About this file
This is a Request for Quotes and Qualifications (RFQQ) solicitation issued by Sound Transit for consulting services to improve regional ADA paratransit service through the integration of booking platforms and service technologies across multiple transit agencies in Washington State. Sound Transit seeks qualified firms to assess the current paratransit technology environment, conduct stakeholder engagement, develop functional and technical requirements, and produce a comprehensive Request for Proposal for vendor solicitation. The scope includes discovery and assessment activities, requirements definition, RFP development, and vendor selection support, with an anticipated project completion timeline of one year. The solicitation was issued on February 4, 2026, with the deadline for submitting requests for information by February 12, 2026, and submittals due by February 20, 2026, at 9:00 AM local time. Sound Transit anticipates issuing the resulting Purchase Order in April 2026. No pre-quote meeting will be held, though firms may submit questions through the designated Q&A Board. The resulting Purchase Order will be non-exclusive with a one-year term and firm fixed pricing throughout the term and any optional extension periods.
Pricing shall be submitted on Quote Form No. 1 Price using fully-burdened hourly rates for labor and fixed prices for deliverables, with eight line items including system inventory and status, stakeholder engagement hours, workshops, data standards development, system architecture schema, integration analysis, technical RFP development, and proposal evaluation support. Evaluation will be based on a best-value approach using four criteria: knowledge and experience of key individuals (300 points), firm experience and history (300 points), capacity and project organization (200 points), and price (200 points). The lowest proposed price receives the maximum score of 200 points with proportionate reductions for higher prices. Sound Transit has not established subcontracting goals, recognizing that subcontracting may be infeasible for these services, though firms electing to subcontract must demonstrate good faith efforts to involve small businesses and Disadvantaged Business Enterprises. The consultant must obtain Commercial General Liability insurance with limits of at least $2,000,000 per occurrence and Commercial Auto Liability coverage with limits of at least $1,000,000 combined single limit, naming Sound Transit as an additional insured. Compliance with Sound Transit's civil rights program requirements, equal employment opportunity provisions, and environmental policies is mandatory, and all work product and intellectual property created under the Purchase Order becomes the property of Sound Transit.

1.3 SOUND TRANSIT CIVIL RIGHTS PROGRAM
Non-Discrimination in Employment and Contracting Sound Transit has adopted guiding principles and values for employment and contracting (“Guiding Principles”) which identify key objectives that Sound Transit will promote and enforce to ensure nondiscrimination in employment and in the award and administration of contracts. The Guiding Principles are implemented in accordance with applicable federal, state and local laws and regulations, including resolutions and financial assistance agreements. To the extent applicable, the Guiding Principles are the basis for certain provisions in this Purchase Order.
It is the policy of Sound Transit that practices of employment discrimination against any person on the basis of race, color, religion, national origin, sex, age, or disability are prohibited. The Submitter shall adhere to these non-discrimination provisions and shall make affirmative efforts to meet Sound Transit's nondiscrimination objectives in performing this Purchase Order. Such efforts shall apply to the employment of persons on the permanent or core employee workforce and the employee workforce secured solely for performing this Purchase Order.
It is the policy of Sound Transit that no one doing business or offering to do business with Sound Transit shall deny any person, on the basis of race, color, religion, national origin, sex, age, or disability , the benefits of, or exclude any person from participation in, the award and performance of any work under contracts and agreements awarded by Sound Transit, and that one doing business or offering to do business with Sound Transit shall afford equal, non-discriminatory opportunities to potential joint venture partners, subcontractors, subconsultants and suppliers on contracts and agreements awarded by Sound Transit.
The Submitter shall comply with applicable obligations and requirements under Chapter 49.60 RCW, the Washington state “law against discrimination”, including rules and regulations promulgated pursuant to such law. In particular, the Submitter as an employer shall not commit any unfair practices listed in RCW 49.60.180.
The Submitter shall cooperate in any studies or surveys as may be conducted by Sound Transit and as may be necessary to determine the extent of the Submitter’s compliance with Sound Transit’s Comprehensive Economic Development and Civil Rights Program policies.
In the event the Submitter and/or its proposed subconsultants fail(s) to comply with any substantive requirement of the RFQQ related to non-discrimination, participation by Disadvantaged Business Enterprises or other Small Businesses, or Equal Employment Opportunity, Sound Transit may impose sanctions as it may determine to be appropriate, including but not limited to:
a. Requiring the Submitter to take remedial action to bring the Submitter or proposed subconsultants into compliance;
b. Rejecting the Quote, terminating negotiations, or refusing to award a Contract to the Submitter;
c. Debarring the Submitter or proposed subconsultant from future contracts with Sound Transit; or
d. Filing civil and/or criminal action(s) against the Submitter and, if applicable, its proposed subconsultants, suppliers, employees, agents, and representatives.
Sound Transit may consider any such failure by the Submitter in determining whether to award any future contracts to the Submitter.
Equal Employment Opportunity (EEO)
1. Sound Transit is interested in submittals from firms that demonstrate a commitment to Equal Employment Opportunity. Sound Transit encourages submittals from firms that employ a workforce that reflects all communities in the region. Submitters shall take into account the EEO provisions set forth in the Purchaser Order Terms & Conditions to be awarded pursuant to this RFQQ.
Submitters shall adhere to the following non-discrimination provisions:
a. The Submitter shall not discriminate against any employee or applicant for employment because of race, color, religion, national origin, sex, age, or disability. The Submitter shall make affirmative efforts to ensure that applicants are employed, and that employees are treated during employment, without regard to their race, color, religion, national origin, sex, age, or disability. Such action shall include, but not be limited to, the following: employment, upgrading, demotion or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other forms of compensation; and selection for training, including apprenticeship. The Submitter shall post in conspicuous places, available to employees and applicants for employment, notices of this nondiscrimination clause.
b. The Consultant shall comply with, and ensure its subcontractors comply with, applicable federal civil rights requirements.
