About this file
This document provides questions and answers regarding a Notice of Funding Opportunity from the Department of State Bureau of Counterterrorism. The Bureau seeks proposals to develop and implement comprehensive, counterterrorism-focused community policing strategies for law enforcement units in Sylhet, Chittagong, and Rajshahi regions of Bangladesh. Strategies should emphasize improving intelligence gathering, operating within a human rights framework, effectively engaging communities on terrorism awareness and prevention, enhancing law enforcement coordination and information sharing, increasing awareness of terrorist recruitment and modus operandi, and incorporating pre-trial monitoring of suspected terrorists. Applicants should describe how they will design and implement training, technical assistance, and mentoring to reinforce the strategies, including follow-on monitoring and evaluation of beneficiaries to assess application of knowledge gained. The Bureau will favor proposals utilizing train-the-trainer and adult learning approaches. Awards will be cooperative agreements under the Global Counterterrorism Programs CFDA number 19.701, administered by an unspecified federal agency.

Bangladesh Community Policing: Questions and Answers II
Q. Where can I find the Financial Management Survey form?
Response: DOS Grants Officer decided not to require submission of the financial management survey. Only the winning applicant will be required to fill it out. Please accept our apologies for the confusion. We will revise the PSIs to remove the financial management survey from the required document list.
