About this file
This is a Question & Answer document issued by the California Employment Development Department (EDD) for Invitation for Bid No. 127077, which solicits complete tree pruning, trimming, and removal services for the EDD facility located at 297 West Hedding Street, San Jose, California. The Q&A set was published on August 4, 2026, and provides clarifications on licensing requirements and subcontracting policies for prospective bidders. The document addresses critical service parameters and contractor qualifications necessary for submission of competitive proposals.
The Q&A clarifies two significant requirements for potential contractors: contractors holding an active C-61/D-49 Tree Service license issued before January 1, 2024, are acceptable, but all other contractors must provide a valid C-49 license. Additionally, the EDD explicitly prohibits contractors from assigning or subcontracting any work covered under the agreement, including traffic control services that may be required to safely perform the work. This restriction applies universally to all work scope elements outlined in Exhibit A-1 Specifications and represents a key compliance requirement for bid submission.