Specific Civil Rights Program provisions, including those applicable to subcontracts, are set forth in the Purchase Order Terms & Conditions.
Sound Transit Comprehensive Economic Development Program: Small Business Participation and Disadvantaged Business Enterprise (DBE) Participation
1. Sound Transit promotes and encourages Small Business participation, which also includes Disadvantaged Business Enterprises (DBEs). Sound Transit is interested in submittals from such firms.
Further, Sound Transit recognizes there may be few joint venture or subcontracting opportunities with regard to the services described in this solicitation, and subcontracting is considered infeasible or improbable. For this reason firms are not required to prepare a plan for the participation of subconsultants and subcontracting goals are not set as required elements for the evaluation of submittals. However, firms that elect to form a joint venture or to subcontract any services are advised that under such circumstances they shall make affirmative efforts to solicit Small Business participation. Firms that choose to form a joint venture or subcontract and are unable to utilize Small Businesses (including DBEs) shall discuss their efforts to involve Small Businesses as joint venture partners or subconsultants, and the reasons why such involvement was not attainable.

SECTION TWO SCOPE OF WORK
Paratransit Regional Booking Integration RFP Design Scope of Work
GENERAL
Sound Transit is partnering with local regional transit agencies to improve regional ADA Paratransit service through the integration of booking platforms and service technologies. Sound Transit is seeking a consultant with expertise in multi-agency coordination and regional technology implementations to assist with project pre-planning tasks leading up to and potentially including RFP development for this project.
The selected consultant will assess our current environment, identify needs and integration opportunities, provide stakeholder analysis support, and develop a complete RFP package suitable for release to potential vendors.
BACKGROUND
Sound Transit builds and operates regional transit service throughout the urban areas of Pierce, King and Snohomish Counties. Transit services include Link light rail; Sounder trains; ST Express Bus; Tacoma Link light rail; paratransit; and soon, Bus Rapid Transit. Sound Transit partners with local transit agencies - Pierce Transit, King County Metro, Community Transit, and Everett Transit - to provide ADA Complementary Paratransit (ADA Paratransit) services along its light rail corridors (and soon, Bus Rapid Transit).
Each partner agency operates their own ADA paratransit programs within their respective fixed-route service footprints. Sound Transit, via agreement, reimburses the local transit agency for Sound Transit paratransit trips that occur within Sound Transit’s service footprint. Each agency utilizes and manages their own standalone technology platforms which are not integrated with one another. This lack of integration necessitates numerous manual interventions to facilitate inter-county trip reservations, daily trip delivery coordination, customer eligibility verification, and general customer service. We are seeking to improve regional interoperability, operational transparency, and process automation through a comprehensive regional paratransit systems integration strategy.
OBJECTIVES
The objectives of this project include:
· Document and assess the current state of the region’s paratransit technologies, inter-county operations, relevant agreements, and regional planning efforts.
· Produce a prioritized needs assessment which identifies critical areas of inter-county coordination and operations that require improvement to meet Sound Transit’s objectives.
· Develop an alternatives analysis that considers various project factors (e.g. risk, time, budget) and relevant technological approaches to solve for needs identified.
· Develop a recommended integration strategy and plan.
· Develop technical and functional requirements for necessary local / regional agreements and technology systems in conformance with plan.
· Support the development of a Request for Proposal for vendor solicitation to implement one or more technology systems.
· Provide advisory support during the vendor evaluation and selection process
SCOPE OF WORK
Discovery and Assessment
· Identify and review existing systems, interfaces, databases, and data flows.
· Conduct interviews and workshops with key stakeholders.
· Document current pain points, constraints, and future needs.
· Identify potential integration patterns and architecture models.
· Conduct market survey or analysis of similar efforts nationwide.
Requirements Definition
· Define functional, technical, and non-functional requirements.
· Develop business use cases and data flow diagrams.
· Identify security, compliance, and scalability requirements.
RFP Development
· Draft a comprehensive technical RFP for the design and implementation phase, including:
· Project background and objectives
· Technical and functional requirements
· Vendor qualifications
· Evaluation criteria
· Deliverables and milestones
· Budget and pricing structure recommendations
· Incorporate stakeholder feedback and finalize the RFP document.
· Support in developing scoring matrices and participating in vendor presentations/interviews.
Vendor Selection Support
· Assist in evaluating vendor proposals and conducting technical reviews.
TIMELINE
The scope of this project is expected to be completed within a year.
END OF SECTION TWO
SECTION THREE FORMS
Quote Form No. 1 Price The requirements of each of the Items on the Price Schedule is specified or shown in the solicitation documents. The Firm must set forth a Total Quote Price that is the sum of the extended amounts for all Quote Items. Sound Transit reserves the right to correct obvious mathematical errors on the form.
In the "Unit of Measure" column: “EA” means each item; “HR” means hours; and “YR” means years.
Hourly rates stated below must be fully-burdened (all-inclusive rate which includes direct hourly rates, direct costs, overhead, and profit). No other direct or indirect costs, including travel, will be paid by Sound Transit without prior approval by Sound Transit.
Estimated quantities for unit price items are provided for evaluation purposes only. Sound Transit makes no guarantee as to the actual quantity of unit priced items that will be required.
NOTE: If prices are not submitted on all line items, the Quote may be considered ineligible for award. Prices listed will apply for the entire initial term of the Purchase Order. Rate escalation for option years will only apply if Sound Transit exercises the option years.
Firm agrees that, if it is awarded this Purchase Order, for items priced on a unit-price basis, Firm will be entitled to payment only for actual unit quantities performed.
