About this file
This performance work statement outlines requirements for replacing four vehicle barriers at the Kaena Point Satellite Tracking Station in Hawaii. The contractor will remove the existing barriers and install new automatic and manual crash-rated barriers with remote operation and card reader access at the main entry control point and two other buildings. A new manual arm barrier with bollards is also required at another site. The work must be completed by experienced personnel and adhere to all safety and security standards. Submittals are due with the bid and as-built drawings may be required. Training will be provided on the new systems. This pre-solicitation synopsis announces the Department of the Air Force's intent to issue solicitation FA521521R0007 for the vehicle barrier replacement work through a firm-fixed price contract set aside for service-disabled veteran-owned small businesses. The solicitation will be posted on February 20, 2022 to beta.sam.gov and questions can be directed to the contact listed.

Performance Work Statement
TO REPLACE VEHICLE BARRIERS
Project: LXHY 13-1005 Kaena Point Satellite Tracking Station February 10, 2020
1. GENERAL: This Performance Work Statement forms the requirements to remove and replace three vehicle barriers: 1) at the Entry Control Point, Bldg. 1, 2) at Bldg. 2 on road C, and 3) on road B at the back entry point that will include bolstering and also 4), to install a new vehicle barrier with bollards on road B to Bldg. 39010 at the Kaena Point Satellite Tracking Station (KPSTS), Oahu, Hawaii. The Contractor shall furnish everything necessary to complete smoothly functioning systems. Current barriers do not meet the installation’s anti-terrorism and force protection requirements for positive vehicle control and site denial, placing Security Forces and other site personnel at risk: the Contractor shall implement all applicable specifications, regulations and construction standards to certify the safety and security of our personnel and critical DoD mission in these four barrier systems.
2. PROJECT OBJECTIVES: The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation, etc. (except otherwise specified herein) necessary to remove and/or install vehicle barrier systems at the four sites. The Contractor shall identify and comply with all applicable federal, state, and local statutes (e.g. FAR, AFARS, DoD/Air Force instructions, manuals, handbooks, regulations, guidance, policy letters, International Building Code (IBC), National Electric Code (NEC), the National Fire Protection Association (NFPA), Whole Building Design Guide UFC 4-022-03, etc.).
2.1. The Contractor shall plan activities to minimize effects on Mission operations, safety and security. The contractor shall coordinate all road closures, outages, or other mission/operations impacting the site with the Detachment 3, 21st Space Operations Squadron, Chief of Civil Engineering (21 SOPS Det 3/CE) prior to implementation. The Contractor shall be responsible for the transportation, receipt, unloading, storage, security and handling of all its equipment and materials at KPSTS.
2.2. The site is situated in a very hazardous ecosystem. Equipment shall be chosen, installed and warranted to withstand extreme corrosion, sun and weather conditions, all materials shall be highly rated (ASTM C876-15, ASTM G50-10(2015), IP65 enclosure standards, etc.) to meet the conditions. All materials and equipment shall be secured from winds and weather at the end of each work day. All materials, equipment and debris shall be stored in designated staging areas when not in use and removed upon job completion. Equipment that has the potential to leak, POLs shall be stored and operated (if feasible) over protective ground cover to prevent impacting stormwater. Absorbent pads and spill kit shall be provided by the Contractor and shall be stored on-site during operation of vehicles and machinery to facilitate cleanup of accidental POL releases.
2.3. Installed equipment shall be selected to operate at a high mean time between failure (MTBF) and, open or deploy dependably within a 10 second response time (if powered). (Hydraulics have had a high failure rate at this site.) The equipment must be easily serviced and have good replacement parts availability. Manufacturer(s) shall have more than 5 years documented experience with similar vehicle Barriers. Current apertures for traffic and other functionalities shall not diminish. All barrier’s static state shall be “deployed” and operate to pass vehicles safely and separately, they shall deploy upon power loss by design. Barrier equipment shall have successfully passed actual crash tests performed by a certified and independent agency. There shall be means for one person to manually open, hold open and/or deadlock close any barrier. The Contractor shall operationally test and certify all functions of the barriers.
2.4. Safety is paramount. Due to the cliffs surrounding the facility and the likelihood of high winds, all contactors shall stress Occupational Safety & Health Administration (OSHA) Regulation 29 CFR Part 1926.501, Fall Protection along with all other applicable OHSA regulations. The Project Manager, COR or CO may stop work at any time for a safety risk: the CO is the only agent allowed to restart work, which must be in writing.
2.5. The Contractor shall handle all hazardous materials and hazardous waste in accordance with applicable federal, state, and local requirements. The Contractor shall provide a listing of hazardous chemicals/materials, estimated usage (quantities), and the Safety Data Sheets of such chemicals/materials brought on site or used on site to the 21 SOPS Det 3/CE environmental office. The Contractor will be responsible for coordinating with 21 SOPS Det 3/CE environmental office on the storage and proper management of hazardous materials and hazardous waste, if generated. Any excess of hazardous materials or hazardous waste at the end of the project will be removed from the site and will be properly managed and disposed of accordingly by the Contractor.
2.6. The Contractor shall handle all solid waste in accordance with applicable federal, state, and local requirements. All solid waste generated will be properly managed and disposed of accordingly. No waste may be left on-site.
2.7. Except as required herein, Contractor work, installed materials and equipment shall not compromise other structures, or areas’ intended usage without the CO’s preapproval. Any compromise shall be reported immediately.
3. QUALIFICATIONS:
3.1. The work shall be performed by trained, certified and experienced workers in the construction, restoration, and operation of various active vehicle barrier systems, electronics, electrical systems, controls, and other related work.
3.2. Supervisory personnel: The Contractor shall personally supervise the work or employ talented management to supervise. The supervision must be thoroughly trained and experienced in restoration, the construction and operation of the installed vehicle barrier systems, electronics, electrical systems, controls, and in safety for working on/around powered equipment, etc.
3.3. The Contractor shall have an established and maintained Quality Control program leading to regulatory compliance and continuous improvement. Use of the program shall be notable in the Schedule.
4. REQUIRED SERVICES: As referenced in paragraph 1 above, the Contractor shall replace/place four vehicle denial barriers at KPSTS, complete operational testing of the barrier systems and police the construction sites persistently.

The new system shall be compatible with existing power and require no major remodeling within building 1. The entryway is almost 16 feet wide.
4.2. Vehicle Barrier (Bldg. 2, road C): Remove the existing drop arm traffic control barrier and replace it with a new automatic, crash rated (ASTM F2656, C40 minimum) barrier operated similarly by keypads and also wired remote controls in building 2. The aperture is approximately 18 feet wide.
4.3. Drop Arm Barrier (Back Entry Point, site 3): The contractor shall remove the existing Delta Scientific anti-ram, drop arm barrier below Bldg. 23 on road B and restore the site. Relocate the facility, including power (480v 3 phase) and communications, approximately 75 feet along the road to the other side of the intersection. New, installed equipment shall meet or exceed ASTM F2656-07, M50 P (K-12) requirements for an automatic gate to a base with PL2 classified facilities.
