About this file
This document is a Questions & Answers (Q&A) file for Solicitation 2023-24-051 issued by Horry County Government in South Carolina, seeking Indefinite-Delivery, Indefinite-Quantity (IDIQ) services for Unexploded Ordnance (UXO) Detection & Clearing Services. The solicitation involves a 70-acre site where vendors are requested to provide qualifications and cost proposals for UXO detection services, with Horry County providing vegetation removal as needed. Proposals are due on January 10th, 2024 by 2:00 PM, and while no formal site walk is scheduled, the site is available for bidders to walk without escort.
The Q&A document clarifies key aspects of the solicitation, including that "clearing" refers to evaluating the site to determine it is free of UXOs, with the Horry County Bomb Squad handling any discovered munitions. Bidders are advised to focus specifically on MEC/UXO qualifications, and the cost proposal should be a firm fixed price with clear assumptions, such as pricing for two men working four weeks to perform site investigations. The solicitation emphasizes technical qualifications in UXO detection and site evaluation, with flexibility for firms to list additional service capabilities for future reference.
