About this file
This file is a questions and answers document related to a Request for Proposal issued by the Minnesota Department of Human Services, Direct Care and Treatment (DCT) division of the Minnesota Sex Offender Program (MSOP), for clinical supervision services toward licensure in four professional areas: Licensed Independent Clinical Social Worker (LICSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), and Licensed Psychologist (LP). The RFP solicits proposals from qualified contractors to provide clinical supervision in individual or group settings, delivered in-person or virtually at the program's Moose Lake facility, St. Peter facility, or other agreed-upon locations. Multiple qualified responders may be awarded master contracts under this RFP. Proposals were due July 29, 2026, at 4:00 p.m. Central Time. The anticipated contract term runs August 15, 2026, through June 30, 2028, with an option to extend up to an additional three years in State-determined increments. Qualified responders must hold active licenses in their respective professional boards, have at least five years of experience providing sex offense-specific treatment, and meet Minnesota Statutes supervisory requirements.
Compensation is structured as maximum hourly rates for individual and group supervision, with the group supervision rate representing an hourly rate for the group session as a whole regardless of the number of participating clinicians. For billing purposes, MSOP invoices the hourly rate according to which MSOP clinicians participate in the group session—for example, a $150 hourly rate divided equally among three participating clinicians would result in a $50 per hour charge for each clinician. The number of clinicians participating in group supervision sessions will be determined by each contracted licensure supervisor. The State will not pay separately for travel, overtime, or other charges beyond the specified hourly rates. Evaluation occurs in three phases: Phase 1 assesses responsiveness and pass/fail mandatory requirements; Phase 2 scores proposals on work plan (200 points), qualifications and experience (400 points), references (100 points), and cost detail (300 points), with up to 120 preference points available for targeted group, economically disadvantaged, and veteran-owned businesses; and Phase 3 selects finalist(s) based on best value.

[Title] 1
Responses to questions submitted regarding Event ID 2000018468. “Request for Proposal for Qualified Contractor(s) to provide Clinical Supervision toward licensure in the following areas:
Licensed Independent Clinical Social Worker (LICSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), and Licensed Psychologist (LP).”
1. The RFP requests an individual supervision maximum hourly rate and a group supervision maximum hourly rate. Could you please clarify whether the group supervision hourly rate should reflect:
• the hourly rate for the group session as a whole, regardless of the number of participating clinicians;
or
• a per clinician hourly rate for group supervision
a. The maximum group supervision rate should be an hourly rate for the group session regardless of the number of participating clinicians. For billing purposes, MSOP will request that the hourly rate be invoiced according to which MSOP clinicians are participating in the group session. As an example, if the hourly rate is $150 and there are 3 MSOP clinicians in the group session, the charge would be $50 per hour for each of the participating MSOP clinicians.
2. Additionally, is there an anticipated or maximum number of clinicians who would participate in a group supervision session?
a. Each contracted licensure supervisor will determine the maximum number of clinicians in a group supervision session.
