, they must demonstrate that they are adequately prepared and possess the necessary organization, personnel, capital, and equipment to provide the specified services effectively. Upon receiving the quotes, staff will thoroughly review and verify all submitted information. An award will be made based on the most advantageous proposal for the Community
Development District 5.
INSURANCE
Each Quoter must include a current Certificate of Insurance as part of their quote, demonstrating their insurance coverage. If Quoter is notified of the award, they must provide proof of all requested insurance coverage, naming Community Development District 5, its officers, employees, and agents as additional insurers, as specified in the contract to be executed, within fourteen (14) calendar days after notification, or within any approved extended period that may be granted. Failure to provide proof of insurance coverage will constitute a default, rendering the contract void.
SUBMISSION OF BID
All interested quoters must submit a complete Packet, which includes quote forms and other required attachments, at the designated time and place outlined herein. Quoters wishing to submit bids for this project should provide only an electronic copy of the quote in PDF format through the Florida Purchasing Group. Please note that quotes submitted after the specified date and time will not be considered. The District reserves the right to accept or reject any or all quotes at its sole discretion, with or without cause, and to waive any technical errors or informalities. The District may also choose to postpone awarding the contract, refrain from continuing the award process, or accept a quote or a portion thereof that, in its judgment, best serves the interests of the District.

The Quoter, having sufficient knowledge of the project and familiarized with the local conditions, and having carefully reviewed the terms and conditions herein, proposes the following item(s) in accordance with the specifications, for the price(s) stated below. The Quoter understands that the District reserves the right to reject any or all quotes and to waive any informalities and minor irregularities in any quote. The Quoter agrees that this quote shall be valid and may not be withdrawn for ninety (90) days after the scheduled QQ opening. Unit pricing and extended pricing shall be provided for each item, covering all applicable charges, including transportation, labor, tools, equipment, materials, taxes, insurance, overhead, and profit necessary for this project. In the event of an extension error, the unit price will prevail.
