About this file
This document contains questions and answers from a bid walk and prior vendor inquiries for a roofing project solicited by the California Department of Corrections and Rehabilitation (CDCR) under solicitation number FPCM-LAC-I001104-M020-RS. The project involves re-roofing multiple buildings, with each building having its own timeline offset by about a month and taking approximately four months to complete. The specifications call for specific roll sizes (6x80 or 10x80), though smaller sizes are acceptable if meeting minimum specifications. The project requires a 10-year no dollar limit warranty and includes detailed requirements for adhesive application and roofing assembly.
The document outlines specific operational requirements including delivery procedures inside prison gates (trucks must clear 13'7" height), gate clearance requirements for drivers, and material handling specifications. CDCR will not accept pressurized cylinders of 2-part urethane adhesive in lieu of water-based adhesive due to venue considerations and workforce skill level. The roofing material and assembly must strictly meet approved specifications, including FM1-90 rated assembly requirements and specific insulation requirements. The specifications explicitly prohibit substitution of EPS and Polysio for XPS insulation, and all deliveries must comply with prison security protocols including background checks for delivery personnel.

QUESTIONS FROM LAC ROOF WALK 10/09/2024
1. Q: Will the deliveries be in the yard or outside the gates?
A: Deliveries will be inside the gates. The driver will need to submit gate clearance forms per the Invitation for Bid.
Delivery trucks must be able to clear the height of 13’ 7”.
2. Q: Will there be any new penetrations on these roofs that are not on the roof plans and specifications?
A: No, there are no new additional roof penetrations that are not on the plans.
3. Q: What are the general gate clearance requirements?
A: The vendor/driver will need to provide a valid driver's license, social security number, and date of birth. The gate clearance process is different and every institution, so please confirm with the CSII. A general background check will be conducted; those cleared must not be a felon or have outstanding warrants. Additionally, no weapons or tobacco products are allowed on prison grounds.
4. Q: What is the required warranty length for this project?
A: Per the Invitation for Bid, the warranty is (10) years, no dollar limit.
5. Q: How will the delivery of the product be handled?
A: Depending on the product, some deliveries may be dropped off, placed on a flatbed truck for delivery inside of the prison gates.
6. Q: Would CDCR be willing to use pressurized cylinders of 2-part urethane adhesive to adhere the fleeceback membrane to the cover board in lieu of water based adhesive? The water-based adhesive is more user friendly, however the 2-part urethane adhesive is more cost effective.
A: No, CDCR will not accept pressurized cylinders in lieu of WB adhesive. We do not find it acceptable, considering our venue, and our workforce's skill level.
7. Q: At the job walk yesterday Durolast came to bid the project. In reviewing factory mutual approvals for Durolast, it has become clear that they are unable to meet the performance requirements of the specifications for this project. Spec section 075419 1.3 calls for an adhered membrane. Spec section 075419 1.4 A 4 calls for Minimum FM1-90 rated assembly. Spec section 075419 1.4 C requires the roofing system to have an FM Roof Nav Assembly ID#. In reviewing the FM database for the Tested Roof Nav Assembly numbers, it has become apparent that Durolast is unable to meet the specifications and performance requirements of the specifications. They have 34 tested assemblies with XPS insulation over a concrete deck. All 34 tested assemblies are for smooth membranes not felt or fabric backed. All 34 tested assemblies are for mechanically fastened membranes. None of the 34 tested assemblies contain a vapor barrier which is required on the lower sections of every roof. Spec Section 075419 1.3 A 3 clearly states that EPS and Polysio cannot be substituted for XPS insulation. Here is the link to review their FM tested assemblies: https://roofnav.app.fmglobal.com/loadShareLinkSearchCriteria/53B6257F- 147F-4717-926C-D39F60BD5935. Is it the State’s intent to follow the specifications and requirements in the specifications? Is the State willing to comprise on the spec requirements to accept a proposal from another manufacturer?
A: The roofing material and assembly for LAC 21-040 Replace Roofs projects must meet the approved Specifications.
