Q & A Solicitation no. 12034320Q0169

1. Q. Who is R1, of the USFS, currently using for the cooling tower chemicals in Building 26?

A. Snowcrest Chemicals, POC Nate Lengacher

2. Q. Is a PDF available of Building 24 and can it be added to the Q&A?

A. The map/drawing will be attached to the solicitation and posted to BetaSam.gov Contracting Opportunities.

3. Q. Due to the late information will the solicitation response date be extended, A. Yes, an SF 30 amendment will be attached to this solicitation, extending the response date to July 7th, 2020 at 12:00 pm MDT (noon).

4. Q: Could you please elaborate on the minor repair definition (section 1.1.3) and what should be included as a minor repair? Many of the items (bearings, recharging/reclaiming, etc.) can vary greatly in cost of repair.

A: The minor repair section is re-written as:

Minor Repairs to be completed during Routine Maintenance: The contractor shall be responsible to supply all parts, materials and labor to accomplish minor repairs to the heating, ventilating, air conditioning, pneumatic controls and DDC system during routine maintenance. Examples of minor repairs include the tightening, cleaning and adjustment of the following items: controls, timers, sequences, thermostats, grills, seals, bearings, program controller on boiler, etc. Small parts misc. supplies such as screws, nuts bolts, wirenuts, misc. wire rags, oil and cleaning supplies are considered as incidental to minor repair. All repairs shall be completed in a timely manner and noted on the form with a completion date when the repair is finished.

5. Q: For section 1.1.5, are the separation of parts and labor required?

A: The parts and labor hour are used for our internal record keeping so that we can track what has been replaced and who has been working on the equipment.

6. Q: Is the 2 hour timeframe, mentioned in section 1.1.6, referring to time to complete work or response time?

A: The 2 hour timeframe is the response time for the contractor to arrive on-site for an emergency call.

Likewise, subcontractors are expected to arrive on-site 2 hours after the need for their services is identified by the original contractor.

7. Q: What are the expectations of the contractor in regards to the Quality Assurance Surveillance Plan?

A: The Quality Assurance Surveillance Plan (QASP) is internal to the Forest Service. The only expectations of the contractor is to discuss any findings or areas of concern during the quarterly meetings.
