Government Quality Assurance Surveillance Plan (QASP)
This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while implementing this PWS. It is designed to provide an effective surveillance method of monitoring contractor performance for each objective listed in this PWS.
The QASP provides a systematic method to evaluate the services the contractor is required to furnish.
This QASP is based on the premise the government desires to maintain a quality standard in operating, maintaining, and repairing facilities and that a service contract to provide the service is the best means of achieving that objective.
The contractor, and not the government, is responsible for management and quality control actions to meet the terms of the contract. The role of the government is quality assurance to ensure contract standards are achieved.
In this contract the quality control program is the driver for product quality. The contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensuring a “self-correcting” contract is to ensure that the quality control program approved at the beginning of the contract provides the measures needed to lead the contractor to success.
Once the quality control program is approved, careful application of the process and standards presented in the remainder of this document will ensure a robust quality assurance program.
Surveillance and Procedures: The COR will perform periodic inspections to evaluate the quality of work being performed. At any time when work is performed and is not in compliance with specifications, the contractor will be informed and required to correct the deficiencies. Acceptance of work will be determined by inspection of the entire job and be based on adherence to the PWS. The COR will record the results of these inspections and submit them to the contractor. The inspections may be conducted more frequently as deemed necessary by the COR. A defect will not be recorded if proper and timely correction of the unacceptable condition(s) is accomplished.
Standards: For preventative maintenance, repairs and annual facility inspection, 95% adherence to performance requirements is required. For emergency services, 100% adherence to performance requirements is required. The Contractor is not to exceed three unsatisfactory reports monthly as reported by the COR.

Preventative Maintenance:
Contractor to furnish qualified labor and factory grade material to perform inspections, maintenance, and scheduled repairs. All completed PM’s shall be documented.
Work completed by date specified in PM Inspection List.
C.1.1 95% Random sampling of equipment selected by the COR
If resolution exceeds 7 days, the deficiency shall be noted in Contractor’s evaluation.
Repairs: Contractor to complete all minor repairs in a timely manner as coordinated with COR. At the completion of repair the contractor must present to the COR a written description of the work performed, a list of parts installed, total labor hours and date completed.
Work completed within time agreed with COR. C.1.1 95% 100% Inspection
If resolution exceeds time agreed with COR, deficiency shall be noted in Contractor’s evaluation.
Support Service:
The contractor shall provide emergency support services.
At the completion emergency service the contractor must present to the CORa written description of the work performed, a list of parts installed, total labor hours and date completed.
At jobsite within 2 hours of notification with proper tools and equipment or as agreed upon with COR.

If resolution exceeds 1.5 hours, the deficiency shall be noted in Contractor’s evaluation.
